Basic Function

Under the direction of the City Traffic Engineer, perform professional and technical engineering and planning duties in support of the Traffic Services Division of the Public Works Department; perform special studies, analysis and evaluation of transportation problems; direct and coordinate the services of contracted transportation agencies.

Essential Duties and Responsibilities

Perform professional and technical engineering duties in support of the Traffic Services Division of the Public Works Department.

Perform special studies, analysis, and evaluation of traffic problems, complaints, concerns, and other issues.

Prepare work orders for signs and street marking changes; follow up on issues to expedite the accurate production of signs as needed.

Manage, direct, and coordinate the work and services of contracted transportation technicians and agencies, including King County and Washington State DOT; direct the gathering of traffic data such as traffic volumes, turning movements, and speed.

Provide information to the public; respond to public requests for traffic services; receive and resolve public complaints; meet with neighborhood groups to resolve requests for traffic services.

Prepare reports and maintain records, data base, and maps of assigned activities; prepare and maintain records and reports of traffic volumes, collisions, turning movements, and work orders.

Perform capacity analysis of intersections; measure intersection sight distance. Manage the city's traffic Synchro model. Use transportation demand model for transportation planning. Administer Transportation Concurrency Management System.

Prepare scope for development-related traffic impact analyses using transportation demand model and professional judgment. Review traffic impact analyses. Determine appropriate traffic impact mitigation fees and measures. Present testimony at public hearings regarding the assessment of traffic impacts and impact mitigation measures.

Review and comment on professional engineers' land use development proposal from traffic safety and transportation infrastructure perspective including engineering codes, standards, and policies.

Implement and administer City Commute Trip Reduction program; negotiate and administer interlocal agreements to provide Transportation Demand Management services.

Operate a vehicle to conduct assigned duties; operate a personal computer and other standard office equipment.

Perform related duties as assigned.

Education and Experience

Any combination of education and experience equivalent to: Bachelor's degree in Civil Engineering, Transportation Planning, or related field with emphasis in traffic or transportation and three years of increasingly responsible traffic engineering and/or transportation planning experience.

Licenses and Other Requirements:

Valid Washington driver's license.

Professional Engineer license is preferred.

Knowledge and Abilities

Knowledge of:

  • Organization, operation, policies, and objectives of the City Traffic Services Division.

  • Principles, theory, and practices of modern civil and traffic engineering design as applied to various traffic analysis functions.

  • City organization, operations, policies, and objectives.

  • Pertinent federal, State, and local laws related to transportation issues.

  • Technical aspects of traffic and transportation engineering and planning.

  • Applicable regulatory codes, standards, specifications, and plans.

  • Advanced mathematics.

  • Operation of a personal computer and computerized engineering software.

  • Record-keeping techniques.

  • Operation of a computer terminal and data entry techniques.

  • Oral and written communication skills.

  • Laws, rules, and regulations related to assigned activities.

  • Interpersonal skills using tact, patience, and courtesy.

  • Health and safety regulations.

Ability to:

  • Perform professional and technical engineering duties in support of the Traffic Services Division of the Public Works Department.

  • Perform special studies, analyses, and evaluations of traffic problems.

  • Direct and coordinate the services of contracted traffic agencies.

  • Review, evaluate, and recommend modifications to the transportation network to improve safety of the City's street system.

  • Read, interpret, apply, and explain rules, regulations, policies, and procedures.

  • Observe traffic safety laws and regulations.

  • Communicate effectively both orally and in writing.

Environmental Conditions/Physical Effort:

Work is performed primarily in an office environment and may require travel to a variety of locations to perform site visit work or to attend meetings. Employee may be exposed to noise from basic office equipment operation, and to weather conditions and traffic hazards.
