Jacobs is seeking a Senior Systems Engineer in Reston, VA or Ft. Belvoir, VA. Duties will include:

  • Provide technical and analytical expertise for the design, development, installation, and integration of hardware, software, and other system level requirements to provide an integrated IT and telecommunications solution

  • Guide the analysis and formulation of user requirements, and development of system architectures and specifications, as well as concept of operations documents

  • Develop and oversee integrated system test plans, requirements, and strategies for devices and systems

  • Support the oversight of overall system level testing

  • Recommend and support alternative approaches, including feasibility studies, as well as process improvement

  • Use good written and verbal communication, interpersonal, problem-solving, analytical, and organizational skills with other contractor team members and government staff and executives

  • Active TS/SCI

  • BS degree in a computer or system science discipline from an accredited college or university and fourteen (14) years of progressive, relevant experience, or an MS degree in a computer or system science discipline and twelve (12) years of progressive experience, or a Ph.D. degree in a computer or system discipline and seven (7) years of progressive experience. Require demonstrated and recognized technical expertise in specialty areas of engineering system design and analysis.

  • Must meet all DoD IAT Level III Certification requirements for administrative access for solution implementation

  • Must have demonstrated experience with the following activities

  • Analyze user's requirements, concept of operations documents, and high level system architectures to develop system requirements specifications

  • Analyze system requirements and leads design and development activities

  • Guide users in formulating requirements, advises alternative approaches, and conducts feasibility studies

  • Provide technical leadership for the integration of requirements, design, and technology

  • Incorporate new plans, designs and systems into ongoing operations

  • Develop system architecture and system design documentation

  • Guide system development and implementation planning through assessment or preparation of system engineering management plans and system integration and test plans

  • Interact with the Government regarding Systems Engineering technical considerations and for associated problems, issues or conflicts

  • Responsible for the technical integrity of work performed and deliverables associated with the Systems Engineering area of responsibility

  • Communicate with other program personnel, government overseers, and senior executives

Essential Job Functions

Work Environment:

General Office/warehouse environment: The work environment is fast-paced and sometimes involves extreme deadline pressures. The nature of the work requires a high degree of teamwork and cooperation with other members of the staff as well as individuals across the Company and Customers.

Physical Requirements:

Depending on assignment, work is primarily performed in an office/warehouse environment and may including conditions vary from an office environment where work is primarily sedentary to environments where extensive standing and/or walking; bending; lifting light to heavy objects or being exposed to noise, dust, dirt, etc.

Equipment and Machines:

General office equipment including PC/laptop, Fax, Copiers, Shredder, Printers, Telephone, and other miscellaneous office equipment.


Must be able to maintain regular, reliable attendance and ensure on time daily arrival. Attendance is critical at all times. Must be able to work a 40-hour workweek, normally Monday through Friday. However, times and days may vary depending on business requirements. Needs to be available to work overtime during critical peaks and be available to meet last minute requests for overtime should the situation occur.

Must be able to communicate effectively both verbally and in writing

Must take and pass a drug test and background check as well as a motor vehicle records check. Must be a US citizen.

As our Senior SE, you will work closely with the Chief Architect, Systems Engineers, Software Engineers, and Operations Engineering/Manager as well as Government counterparts to perform and manage the full spectrum of systems engineering tasks to include employing Model Based Systems Engineering (MBSE), requirements analysis, system and interface design, system integration, system testing, and all associated documentation. Fun stuff on the job you will do: * Responsible for managing and employing SE standard methods, MBSE models and artifacts, SE processes and tools to accomplish analysis, problem diagnosis and solution design, integration and test preparation, risk assessment and mitigation planning, and related activities * Interface with government personnel to identify required activities, perform collaborative planning, review deliverables, and resolve SE issues * Work closely with the D3P chief architect, software, data, and devops engineers, and data scientists on the following key tasks: * Technical management and execution of engineering activities requirements analysis, implementation planning, third party coordination, integration and test, sustainment, documentation, deployment, and system assessment * Employ MBSE approach for systems planning, design, execution, and sustainment * Define processes for technical platforms, system specifications, input/output and working parameters for hardware and/or software compatibility * Develop and maintain systems engineering documentation and diagrams/models through use of MBSE tool * Understand and leverage an "Enterprise Product" approach to identify 1) requirements that represent a gap in capabilities, and 2) opportunities for reuse * Serve as an agile product owner within a System of products (creation of the product vision, to design and development, through testing and into ongoing support). * Coordinate with enterprise stakeholders to prioritize product backlogs for sprints and releases * Evaluate early designs compared to requirements and oversee systems engineering efforts * Create meaningful entry/exit criteria for all technical reviews, and advocate for appropriate review artifacts, activities, documentation and stakeholder participation * Monitor & report technical variances; facilitate resolution of technical issues that adversely impact successful product delivery * Report the technical status of product development to the customer on a consistent basis * Identify and manage external dependencies Skills you will need for this position to be successful: * BS in Computer Science, Systems Engineering, or related technical field or equivalent experience with 10+ years in systems engineering or 4 additional years in lieu of degree * Must have an active Top Secret security clearance with the ability to obtain and maintain a TS/SCI with Poly security clearance * Experience with employing MBSE approach and tools or experience with framework/approach similar to MBSE * Demonstrable knowledge of systems engineering concepts and applying these concepts to software-intensive systems * Strong written and verbal communication skills are required to collaborate with customer representatives, domain experts, and other systems engineers in the development of complex software systems * Agile software development knowledge and experience (release and sprint planning, product backlog management/refinement) * Experience designing, integrating, configuring, and testing systems * Demonstrated ability to diagnose complex system problems and develop innovative solutions. * Demonstrated ability to participate in cross-functional planning, coordination, and task execution situations involving the full spectrum of system integration activities * Ability to work well with people from many different disciplines with varying degrees of technical experience * Ability to express complex technical concepts effectively, both verbally and in writing You will wow us even more if you have these skills: * Experience and domain knowledge related to Big Data technologies (e.g. CDH, ELK) * Experience with big data applications (e.g. Hadoop and Elastic Search) * Advanced technical degree or software development/process certifications * Experience with software systems integration, incremental software development and EVMS (Earned Value Management System) More about the program: The DOMEX Data Discovery Platform (D3P) program is a next generation machine learning pipeline platform that will provide cutting edge data enrichment, triage, and analytics capabilities to Defense and Intelligence Community members.
