Job Description and Duties

Under the general direction of the Deputy Secretary of Freight Policy, the incumbent is responsible for planning, organizing, and managing the Freight Policy team for CalSTA, ensuring its alignment with Agency's and the State's sustainable freight objectives, goals and vision. The incumbent is also responsible for developing, executing, and managing a variety of consultant contracts, grants, and agreements in relation to multimodal freight transportation studies.

The Freight Policy Manager will provide crucial leadership in advancing sustainable freight and goods movement policies and will ensure CalSTA management is apprised by reporting successes and elevating issues where appropriate. The incumbent must demonstrate an ability to identify options to meet challenges, as they will serve as a subject matter expert and may represent Agency in regard to freight policy issues at various inter and intradepartmental meetings. The incumbent must adhere to Agency policies and directives, ensure freight policies and projects address equity issues among communities throughout the state, and will liaison with a variety of internal and external stakeholders to accomplish their program goals.

Working Conditions

Position located in Sacramento, Sacramento County.

The incumbent works in front of a dual-monitor computer system under artificial light in an office setting with long periods of working in a sitting or standing position.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy.

Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs.

Business travel may be required, and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

  • Please describe, in your opinion, a few of the most significant recent international, national or local legislative/policy developments or industry trends impacting California's freight system. What specific actions should the State of California take (if any) to address these developments or trends (please limit your answer to addressing no more than three items)?

  • Please articulate your understanding of the California State Transportation Agency's and the State of California's objectives, goals, and vision as related to sustainability and equity. Please cite relevant documents such as legislation, executive orders, plans, or policy statements to explain your answer.

  • Please describe your experience researching freight or transportation related issues and providing input to freight or transportation related projects such as plans, studies, or reports.

  • Please describe your experience reviewing, tracking, and monitoring transportation grant agreements and any related experience overseeing multimodal freight transportation projects.
