Under general direction of the Chief Structural Inspector, assists in overseeing the review of structural plans, specifications and permits to ensure the safety, conformance and compliance with applicable laws, codes, ordinances, and regulations. An employee in this class is responsible for compliance in the inspection of buildings, structures, and premises for conformance with building code, for assigning and reviewing the work of other structural inspectors and structural plans examiners, and for reviewing structural plans. The incumbent is responsible for enforcing Federal, State and County codes, ordinances and regulations related to the structural discipline. The incumbent assists the Chief Structural Inspector to render interpretations of the Florida Building Code and to adopt policies and procedures to clarify the application and administration of the codes provisions. Work is reviewed through conferences and progress reports for adherence with established policies and procedures.

  • Assists the Chief Structural Inspector with planning, organizing, and supervising the work of field inspectors and plans examiners.

  • Trains new structural inspectors and plans examiners.

  • Receives and reviews applications and plans, checks structural features of plans, answers inquiries concerning building code requirements.

  • Prepares reports of building inspections and investigations; provides interpretations of any revisions to building regulations.

  • Communicates and works with other chiefs and plans examiners about issues that overlap concerning permit and code requirements.

  • Consults with architects, engineers, general, specialty contractors and homeowners on building plan review, to effectively streamline the permitting process.

  • Assists the Chief Structural Inspector as required with activities of the Unsafe Structure Board; recommends condemnation and demolition of buildings and unsafe structures to appropriate jurisdictional bodies; authorizes condemnation of faulty and hazardous installations.

  • Serves as a subject matter expert on matters related to plan examinations; establishes policies, practices, and procedures and ensures implementation.

  • Reviewssiteplansandbuildingpermitapplicationstoassurecompliancewiththecivil engineering and floodplain management provisions of the CityCode.

  • Reviews and approves Elevation Certificates (with possession of a Certified Floodplain Manager (CFM) certificate).

  • Conducts field inspections; and enforces FEMA regulations, as they relate to the structural discipline.

  • Assumes the functions of the Chief Structural Inspector in their absence.

  • Attends seminars and training courses to stay informed on new developments in the related field and to obtain current information of code changes.

  • Must effectively and positively represents the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.

  • Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers.

The Requirements

To perform this job successfully, an individual must be able to perform each essential function satisfactorily. Required:

High School Diploma or GED equivalent. Must possess a valid State of Florida Driver's License. Must be certified, as required by the State of Florida BCAIB, as an Structural Plans Examiner and as an Structural Inspector. Engineers are exempt from BCAIB only. Must have qualifications to review high-rise construction projects.

Must be certified by Board of Rules and Appeals and meet at least one of the following qualifications:

  • Be a Florida Registered Architect or a Florida Licensed Professional Engineer, in the discipline requested and having practiced for a minimum of five (5) years within the State of Florida, two (2) years of which shall have been within the HVHZ or by passing BORA's HVHZ exam.

  • Be a Standard Inspector appointed as such, for a minimum of one (1) year by an AHJ or school board within the State of Florida and who complies with at least one (1) of the qualifications listed below:

  • Be a Florida Registered Architect or a Florida Licensed Professional Engineer in the discipline requested with two (2) years of HVHZ experience or by passing BORA's HVHZ exam.

  • Be a BCAIB certified Standard Inspector in the Structural discipline with five (5) years of experience within the State of Florida, of which, two (2) years shall have been within HVHZ or by passing BORA's HVHZ exam. An individual qualifying through this path shall be required to acquire a G.C. license, by exam, within one (1) year of initial certification as an inspector.

  • Be a licensed G.C. with at least five (5) years of experience within the State of Florida in the Structural discipline with that license of which, two (2) years shall have been within the HVHZ or by passing BORA's HVHZ exam.

  • Five (5) years construction experience in the Structural discipline in a supervisory capacity of which at least two (2) years shall have been within the jurisdiction of HVHZ or by passing BORA's HVHZ exam. An individual qualifying through this path shall be required to acquire an Unlimited G.C. license, by exam, from either the Construction Industry Licensing Board (CILB), Broward County Examining Board or the Miami-Dade Construction Trades Qualifying Board, within one (1) year of initial certification as an inspector.

  • Ten (10) years construction experience in the Structural discipline of which at least two (2) years shall have been within the jurisdiction of the HVHZ or by passing BORA's HVHZ exam. An individual qualifying through this path shall be required to acquire an Unlimited G.C. license, by exam, from either the Construction Industry Licensing Board (CILB), Broward County Examining Board or the Miami-Dade Construction Trades Qualifying Board, within one (1) year of initial certification as an inspector.

Preferred:

  • Bachelor's degree in civil engineering, architecture, construction management or related.

  • Training in the National Flood Insurance Program (NFIP) with a possession of a Certified Floodplain Manager (CFM) certificate required within twelve months.

Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.

CERTIFICATES, LICENSES, REGISTRATIONS:

  • Certified General Contractors License from the State of Florida

  • Standard Inspector License or certification from the State of Florida

  • Standard Plans Examiner License from the State of Florida

  • Valid Driver's License: With proof of automobile insurance

  • Background Check: Must have an acceptable background record

  • Driving Abstract: Must have an acceptable driving record

KNOWLEDGE, SKILLS, ABILITIES:

  • Knowledge of all types of building construction materials and methods, and of stages of construction when possible violations and defects may most easily be observed and corrected.

  • Knowledge of building standards and codes and related laws and ordinances.

  • Ability to detect structural and other faults and to appraise for quality of construction and physical depreciation.

  • Ability to read and interpret plans, specifications, and blue-prints quickly and accurately and to compare them with construction in process.

  • Ability to communicate effectively both orally and in writing.

  • Ability to organize, prioritize, and multitask in a stressful environment.

  • Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of all city ethics and conflicts of interest policies. A strong understanding of ethical behavior is required.

  • Ability to consult with and enlist the cooperation of building owners, contractors, and the public and to establish effective working relationships with builders and their representatives.

  • Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public.

PHYSICAL DEMANDS:

Depending on functional area of assignment, tasks involve the periodic performance of moderately physically demanding work, usually involving lifting, carrying, pushing and/or pulling of moderately heavy objects and materials (up to 50 pounds). Tasks that require moving objects of significant weight require the assistance of another person and/or use of proper techniques and moving equipment. Tasks may involve some climbing, stooping, kneeling, crouching, or crawling. Tasks may involve extended periods of time at a keyboard or workstation and extended periods of time standing and/or walking.

WORK ENVIRONMENT:

When reviewing plans, work involves sedentary to light physical activity work in an office setting. When conducting inspections, work involves moderate to heavy physical activity in a primarily outdoor setting under all types of weather conditions with the added exposure to insects, animals and other hazards.

The Examination

Required Education and Background Information: Look over the announcement carefully to determine your eligibility. Please note minimum education and experience requirements. Closed competitive positions are open only to employees while open competitive positions are open to anyone who meets the minimum qualifications for the position. Evidence of a GED test score is required if submitted for high school diploma. Applicants are responsible for clearly documenting work experience and/or providing all relevant information at the time of application. Additional information will not be accepted after the announcement closing date.

Examination: Depending on the number of applicants and the quality of their education and experience, the examination may consist of one or more of the following tests: written examination, performance examination, education and experience evaluation, oral examination and/or other job related examinations.

You will be notified of the time and place of your examination when you file or later by mail. A passing grade is required on each part of the process. Repeated participation in any examination for which the same test is used is limited to once every 6 months. Your examination results will be sent by email as soon as possible after the grading is completed.

Final passing grades are used to determine a candidate's position on the eligibility list of successful candidates. Departments fill vacancies from this list. The top three names are considered for each vacancy unless otherwise modified. Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance. Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts.

Your name may be removed from an eligibility list prior to one year according to Hollywood's Civil Service Ordinance or labor contracts. Your eligibility may be canceled if you refuse a position or if you are not available for work. You are responsible for notifying the Employment Office, in writing, of any change in your address or telephone number.

Additional Information

Employment of Relatives: The City of Hollywood has an Ordinance which regulates the employment of relatives of City employees. Effective January 28, 2008, a relative may only be hired under the following additional conditions:

  • The relative must have competed in an appropriate examination process as determined by Human Resources and be placed on a civil service eligibility list;

  • The relative must be among the top three ranked candidates available on the certified eligibility list unless expanded by the Civil Service Board;

  • The Department or Office Director and the Director, Human Resources must demonstrate that it is in the best interests of the City of Hollywood to hire the relative of a public officer or employee.

As of 12/15/2005 the City will require all newly hired employees to sign an affidavit affirming non-usage of tobacco or tobacco products within the last year prior to submission of application and will continue to be a non-user of tobacco products throughout employment with the City of Hollywood.
