Using a holistic approach, designs, develops, evaluates and modifies end-to-end systems and systems-oriented products through their entire life cycle. Generates quantifiable requirements based on customer description, system planning and design, and acquisition logistics. Ensures requirements comply with client requirements and government standards through formal verification methods. Translates high level product development strategies into system requirement specifications and works with other engineering disciplines to develop lower level detailed implementation requirements. Establishes and coordinates development of standards, practices, and procedures as related to the overall product development. Designs interfaces and brings system elements together so they work as a whole. Assesses performance using evaluation criteria and technical performance measures. Customer liaison and support for business development activities and to understand and shape requirements. Participates in system conceptual design and documentation of the design concepts. Translates high level product development strategies into system requirement specifications and works with multi-discipline engineering teams to develop lower level detailed requirements. Participates in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements through compliance verification and validation. Generates system level requirements verification procedures and customer acceptance test procedures. Reviews test plans/procedures and ensures they meet the objectives of the contractual requirements and participates in the testing process to validate requirements.


Position Requirements:

  • Represent Customer on-site and at development contractor facilities focusing on technical and programmatic aspects of the project

  • Provide early insight into progress and issues, and communicate the 'ground truth' to Customer project managers as needed

  • Identify and manage all test requirements across multiple segments into an end-to-end test architecture

  • Review and assess test metrics; and perform analysis to predict schedule and technical risk

  • Witness tests for hardware builds, software/firmware builds, regression testing, integration at various levels, process runs, qualification testing; and prepare written assessments/observations on testing conducted

  • Review and provide assessment of contractor test plans and reports

  • Review test plans to ensure compliance with the Project Management Directive (governing program document) requirements and overall program needs

  • Foster communications between the Customer project managers, development contractors, other contractors/organizations, and fellow SE/SI team members

  • Understand and help develop Customer-level requirements, integration and test plans/approaches (be an active part in Customer-level systems engineering)

  • Understand development contractor/implementing contractor approaches to requirements

  • Review CDRLs and project documentation for completeness, accuracy, and technical soundness

  • Review requirements traces/flows to include the flow of Customer requirements into Contractor-specific test plans

  • Gather, summarize, and synthesize contractor data for special topics

  • Identify Customer-level risks and develop mitigation plans

  • Evaluate technical proposals and hours proposed for WBS elements

  • Review and provide comments on monthly technical review packages

  • Oversee Discrepancy report closure efforts and provide recommendations to the Customer on readiness for DR closure

  • Position requires periodic travel around NVA and to development contractors (primarily East coast)

Required Skills:

  • Bachelor's degree in a technical or engineering field required (SE, EE, ME) or equivalent area of study or experience

  • Experience across the entire engineering lifecycle with focus on incremental developments to support specific field needs

  • Ability to assimilate data, understand problems, and succinctly report status and recommendations to the Customer

  • Ability to coordinate across engineering disciplines (mechanical engineering, electrical engineering, development contractors, and FFRDCs

  • Familiar with and experienced in the Customer's classified mission responsibilities

  • Project management skills and experience, to include cost/schedule/risk planning

  • Outstanding verbal and written communications skills

  • Proven record of building positive relationships with Customers at all levels

  • Experience in writing technical requirements, defining interfaces, writing technical analysis (and associated management briefing packages)

  • Must be able to partner with other engineers as well as other support contractors

  • Experience required in capturing minutes and tracking action items to completion

  • Extensive knowledge of MS Office tools.

The engineer must have an active TS/SCI with Polygraph in order to be considered. The Senior Systems Engineer will provide engineering guidance. Duties include, but are not limited to, contributing to the design of all baselines of software; participating in technical exchange meetings and peer reviews; obtaining software and hardware waivers; and coordinating approvals with the information security personnel and customer management. The Senior Systems Engineer will collaborate with development, test and management to determine the best technical solution with the lowest risk; ensure consistent adherence to team processes and procedures; develop and adhere to project schedules and milestones; and provide weekly status updates to the management team. Additional duties include coordination with other systems engineers to answer frequent data calls and respond to technical initiatives and monitoring task progress of team members. The Senior Systems Engineer will analyze and assess changes in technology and develop, integrate, and create roadmaps to incorporate these technologies when appropriate.
