Job Description and Duties

Under the general supervision of a Tax Administrator I, EDD, in the Tax Processing and Accounting Division's Policy and Technical Support Group, the Senior Tax Compliance Representative (STCR) Specialist independently performs the most complex, difficult, and sensitive compliance assignments using a high degree of judgment and extensive knowledge of the California Unemployment Insurance code (CUIC), statutes, regulations, and compliance procedures. The STCR independently coordinates Tax Performance System (TPS) reviews including working with the TPS reviewer in making objective assessments regarding the quality of the Unemployment Insurance (UI) tax operations. This requires strong program knowledge in order to examine the accounts and operations in terms of accuracy, timeliness, and completeness and to provide input and recommendations. The STCR develops tracking systems which assess and report on the Division's achievements and provides tools to plan and direct the Division's strategic goals. Track, analyze, and assess the Division's performance as an organization in order to better serve the employer community. The STCR is responsible for identifying areas within the Division where technical training is needed as well as developing and facilitating the necessary training which requires in-depth knowledge and experience of the tax program and CUIC.

In addition, the STCR acts as a project leader or Single Point of Contact for Division-wide, sensitive projects, and task forces related to the development, evaluation, or implementation of tax specific programs and policies.

This position is headquartered in Sacramento and may be eligible for telework under EDD's telework policy. California Government Code Section 14200 requires employees to reside in California to telecommute. Employees are required to report to their headquarters office, as needed. Travel expenses to and from the assigned headquarters are the responsibility of the employee.

Background Investigation Requirement
