Position Summary: The Senior Technical Advisor (STA) Gender-Based Violence (GBV) will enhance the quality and impact of CARE's GBV prevention, risk mitigation, and response efforts. The STA will provide technical support to prioritized projects and country offices, ensure quality programming, and foster innovation within GBV prevention and response. The STA will also support learning integration into advocacy efforts, represent CARE in technical fora, and help identify new relationships and partnerships to advance CARE's GBV programming.

RESPONSIBILITIES:

Management and Supervision:

  • Provide supportive supervision for direct reports, including performance planning, monitoring, and appraisals.

  • Address performance or behavioral issues in consultation with the Director GBV and HR.

  • Support recruitment and orientation of key GJ team members and contribute to cultural and behavioral changes within the team.

  • Engage in project management efforts including start-up, implementation, and close-out.

Technical Leadership and Quality Improvement:

  • Contribute to global initiatives related to GBV programming.

  • Provide technical assistance on GBV programming for strategic grants.

  • Develop and implement guidance, tools, and training to strengthen GBV programming capacity within CARE.

  • Ensure compliance with contractual and reporting requirements for grant-funded projects.

  • Engage in continuous learning to identify GBV best practices, evidence, trends, and innovations.

  • Support scaling of GBV programming and multi-country programming.

Coordination and Representation:

  • Coordinate global initiatives and contribute to external Communities of Practice.

  • Represent CARE in external fora to publicize CARE's thought leadership in GBV programming.

  • Identify new relationships and partnerships to advance CARE's GBV programming at various levels.

  • Contribute to internal and external web pages for priority projects.

Evidence-Based Learning:

  • Support impact data collection and analysis for GBV programming.

  • Design and implement research studies to expand the evidence base on effective GBV interventions.

  • Develop and maintain learning partnerships within and outside CARE.

  • Support knowledge management and communication efforts to capture learning outcomes and produce marketing materials.

QUALIFICATIONS:

  • Master's degree in a related discipline (international development, gender, public health, social sciences, human rights) with 8+ years of relevant experience; or bachelor's degree with 10+ years of relevant experience.

  • Expertise in GBV programming with significant experience in prevention, risk mitigation, and response.

  • Highly skilled in program design, implementation, monitoring, evaluation, learning, fundraising, budget design, management, and grant reporting.

  • Experience addressing GBV across development sectors such as health, food security, nutrition, WASH, economic empowerment, and climate.

  • Extensive experience in providing GBV technical support and capacity building in the Global South.

  • Proficiency in implementing a survivor-centered approach and do-no-harm principles.

  • Ability to manage multiple tasks in a fast-paced, deadline-oriented environment.

  • Excellent verbal and written English language skills; proficiency in French, Arabic, or Spanish is an asset.

  • Demonstrated commitment to feminist principles and diversity, equity, and inclusion.

  • Experience with localization, decolonization, and strengthening women and girls' leadership in the Global South.

  • Strong qualitative and quantitative research experience.
