A week in the life of a Senior Technology Transfer Office Engineer:

  • Promote NASA technologies for technology transfer opportunity.

  • Identify possible partners and terms for technology licensing agreements.

  • Contractor shall provide support for TTO in areas including intellectual property management, identifying technology infusion and commercialization opportunities as well as to gather, organize, and process information necessary to support TTO activities and schedules, coordinating with AFRC management and staff to ensure the orderly flow of work necessary to complete TTO tasks.

  • Support coordination with NASA Headquarters and other NASA field centers on agency-wide TTO goals and initiatives.

  • Perform special projects in the area of Technology Commercialization and Technology Transfer. Support includes, but is not limited to: assistance in research, technology development; planning; Agreement development; (e.g., MOA, MOU, SAA, Licenses) and; outside agency inquiries; e.g., HQ, Congressional, OMB.

  • Research industry needs and licensing opportunities.

  • Coordinate with NASA legal on licensing agreements.

  • Analyze technology investment portfolios for infusion and spinout.

  • Perform technology commercial strength assessment; evaluate and classify New Technology Reports (NTRs) for TTO operations based upon strategic importance to patentability, and commercial strength.

  • Develop, collect and report overall program metrics associated with the portfolio of technology transfer project performance; formulate TTO operational solutions to meet NASA new technology objectives and goals.

  • Create/update/present TTO presentations on program performance for senior leadership operational reviews (local and higher headquarter).

  • Organize, coordinate and oversee the TTO Small Business Innovative Research (SBIR)/Small Business Technology Transfer (STTR) programs.

  • Perform technology commercial strength assessment; evaluate and classify New Technology Reports (NTRs) for TTO operations based upon strategic importance to patentability, and commercial strength.

  • Develop, collect and report overall program metrics associated with the portfolio of technology transfer project performance; formulate TTO operational solutions to meet NASA new technology objectives and goals.

  • Create/update/present TTO presentations on program performance for senior leadership operational reviews (local and higher headquarter).

  • Organize, facilitate and document findings of New Technology Review Committee (NTRC) meetings; resolve action items within organization boundaries as well as outside with industry partners.

  • Process, track and oversee development of TTO patent applications; advise on intellectual property protection and ensure that the patent application is submitted to the USPTO accurately and in a timely manner.

  • Develop TTO marketing programs to promote patent-track and non-patent track opportunities and respond to inquiries from potential industry partners.

  • Formulate the TTO's overall technology's promotion strategy and tailor options to individual projects in the portfolio of opportunities; oversee and advance the effective use of promotion tools (TTO website, various web portals, and printed materials); analyze social media marketing avenues and implement new concepts to expand outreach to industry Manage the portfolio of technology license (patent-track) and partnership (non-patent-track) agreements; determine the viability of a license / partnership applicant then determine recommended deal terms and draft technology licenses or other agreements with qualified applicants.

  • Evaluate commercialization plans, conduct royalty rate analysis, drafti proposed deal terms including as applicable running royalty rate, execution fee and field of use, embodiment, and annual minimum royalty payment for review and acceptance by customer.

  • Liaison with industry partners for TTO agreement deal terms for partnership agreements; coordinate with the applicant, patent counsel and organization legal department; develop and submit the signature packages; provide technical support for review and signing process.

  • Record a new technology's chronological transfer history from first disclosure through the termination of a license or partnership agreement using the NASA Technology Tracking System (NTTS); perform date entry and understand key data capture requirements, search engine logic, report generation, and critical data fields that link modules.

  • Participate in NASA agency TTO work groups or committees assigned special technology transfer tasks.

  • Access SBU data of the government, government contractors and commercial entities; maintain integrity and appropriate non-disclosure of data, analysis and results of proprietary work perform.

  • Perform work in accordance with NASA ISO AS9100 procedures and applicable regulatory requirements.

Job Requirements

REQUIRED EDUCATION AND EXPERIENCE:

  • 7 years of experience and a Bachelors degree in Engineering or Physical Science
  • 4 years of experience and a Masters or PhD degree in Engineering or Physical Science

ESSENTIAL REQUIREMENTS:

  • Knowledge of aerospace technology and the ability to apply it towards assessment of research projects under or planned for development to determine potential commercial application for TTO projects, and SBIR and STTR programs

  • Develop and execute strategy and tactics for the identification, development & implementation of enabling technology to market.

  • Review technology applications to ascertain requirements, specifications, procedures, objectives, equipment and nature of technical application to commercial markets through license, partnerships of patents.

  • Must be able to ascertain, manage and assess requirements in specific technical transfers for determining optimum venue to market technology.

  • All knowledge, skills, abilities to manage the office automated systems.

  • Knowledge and awareness of the schedule deadlines for the office programs and organizations being supported.

  • Support a dynamic and multi-task work environment by prioritizing work and task/project schedules.

  • Must be multi-task oriented and capable of prioritizing work and deliverables.

  • Must be familiar with or willing to gain knowledge of NASA Armstrong Procedures/Instructions, and organizational structural as related to analyst requirements.

  • Strong communication skills and ability to work in a team environment.

  • Experience in aerospace programs and technology and/or business/program management experience is highly desirable.

Act as part of an Integrated Test Force (ITF) which includes Contractor Test, Developmental Test, and Operational Test. Team with AFTC and NAWCAD engineers in writing test plans, flight cards, conducting briefs/debriefs, problem reporting, and provide flight test data to verification engineers. The successful candidate should have a background in datalinks, weapons, avionics, mission systems, sensors, and displays. As part of the engineering team on site at Edwards AFB, ensure that F-35 capabilities are being met for each LRIP lot. Significant interaction with the Verification Team and Discipline IPTs at Fort Worth is required to communicate issues found and to provide information to assist in problem resolution. Advise technical leads and management on overall flight priorities and critical problem reports based on data collected in flight. Participate in real time control room activities during flight execution. The successful candidate will validate that F-35 sensors and mission system tests are conducted correctly by actively monitoring real time telemetry data during flight. This will also include ensuring all test equipment is operational and working along with coordinating with the Western ranges. Assist with on aircraft troubleshooting and failure resolution as needed to ensure test aircraft mission capability. Coordinate with other mission system personnel to resolve system failures or performance questions. Participate in problem identification, analysis, and resolution. Assist with collection, distribution and analysis of data acquired during flight test missions. Ideal candidate will have flight test design, integration, and flight test experience with sensors, mission systems, displays, and mission planning.
