General Dynamics Information Technology (GDIT) under the auspices of the Enterprise Operations and Security Services (EOSS) program provides enterprise services to the Army National Guard (ARNG) Federal and State missions. The incumbent shall shepherd the management of operational and engineering initiated requirements, develop project charters, plans, work breakdown structures, scheduling, resourcing, setting milestones, tracking risks/mitigations, communicating and managing customers' expectations. The incumbent reports to the Project Management Lead providing sound judgement, clear communication, and experience.

RESPONSIBILITIES INCLUDE:

Coordinate and monitor technical projects or programs from initiation through delivery.

Gather required data from end users to evaluate objectives, goals, and scope to create technical specifications.

Serve as liaison between technical staff and management in order to ensure that all targets and requirements are met.

Ensure technical projects are completed on schedule and within budget.

Keep leadership informed of key issues that may impact project completion, budget, or planned results.

Conduct complex work important to the organization.

Works with minimal supervision with wide latitude for independent judgment.

Coordinate schedule and provide required staff support with the integrated master schedule and resource managers.

DESIRED QUALIFICATIONS:

Bachelor's Degree in related technical area.


  • Minimum of Interim Secret clearance, or higher.

  • PMP Certification.

  • ITIL v3 Foundation Certification, or must receive ITIL within 60 days of working.

  • 6+ years IT project management experience with emphasis on cloud migration desired.

VIEW JOBS 4/23/2019 12:00:00 AM 2019-07-22T00:00 SBD is seeking a <strong>Technical Refresh Project Manager</strong> to spearhead the enterprise-wide technical refresh efforts of our DoD customer in Arlington, VA.  The Technical Refresh Project Manager will ensure that no hardware or software shall reach technological end-of-life (EOL) and all IT hardware and software technical refreshment (tech refresh) projects must be complete and reach full operational capability (FOC) six (6) months before any hardware or /software reaches its technological EOL. This includes all network infrastructures, blade servers, routers, switches, operating systems, data base software, web software, and application software. A sample of items included in this effort are: Legacy Lenovo laptops, B200M4 blade servers, Network Appliance (NetAPP) Storage system, McAfee IDS/IPS, Microsoft Windows 2012R2 server operating system, Linux 6 Operating System, VTC CNR Situation Room, VTC BJECC, VTC conference rooms and Regional Offices.<br /> <br /> <strong>Responsibilities of this role include: </strong> <ul> <li style="padding: 0; margin: 0;">Serves as subject matter expert possessing in-depth knowledge of Technology Refreshment, Capital Planning, and Records Management.</li> <li style="padding: 0; margin: 0;">Provides technical knowledge and analysis of highly specialized applications and operational environments, high-level functional systems analysis, design, integration, documentation and implementation advice on exceptionally complex problems that need extensive knowledge of the subject matter for effective implementation.</li> <li style="padding: 0; margin: 0;">Participates as needed in all phases of software development with emphasis on the planning, analysis, testing, integration, documentation, and presentation phases.</li> <li style="padding: 0; margin: 0;">Applies principles, methods and knowledge of the functional area of capability to specific task order requirements to arrive at automated solutions.</li> </ul> <br /> <strong>Tech Refresh Responsibilities and Requirements: </strong> <ul> <li style="padding: 0; margin: 0;">Document all hardware and software in operation and identify each items manufacturer's stated technological end of life date. The items documented must be consistent with the Asset Inventory as reflected in the Asset Management Report.</li> <li style="padding: 0; margin: 0;">Identify for each item a technical refreshment schedule that meets the customer’s requirements to be installed and fully operational six (6) months prior to the item approaching EOL reaches EOL. The schedule will be delivered to the Government within six (6) months of the start of work. Thereafter, the list will be updated quarterly or as the inventory baseline changes.</li> <li style="padding: 0; margin: 0;">Complete all hardware and software technical refresh as required. No hardware or software shall reach technological EOL.</li> <li style="padding: 0; margin: 0;">Provide a written Analysis of Alternatives (AoA) using Defense Acquisition standards and format to the Government eighteen (18) months in advance of the technological EOL. The AoA will detail potential courses of action and costs to achieve the required technical refresh within the required time frame</li> <li style="padding: 0; margin: 0;">Provide a written plan/schedule for all items to be technically refreshed twelve (12) months in advance of the completion requirement. The plan/schedule at a minimum will include a POA&M, critical path, labor and dependencies. The plan/schedule will include a definition of Full Operational Capability and the individual roles and responsibilities, all to which the Government must agree to prior to accepting and implementing the plan/schedule. The plan/schedule must clearly identify all items that must be procured as GFE so the Government can execute any required procurement actions so as to not delay the technical refreshment.</li> <li style="padding: 0; margin: 0;">Complete all technological refreshments no later than six (6) months before an item's technological EOL. Completion will be based on the item reaching its full operational capability (FOC) as defined in the POA&M documentation.</li> </ul> <br /> <strong>Project Management Responsibilities and Requirements: </strong> <ul> <li style="padding: 0; margin: 0;">Requirements Management.</li> <li style="padding: 0; margin: 0;">Schedules/timelines with assigned resources.</li> <li style="padding: 0; margin: 0;">Work Break Down Structures and Sequence of events.</li> <li style="padding: 0; margin: 0;">Risk Analysis.</li> <li style="padding: 0; margin: 0;">Cost.</li> <li style="padding: 0; margin: 0;">Documentation.</li> </ul> <br /> <strong>Position Requirements: </strong> <ul> <li style="padding: 0; margin: 0;">Bachelor’s Degree plus ten (10) years’ relevant experience in a broad array of IT/IS related topics, and processes.</li> <li style="padding: 0; margin: 0;">Extensive experience leading tech refresh efforts.</li> <li style="padding: 0; margin: 0;">Experience with Tech Refresh Documentation.</li> <li style="padding: 0; margin: 0;">Ability to communicate verbally, and in written form at all levels of the program including client leadership.</li> <li style="padding: 0; margin: 0;">Familiarity with MS Office products.</li> <li style="padding: 0; margin: 0;">Development of briefings and reports.</li> <li style="padding: 0; margin: 0;">Must be a US Citizen.</li> <li style="padding: 0; margin: 0;">Must have an Active DoD Secret or Interim Secret Clearance.</li> <li style="padding: 0; margin: 0;">Must meet DoD 8570 IAT Level II certification requirements (a current compliant certification is preferred; ability to obtain prior to starting is required).
