Job Summary

The Senior Transportation/Fleet Manager is responsible for the overall efficiency of the internal fleet. The position has responsibility for total POOLCORP internal transportation expenses and seeks to minimize costs while optimizing utilization of all transportation assets. Seeks to provide the most cost effective methods to bring products in and deliver products to customers. Candidate will be a change agent using procedures, staff and third party solutions to bring the field service level up to expectations. Possess leadership skills, the ability to build a team and become a vital asset to management team. Leads team and guides field employees engaged in fleet activities in over 350 locations.

Responsibilities:

  • Understands the business needs as they relate to fulfilling customer delivery expectations.

  • Works with locations to ensure customer needs are met with the best available service at a cost effective price.

  • Focuses on monitoring costs and directing field locations to take corrective action.

  • Oversees cost control and service levels of 3rd party fleet management companies.

  • Assesses current capacity of existing fleet and makes recommendations for reductions in areas with excess capacity and/or vehicle size and type based on product delivery characteristics.

  • Develops processes and metrics to analyze requested fleet asset additions from field management.

  • Assists in developing utilization reporting for all fleet assets using company fleet route optimization software.

  • Focuses on cost savings opportunities and channels repair/maintenance activities to the most economical providers while keeping downtime to a minimum.

  • Reviews status of current down vehicles and expedites return to service keeping costs down.

  • Works to understand and incorporate field sales center needs into the fleet strategy while keeping contact with field management at all stages of strategy development.

  • Keeps field management informed and trained on all cost and fleet tracking tools.

  • Understands and helps develop and maintain Driver and Procurement Policies and Procedures.

  • Assists in all phases of operational functions when needed in relation to delivery and warehouse equipment.

  • Explores opportunities to utilize internal fleet delivery vehicles in other ways including as a service to outside companies to maximize value received from fleet investment.

  • Looks to continuously improve all areas of fleet operations while communicating new procedures/policies.

  • Provides guidance and direct input into POOLCORP's efficient and cost effective movement of good whether by internal fleet or 3rd party carriers.

  • Other duties as assigned.

Requirements:

  • Bachelor's Degree.

  • A minimum of 10 years of experience with fleet maintenance management and warehouse equipment procurement.

  • Knowledge of industry related software helpful, i.e. TMW-Appian, Descartes, Roadnet.

  • Thorough knowledge of tractor and trailer maintenance, OSHA, DOT and other related State and Federal regulations.

  • Fleet Analytics and Utilization experience.

  • Results driven, self-starter with the ability to lead a team in a deadline driven environment with rapidly changing priorities.

  • Strong customer service skills with ability to resolve problems in a timely manner.

  • Excellent communications skills, both written and verbal.

  • CDL Driving and warehouse experience a plus.

  • Third party fleet management company negotiation and oversight experience (e.g. ARI, ELEMENT).

The Operations Manager, Mexico manages the Company's fleet operations activities in Mexico, including fleet operations, fleet maintenance, fleet certification and regulatory compliance, fleet personnel, purchasing and material control. The Operations Manager, Mexico coordinates with Pemex and other Mexico customers, Marina Mercante and other government and regulatory agencies on operational management functions. ORGANIZATIONAL RELATIONSHIP The Operations Manager, Mexico reports directly to the Vice President - Mexico. The Operations Manager, Mexico has direct supervisory responsibility for the Port Engineers, Port Captains, Vessel Masters, Vessel Crews, and may supervise the Ciudad del Carmen-based positions of Operations Coordinator and Crew Coordinator. The Operations Manager, Mexico has responsibility to manage the Carmen and Paraiso offices, to include monitoring the daily activities of the Carmen and Paraiso office personnel that do not report directly to the Operations Manager, Mexico. The Operations Manager, Mexico has indirect supervisory responsibility for his or her assigned fleet's QHSE functions with regard to operational management systems and regulatory certification and compliance issues. AUTHORITY Authority of the Operations Manager, Mexico shall be as directed by the Vice President - Mexico and according to Company policies. Executive and monetary approval authority shall be per Company policies and as otherwise authorized on a project basis. SUPERVISORY RESPONSIBILITIES Responsibilities shall include, but not be limited to, the following: * Fleet Operations, including management of the safety of personnel, third parties and the protection of the environment; protection of the Company's investment in its human and capital resources, maintenance of client service relationships, and efficient and responsible use of Company financial resources. * Fleet Maintenance and Certification, including the management of fleet vessel maintenance to the standards required for vessel certification by class society, flag state and local authorities, Pemex and other Mexico customers, Marina Mercante and company maintenance programs. * Fleet Personnel, including recruiting, hiring and supervisory management of vessel crews as directed by the Vice President - Mexico. * Carmen office management, to include monitoring the daily activities of those Carmen office personnel that do not report directly to the Operations Manager, Mexico. * Purchasing and Material Control, including establishing and maintaining relationships with local material, service and supply vendors when such relationships inure to the benefit of the company's operational and financial goals. * Commercial reporting, including maintenance of close relationships with customers for purposes of monitoring quality of service delivery and positioning for business expansion opportunities in market area. * Administrative, including managing and reporting as required by Company policies and procedures appropriate financial and administrative activity under his/her authority. ESSENTIAL DUTIES AND RESPONSIBILITIES Functions shall include, but not be limited to, the following: * Fleet Operations, including scheduled and unscheduled vessel visits and operational audits to observe and address safety, protection of the environment; human and capital resource, and client service issues, and to manage the efficient and responsible use of Company financial resources as they apply to marine fleet operations. Additionally, functionally work with QHSE department to develop necessary management systems to affect continuous improvement in operational processes. Compile and manage vessel based expense budget to actual expenditures. * Fleet Maintenance and Certification, including scheduled and unscheduled vessel visits and operational audits of the condition of the fleet and vessel apparatus as required for vessel certification required by class, flag state and local authorities, Pemex and other Mexico customers, Marina Mercante and company maintenance programs. Additionally, functionally manage Port Engineers and Port Captains to develop necessary maintenance systems and apply new technology to affect continuous improvement in the condition of company equipment. Maintain relationships with local regulatory authorities and key service company vendors. * Conduct performance evaluations of Vessel Masters, Port Engineers, Port Captains and office staff, establish quantifiable goals and objectives and assist supervisors in producing quantifiable improvements in their subordinate down-lines. * Manage the Carmen office, to include monitoring the daily activities of those Carmen office personnel that do not report directly to the Operations Manager Mexico. * Purchasing and Material Control, including establishing and maintaining relationships with local material, service and supply vendors when such relationships inure to the benefit of the company's operational and financial goals. Critically look at material and service delivery systems with appropriate recommendations to Company executive and material procurement managers toward streamlining and taking full advantage of buying leverage opportunities. * Commercial reporting, including maintenance of contact customers for purposes of monitoring quality of service delivery and positioning for business expansion opportunities in market area. Scout business opportunities in operational area and report commercial activity of clients and competitors that may be of interest for short or long term benefit to company. * Administrative, including efficient management and reporting as required by company policies and procedures appropriate financial and administrative activity that occurs as a function of job activities. Compile and manage departmental expense budget to actual expenditures. EDUCATION, EXPERIENCE AND QUALIFICATIONS * Incumbent should possess a minimum of ten (10) years' experience in all aspects of management of marine vessel operations, including maintenance, regulatory compliance, human resources, administration and customer service delivery. * Experience as a Vessel Master or Chief Engineer is preferred, but not required. * Bachelor's degree in a related field of study is preferred; alternatively manifold experience in marine operations may be acceptable. * Fluency in both Spanish and English is required. HOURS OF WORK AND LOCATION This position is based out of our Ciudad del Carmen office. Hours of work shall be as required to fulfill the responsibilities of the job description. Extended work hours will from time to time be required, including but not limited to sailing or other extensive travel should operational matters so warrant. PHYSICAL REQUIREMENTS Eyesight: Functional, correctable to normal Hearing: Functional, correctable to normal Speech: Functional, correctable to normal; Fluency in both Spanish and English is required.
