The Finance Department is seeking a Senior Tax Auditor to join their team in the Tax Compliance and Education Division. This division is comprised of two sections: the Tax License Compliance Section, which facilitates compliance with both City and State transaction privilege tax (TPT) licensing requirements; and the Tax Audit Section which provides taxpayer education and auditing services, while providing a variety of enforcement services that facilitates compliance with both City and State transaction privilege tax (TPT) licensing requirements.

The Senior Tax Auditor will examine highly complex accounting records of business to determine privilege and use tax liability. This position may act as a lead auditor on assignments utilizing other auditors as needed and providing guidance and reinforcing training in a field environment to other auditors. Work requires a high degree of tact, diplomacy, and courtesy in working with the business community. Incumbents travel within the city and periodically make trips to other cities and states to complete audits. Senior Tax Auditors work under the general supervision of a Tax Administration Manager.

Responsibilities include:

  • Performing work in accordance with Generally Accepted Accounting Principles (GAAP), Generally Accepted Auditing Standards (GAAS), State and Municipal tax codes, laws, regulations, and legal precedents.
  • Independently conducting large scale audits according to GAAP, GAAS, and division requirements.
  • Interpreting laws and regulations relating to the administration and compliance with the Phoenix Tax Code.
  • Providing education and assistance to taxpayers and staff regarding privilege (sales) tax.
  • Conducting independent research of tax issues and preparing written reports on privilege (sales) tax issues for the business community, taxpayers, and management.
  • Verifying the accuracy of financial statements, including but not limited to bookkeeping records such as invoices, sales journals, general ledgers, bank statements, and inventory entries.

Opportunity to underfill as a Tax Auditor may be considered. The Tax Auditor underfills are for candidates who require additional experience to meet the minimum qualifications of the Senior Tax Auditor classification. Candidates will be non-competitively promoted to the Senior Tax Auditor classification once they possess sufficient experience.

IDEAL CANDIDATE

  • Knowledge of Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS) and Procedures.
  • Understanding of the Arizona Revised Statutes and the Model City Tax Codes.
  • Strong:
  • Verbal and written communication/presentational skills.
  • Microsoft Office skills in Word and Excel.

SALARY

Senior Tax Auditor

Pay Range: $74,796.80 to $105,248.00 annually.

Hiring Range: $74,796.80 to $90,916.80 annually.

Tax Auditor

Pay Range: $64,604.80 to $95,451.20 annually.

Hiring Range: $64,604.80 to $71,240.00 annually.

MINIMUM QUALIFICATIONS

Senior Tax Auditor

  • Two years of sales tax auditing experience,
  • OR Four years of progressively responsible accounting and auditing experience.

Tax Auditor

  • Experience in accounting and auditing work.

Required of both positions

  • Bachelor's degree in accounting, finance, business administration, or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

  • Financial analysis and reporting experience.

  • Ability and experience performing independent research of tax issues and preparing written reports on privilege tax issues.

  • Experience auditing under Arizona Revised Statutes "Title 42" and Model City Tax Code.

  • Experience with Transaction Privilege Tax or other sales tax auditing.

  • Experience in auditing:

  • Software program ex: Audit Command Language (ACL).

  • Medium to large business entities.

  • Experience providing:

  • Excellent customer service and interacting with the public.

  • Providing tactful and effective communication and presentations with the business community.

  • Proficient experience with Microsoft Word and Excel.
