to join the team as a Senior Systems Analyst.

The Information Technology Agency has an exciting opportunity for an analytical individual passionate about finding innovative solutions to the City's needs using information technology systems. The Senior Systems Analyst is responsible for supporting all City departments and the Ontario International Airport Authority, with defining system needs, assuring system integration, performing expert functional/technical maintenance and support, and project management. Additionally, this position will play an active role in the ongoing assessment of system needs and assist with future system implementations. The Senior Systems Analyst may be assigned to one of the IT Agency's Departments: Systems, Operations, orApplications.

The current vacancies for this recruitment are in the IT Applications Department and IT SystemsDepartment, however, this recruitment will result in an eligibility list, which may be used to fill future vacancies within all three (3) IT Departments as they become available.

  • Background Check Requirement

As part of their duties, Senior Systems Analysts may be assigned to work in the Ontario Police Department facilities or will have access to Police Department information systems. As a result, employment in this position is subject to the satisfactory completion of a background investigation conducted by the Ontario Police Department.This background investigation will include the passing of a polygraph test. Candidates may be disqualified from further consideration during the background investigation for a variety of reasons including but not limited to an excessive number of traffic citations and/or collisions; arrests and/or convictions; a history of illegal substance abuse; poor credit history (factors include bankruptcy, foreclosures, liens, repossessions, and recency); or thefts from a previous employer. Additionally, Senior Systems Analysts may be assigned to work at the Ontario International Airport Authority (OIAA) and must possess the ability to pass all background/reference checks, knowledge examinations, as well as aptitude tests necessary to obtain and maintain a security badge to access secured areas of the Ontario International Airport. Applicants mustpass a Criminal History Record Check (CHRC) and Security Threat Assessment (STA) prior to receiving a security badge.

Examples of Essential Functions

The essential functions typically performed by the Senior Systems Analyst include the following:

  • Identifies improvements and enhancements to current systems based upon business requirements.

  • Researches and develops recommendations for the implementation of new automated solutions.

  • Tests new software releases, patches, and updates; troubleshoots technical and functional problems.

  • Provides guidance and support for a variety of citywide information technology systems and applications.

  • Maintains and updates citywide information technology systems and applications through programming or the use of the system / application's administrative functions.

  • Trains functional users in efficient application operation and report writing.

  • Supports digital exchange of data across various information management systems.

  • Manipulates and analyzes data from a database environment.

  • Develops reports designed to address user specific needs for information.

  • Prepares and maintains documentation of systems, programs, and projects to describe program development, logic, coding, and correction.

  • Develops manuals describing installation and operating procedures for end users.

  • Develops SQL statements, reports, and SQRs.

  • Serves as project team leader; oversees major projects, prepares and maintains documentation of systems, programs, and projects.

  • Mentors and trains lower level staff.

Qualification Guidelines

Education

Equivalent to a Bachelor's Degree from an accredited college or university in Computer Science, Information Technology, Public Administration, Business Administration, or a closely related field. Additional related experience, or experience in a lead capacity implementing an enterprise information system, may be substituted for the required education on a year for year basis.

Experience

Three (3) years of experience maintaining, implementing, or supporting enterprise information systems.

License

Valid California Class C Driver's license and an acceptable driving record at time of appointment and throughout employment.

Special Requirements

May be required to work any shift in a 24-hour/day, 7-day/week operation on a rotational basis including weekends and holidays. Ability to work overtime.

Desirables

For IT Applications:

  • Experience working in the public sector and supporting systems for areas such as Police/Fire Dispatch, Airport Operations, Land Management, Finance, Human Resource Management, Utilities and Public Works.

  • Experience with system implementation as a project manager or in a senior technical role.

  • Experience utilizing and supporting reporting tools such as BIRT and SAP Crystal Reports.

  • Experience creating charts and dashboards utilizing data analysis tools such as PowerBI and Sisense.

  • Experience configuring, administering, and supporting modern cloud SAAS systems such as Microsoft Office365, ServiceNow, Workday Human Capital Management and Finance (full suite).

  • Experience supporting on-premise Microsoft Windows-based systems such as Accela.

  • Experience utilizing and supporting Geographic Information Systems with ESRI products, including ESRI's Enterprise and Online server capabilities, ArcPy and Geoprocessing tools and functions.

  • Experience utilizing and configuring integration tools such as Amazon Web Services Glue and FME workbench/server.

  • Experience utilizing databases including SQL, SQL programming and GIS database maintenance.

  • Experience utilizing and configuring cloud-based data warehousing solutions such as Amazon Web Services Redshift and Snowflake.

  • Project management, information systems and/or programming related certificates.

For IT Systems:

  • Experience with designing and configuring enterprise networks (firewalls, routers, switches, wireless access points).

  • Experience with Software-Defined Networking solutions; public safety answering point technology; dynamic routing protocols; call center technology; maintaining enterprise telecom systems; PowerShell scripting and automation; database administration; VDI; PKI; and cloud computing.

  • Network and/or Cybersecurity related certifications.

For IT Operations:

  • Experience with service desk solutions such as ServiceNow, Remedy, Jira, Zendesk.

  • Manage projects and understanding of the project life cycle.

  • Experience with analyzing help desk data to help improve performance.

  • Knowledge of cloud computing, device management, Microsoft solutions.

  • Knowledge of desktop deployment tools.

  • IT related certificates.
