Reporting to the Regional Director of Transit Planning, this position will perform various transit and transportation planning work activities of the Atlanta-region Transit Link Authority (ATL). Developing short-term and long-term plans based on data analysis, community input, and FTA regulatory requirements for the Xpress program. Work activities will include but are not limited to:

  • Producing and managing the production of planning analyses and reports for multimodal planning issues and topics.

  • Managing regional transit planning projects.

  • Lead outreach efforts for a variety of audiences including Authority boards, policymakers, stakeholder interest groups, and the public.

  • Managing projects and tasks assigned to employees, consultants, contractors, suppliers, and vendors.

Job Responsibilities & Performance Standards:

  • In consultation with the Director of Planning, design and carry out an annual work program for the Planning team.

  • Manage a collaborative effort to conduct multimodal planning activities, including but not limited to the ATL Regional Transit Plan and the annual Transit Report.

  • Create, maintain, review, and administer project schedules, budgets, and plans.

  • Work with a broad range of professionals and internal and external stakeholders to define, implement, and track the progress of projects and programs and address relevant associated issues and challenges.

  • Conduct research and analysis to identify transportation needs and opportunities for improvement.

  • Design transit routes and schedules to enhance efficiency, accessibility, and the rider's experience.

  • Collaborate with government agencies, transportation authorities, and community groups to gather input and ensure alignment of transit plans with community needs.

  • Evaluate the effectiveness of transit services through performance metrics and rider feedback.

  • Participate in public meetings and forums to present transit plans and gather community feedback.

  • Prepare and deliver presentations and advise various councils, boards, commissions, committees, working groups, the public, internal staff, and elected officials on various transit planning-related issues.

  • Develop and verify technical reports and content, serves as a technical specialist, representing the ATL, and/or area of subject matter at meetings with external planning partners and officials.

  • Interact with external consultants, contractors, suppliers, and vendors to organize project development and implementation.

  • Maintain a consistent, high-quality, customer-focused orientation when conducting business and interacting with various stakeholders, clients, the public, other external customers, and members within internal business units.

  • Utilize word processing, database, spreadsheet, GIS, and presentation software.

  • Lead, support, contribute to, and guide a wide array of teams comprised of staff and consultants from various disciplines including but not limited to planning, funding/finance, engineering, and data science.

  • Maintain knowledge of current trends and developments in the transit and land development industries and apply pertinent knowledge and creative thinking to the performance of assigned responsibilities.

  • Serves as project manager, developing methodologies, analyses, and planning contracts and invoice payments.

  • Perform other duties as assigned by Management.

Required Knowledge, Skills, Abilities and Competencies:

  • Ability to make sound business decisions with minimal direction.

  • Knowledge of federal and state laws, rules, regulations, policies, and procedures governing applicable transit, land use, and development program areas.

  • Excellent communication skills and finesse, along with the ability to present ideas clearly and concisely across a broad range of audiences.

  • Interpersonal dynamics acumen.

  • Aptitude to lead and supervise others.

  • Knowledge of transit operations, regulatory requirements, and transportation funding mechanisms.

  • Strong multi-tasking skills and desire to work in a team-focused environment.

  • Proficient in the use of standard office computers and associated software applications such as MS Word, MS Excel, and MS PowerPoint.

  • Familiarity with spatial analysis software such as GIS, Conveyal, Remix, etc., as well as with design programs such as InDesign is preferred.

  • Knowledge of city and regional planning concepts and implementation, policies impacting metropolitan areas.

  • Ability to prioritize tasks and assignments.

Minimum Qualifications:

Bachelor's degree from an accredited college or university in business administration, public administration, industrial management, transportation, or urban planning PLUS a minimum of three (3) to five (5) years of hands-on experience relating to transit operations, transit planning, new mobility technology, or land use planning. Must be highly organized, possess excellent written, organizational, and decision-making skills, and ability to multi-task and work in a fast-paced environment. Preferred Qualifications:

Master's degree in related or applicable field. Five (5) plus years of related experience in transit, transportation, urban planning, and/or land use planning. Prior experience working for a transit agency or regional planning organization. Knowledge of new mobility solutions and associated applications.

Bachelor's degree from an accredited college or university and four (4) years of experience in transportation-related work; or three (3) years of experience at the lower level (TRP062) or position equivalent.
