BAE Systems, one of the world's leading defense contractors and a stable Fortune 500 Company, is seeking an experienced Subcontracts Administrator for our GOCO (government owned contractor operated) facility in Radford, VA.

You will primarily support chemical manufacturing and industrial construction related programs at the Radford Army Ammunition Plant, starting at the proposal preparation phase all the way through contract closeout. This is a fast-paced position at a growing site and we are looking for someone to hit the ground running.

In this role you will solicit and evaluate proposals, negotiate and prepare complex subcontracts, monitor subcontractor performance and document subcontract files in accordance with established Procurement Policies and Procedures.

Other responsibilities include:

1.Identifies potential sources for required materials or services, and develops and issues Requests for Proposals (RFPs).

2.Receives, reviews, and negotiates, subcontractor proposals. Manages the sources selection process by leading the proposal evaluation team in fact finding, technical evaluations, and cost/price analysis. Negotiates subcontract terms and conditions including estimated cost/price, delivery, quality and performance requirements.

3.Develops and negotiates required special terms, conducts independent cost/price analysis as needed. Documents the entire negotiation process.

4.Develops the subcontract document; reviews it for compliance with Government, Corporate and Company requirements; and obtains management approval prior to issuance to the subcontractor.

5.Supports the subcontract administration team from award through completion to ensure compliance with all terms and conditions, including price, schedule and quality. Coordinates and participates in subcontractor surveys and program reviews.

Reviews and monitors payments, commitments and funding status. Negotiates subcontract changes and responds to all formal subcontract inquiries and issues. Provides subcontract status as required.

6.Develops, negotiates, and issues teaming agreements, non-disclosure agreements, and memorandum of understanding.

7.Provides subcontract advice and counsel to program managers, engineering personnel and other related functions such as finance, quality and contract administration.

8.Enters administrative and financial data on subcontracts into various subcontract databases.

9.Performs subcontract close-out.



  1. Performs other related duties as assigned.

  2. Serves as subject matter expert for sub contractual matters under the Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS)

Our ideal Senior Systems Administrator will assist with a growing environment of Windows 2012r2, Windows 2016, and Windows 2019 systems, while working with the existing Client's Windows and Customer teams to manage, maintain, deploy, troubleshoot and support servers for a mixed customer environment. This role will be responsible for planning, executing, and implementing new system hardware and software, create and maintain team technical instructions, operating procedures, and policies as needed. In this highly visible position, our selected candidate will need to be adept at monitoring the ongoing operation of the servers and providing utilization reports to identify problems and corrective actions as needed. U.S. Citizenship is required, as is an active Secret Security Clearance. The team Systems Engineering Our Systems Engineering team delivers large-scale software applications and integrated systems, and assists clients with architecture design, assessment and optimization, and definition. We develop service-oriented architecture (SOA) and other integration solutions to enable information sharing and management between business partners and disparate processes and systems, and we deliver technology enablement to support CIO services transformation. Systems Engineering professionals focus on key client issues that impact the core business by maximizing operational value, driving down the cost of quality, and enhancing technology innovation. Qualifications Required Experience: A total of at least 5-7 years of experience with CITRIX/Windows systems. Required Certifications: * CompTIA Security+ * Computing Environment (CE) Certification (i.e., MCSE, Server+, etc.) - can be waived for 90 days after project join date. Required skills: * 5-7 years of Senior level System Administration experience with Windows Operating Systems. * 5-7 years' experience supporting various versions Citrix Xenapp (Versions 7.x preferred), NetScaler Gateway, Citrix Storefront, and Citrix Director. * Senior Level experience in process automation utilizing Powershell * Fundamental knowledge in networking principles (TCP/IP, DNS, DHCP, SMTP, SNMP) * Strong analytical and troubleshooting skills * Configure and support NetScaler ADC solutions to support scalable delivery of applications * Experience effectively managing multiple large-scale projects * Work with executive team members, decision makers, and stakeholders to define business requirements and systems goals, and to identify and resolve business systems issues. * Conduct research on software and systems products to justify recommendations and to support purchasing efforts. * Monitor and test system performance; prepare and deliver system performance statistics and reports. * Ensure system connectivity of all servers, shared software, groupware, and other applications. * Excellent interpersonal and teamwork skills, analytical and problem-solving skills, written and verbal communication abilities.
