phia, LLC is hiring a candidate for a highly technical team, supporting the front line of security protecting the federal and civilian government in the pursuit of national cybersecurity. Your team will support the operations & maintenance phases of the lifecycle.


  • Support the development of system capabilities from the identification of requirements through the deployment of capabilities through the requirements definition, design and develop system-oriented products and prepare related installation, testing, operation, and maintenance specifications and instructions.
  • Define and analyze architecture to establish operating conditions, conduct tests, define and analyze engineering proposals and related technical data to determine feasibility of developing new capabilities and/or modifying existing capabilities.
  • The Systems Engineer is cognizant of Systems Engineering Lifecycle (SELC) processes and practices, Change Management practices, and collaborates with various Integrated Product Teams (IPTs), Project Teams, and Government entities.
  • Manage multiple projects of variable size.
  • Define, plan and manage work packages (WP). Includes defining task, WP duration, WP sequencing, critical path analysis, resource assignment, and input to the Integrated master Schedule (IMS).
  • Establish common processes across tasks, including configuration management (CM), risk management, quality assurance (QA), etc.
  • Perform team leader functions.

  • Four (4) or more years of systems engineering experience required.
  • Bachelors degree in Systems Engineering, Software Engineering, Computer Science or a related discipline is required.[Four (4) years of experience may be substituted for a degree.]
  • Experience and/or familiarity with MS Office, including Word, Excel, Project required.
  • Demonstrated experience or familiarity with Earned Value Management Systems (EVMS), compliant with ANSI/EIA Standard 748-B desired.
  • Experience with requirements management tools.
  • DoD 8570.1-M Compliance at IAT Level I certification required. (e.g., Certified Information Systems Security Professional (CISSP)certification is highly desired.
  • Experience with Agile development methodology certification (e.g. SCRUM Master) desired.
  • Experience with automated testing tools (e.g., RSpec, Cucumber, etc.).
  • Active SECRET with Top Secret/ SCI eligibility-DHS EOD suitability required prior to star.
  • U.S. Citizenship required.

WORK SCHEDULE: 1st Shift (7 AM-3 PM)

TRAVEL: Less than 5%


SECURITY REQUIREMENTS: Must have active Secret Clearance and DHS EOD required before start. Willing to obtain Top Secret.

This role has a heavy focus on the life cycle of the Engineering V (i.e. requirements review, readiness review, user/factory collaboration, integration, and test) for transition of mission systems and applications into an operational environment, potentially spanning multiple sites. The Senior Systems Engineer will work autonomously, or as part of a team, providing systems engineering and integration support to assess, plan, coordinate, schedule and assist with executing projects from inception through system transition. A key purpose of this position is to assist the customer in making informed decisions regarding the installation, integration checkout and test of mission critical operational system modifications and upgrades. Regular interaction is required with adjacent SE&I contracts and other customer groups to achieve a common goal. Required Skills and Experience: Minimum 6 years related experience providing systems engineering integration support to operational elements of mission applications to include: * Systems installation, integration and test in either a development or operational environment * Support to field tests, studies and evaluations * Demonstrated ability to work collaboratively in multi-contractor teams * Thorough Systems Engineering and problem solving skills in a team environment * Experience preparing and presenting written and oral reports/briefings * Self-starter who is able to complete tasks as set forth by their direct technical leadership with minimal intervention * Ability to multi-task in a dynamic environment with changing priorities * Ability to work at a customer facility, assigned to specific projects and activities, communicating and providing status to the customer and contract leadership * Exceptional communication skills in order for the effective and accurate exchange of information across a multi-location enterprise, with Customer visibility into Systems Engineering activities.
