The Senior Technical Operations Engineer is a key leadership position within the Defense Solutions Business Unit of Smartronix supporting several diverse stakeholders. The Senior Technical Operations Engineer supports the Contract/Task Order Program Manager (TOPM) in the technical management and direction of the day to day technical operations of the task order. The position provides leadership to technical program team on staffing, training, technical oversight, personnel issues, operations management, workforce management, quality control, and serves as a liaison with the government points of contact as directed by the TOPM. This position requires on-site work and is split between Smartronix and government sites at Joint Base Anacostia-Bolling (JBAB) and Reston VA, with periodic travel to other customer-designated work sites. This position requires and active Top Secret/SCI clearance with a requirement to obtain and maintain a Counterintelligence (CI) Polygraph. #cjpost

Essential Duties and Responsibilities:

  • Leads and directs all technical and engineering operational team activities

  • Maintains responsibility for the overall direction, coordination, and evaluation of assigned program and project resources in compliance with the contract, local and federal laws

  • Coordinates priorities and resources (functional and technical) between multiple projects

  • Executes and monitors program/project activities using Agile process/activities

  • Prepares and updates project plans and schedules (Gantt and WBS, Risk Integrated) and required, recurring program and project status reports

  • Reports status, develops documentation, implements lessons learned and directs less senior technical team members/leads

  • Executes cross-project, multi-team, and third-party resource development and collaboration to ensure overall success of customer requirements

  • Provides support to the TOPM with recurring technical status and oversight

  • Conducts operational planning, execution and evaluation of a multi-faceted program that requires collaboration with customers to identify new project opportunities

  • Interface with the client and participates in operational review meetings and discussions

  • Coordinates cross-functional meetings of personnel related to the program

  • Allocates appropriate resources to ensure projects are completed within given time and budget

  • Participates in contractor and government program/project performance review meetings and discussions

  • Updates and maintains production and quality metrics for assigned program and projects

  • Utilizes corporate Quality and Risk Management processes to track overall program/project cost, schedule and performance (deliverable) requirements

  • Ensures contract service, quality, and performance requirements are met and compliance with standard operating procedures (SOP) is maintained

  • Establishes and maintains effective working relationships with all project stakeholders to include subcontractors, associate contractors, third-party vendors and government personnel

  • Manages staff work schedules, including planned/unplanned absences and surge work projections

  • Interact with client leadership and technical teams to define project requirements and identify solutions consistent with defined terms, methodology, policy, and regulations

  • Oversees all aspects of multiple complex projects including scheduling, technology, methodology, tools, task/requirements phasing and reporting.

  • Oversees contractor personnel project operations by developing procedures, planning and directing execution of the technical, programming, maintenance and administrative support effort and monitoring and reporting progress.

  • Cultivate effective working relationships with client, Smartronix, and partner teams to maximize productivity and customer service delivery

  • Anticipate problems or situations that could affect project success; Assess potential impact to the project and develop and execute the best solution; Manage escalated situations as needed

  • Lead the assigned team through the development of a project plan to deliver the identified solution and ensure timely completion of project tasks and deliverables

  • Manages direct reports and subordinate supervisors who supervise other employees

  • Provide personnel with timely, constructive, and actionable feedback that increases individual and team effectiveness

  • Participates as needed in interviewing, hiring, and training of employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems

  • Performs all other duties as assigned

Required Skills

  • Advanced proficiency with Microsoft Office products including Word, Excel, PowerPoint

  • Strong knowledge of process improvement techniques and ability to direct improvement initiatives

Required Experience

  • Current Top Secret/SCI clearance required

  • Must be able to submit for, obtain and retain a CI Poly

  • Bachelor's Degree in engineering, computer science, information technology (technical track), or a related discipline

  • 10+ years of leading a technical team or supervision experience on information technology or engineering programs

  • 5+ years experience utilizing Agile development methodologies and Application Lifecycle Management

  • 5+ years Experience working with programming languages such as Java, C++, JSON, PHP, Perl, Python, Django, Ruby, Pig/Hive, and/or Elixir

  • 5+ years experience with Amazon Web Services (EC2, S3, SQS, RDS)

  • Experience with Confluence, SharePoint and MS Project

  • Experience working in an Agile/Scrum development process

  • Familiarity with and deployment of monitoring, metrics, and logging systems on multiple Cloud Service Provider (CSP) platforms (AWS, Azure, GCP, IBM)

  • Ability to document and demonstrate solutions with diagrams and charts

  • Experience with Elasticsearch, SQL, PostgreSQL

  • Experience working with real-world data and large data sets

  • Obtain PMP within 1 year if required by contract

Desired Experience:

  • Previous customer-facing experience supporting DOD or Intel contracts leading complex development, production and/or support initiatives with highly technical objectives and outcomes

  • Expertise and experience with planning, executing, and leading the maintenance and sustainment of multiple, complex technical environments in both on premise and Cloud (hybrid) environments

  • Experience interacting with and briefing senior government and industry leaders on topics related to program functional and technical status

  • Experience with high-volume data flow requirements

  • Solid understanding of Operations and Maintenance best practices (as they apply to Federal and DoD landscape)

  • Familiarity with scanning, monitoring tools/standards to include cyber security, systems operations, and hardware operations

  • e.g., ACAS, NESSUS, Retina, STIG, OWASP

  • Familiarity with Amazon Web Services such as EC2, S3, SQS, RDS as well as on premise Windows environments, and Linux environments to include scripting and automation technologies

  • Experience in leading Windows and Linux system administrators in an operational environment

  • Knowledge of and experience with automation and infrastructure management (Infrastructure as Code, Software Defined Environments)

  • Deployment automation with tools such as CloudFormation, Jenkins, Ansible, or Chef

  • Adaptive to different technology interfaces and frameworks

  • Solid experience with Python/ Django

  • Experience with R

  • Solid experience in Linux environment
