The Priority Telecommunications Services (PTS) program provides priority communications in public telecommunications networks for Continuity of Government, Continuity of Operations and Priority Communications associated with National Security and Emergency Preparedness events (e.g., hurricanes, tornadoes, floods). GDIT subcontracts with carriers to provide this service, and operates service desks to sign up subscribers and help them with the service. GDIT develops and deploys software to support the functions required by the contract, and operates a subscription desk, help desk, trouble ticket system, and performance monitoring function.

Contract requires US Citizenship and must be able to obtain a Public Trust.

The engineer will be responsible for and participate in:

  • Performing functionality and performance tests of priority features in vendor products

  • Network Service Acceptance Tests (NSATs) of carriers' implementation of Priority Telecommunications Services (PTS)

  • Network Service Verification Tests (NSVTs) of carriers' implementation of PTS

  • Configuration audits of carriers' implementation of PTS

Technologies to be tested include Time Division Multiplex (TDM), Internet Protocol (IP) and hybrid switches, as well as IP Multimedia Subsystem (IMS) components, and cellular technologies and components (e.g., GSM, CDMA, UMTS, LTE and 5G).

Must coordinate with the carrier to develop an agreed-upon test plan, which will document the detailed test procedures to be followed.

Reviews test plan, a first draft and a second draft review (if required) will be conducted with the carrier, the Government and its System Engineering and Technical Assistance (SETA) contractor, leading to a final version of the plan.

Participate in witnessing test performance.

Testing will be conducted in mutually agreed upon location(s) with the Government and carrier that enables full execution of the test plan.

Support the carrier in ensuring the facility in which the carrier conducts the test undergoes pre-testing and trouble remediation.

Upon successful pretesting witnessed by GDIT, the engineer will support finalizing the test plan.

Support test execution in accordance with the final test plan.

The carrier will re-test test case(s) that failed during the NSVT Execution per logistics mutually agreed upon between the carrier and GDIT.

Support drafting of the test report, including test results and issues identified during the test, with a description of each issue and plan for correction.
