Position Overview

Provides the knowledge and expertise in a specific subject, business area, or technical area for a project or program. Defines procedures or standards, using the knowledge of what the right or best way to execute a task would be; and recommends procedural improvements. Develops performance objectives and determines acceptable performance levels. Comprehends the language, terms, and jargon in area of expertise; and understands required knowledge needed to determine effective decision-making being able to describe where inconsistencies, irregularities, or flaws may occur.

The Sr Strategic Analyst will provide institutional analytical support services support to the Army National Guard Staff of the National Guard Bureau located in Temple Army National Guard Redness center Arlington, VA, to support the Strategic, Plans Policy, and Force Management (ARNG-G5) Directorate with staff analysis, research, and strategic documentation. Along with implementing the Director Army National Guard (DARNG) initiatives, the Strategic Planning Analyst will engage with key stakeholders, including the Department of Army (DA); National Guard Bureau (NGB); and Department of Defense (DoD), to implement strategic policies, plans, and processes.

Essential Job Functions

  • Lead the annual development of the Army National Guard Support Plan (ARNG-SP) to the Army Planning Guidance (APG)

  • Review. Assess, and advise in the staffing of the ARNG Commanders Program Assessment (CPA), and present recommendations to the government regarding ARNG goals that shall become the foundation for short, medium and long- range planning.

  • Conduct a review and summary of each element of The Army Plan within 30 days of being published.

  • Prepare and present recurring and non-recurring reports/presentations to the Government concerning matters related to ARNG strategic planning, ARNG policy, and implementation of DARNG initiatives.

  • Support the SPI Division in the development of complimentary Army planning and guidance documents for the ARNG G5 to understand the Army Plan (TAP).

  • Provide direct support to the ARNG G-5 as needed to coordinate, and implement key Department of the Army, National Guard Bureau, and DOD strategic policies, plans, processes, and transformation efforts vital to the future roles and missions of the ARNG with entities above and below the Directorate.

  • Support the development of the

Army National Guard's Implementation of the Army Campaign Plan (ACP) Army Plan ARNG (TAP-G).

  • Support the SPZ in creating, editing, socializing, and staffing ARNG documents that support the ACP.

  • Provide subject matter expert analysis executive summaries of meeting, and briefings of all minutes of all Planning Programming, Budgeting, Execution System (PPBES) or related meetings for SPI.

  • Conduct General officer level presentation regularly.

  • Draft several 1-to-2-page Information papers.

Qualifications

Minimum Qualifications

  • Active Secret Security Clearance required.

  • In-depth understanding of the National Guard (Preferably the ARNG).

  • At least 2 years NGB-ARNG Staff experience (Waiver-able if applicant has extensive overall ARNG or HQDA experience)

  • HQDA Staff experience (Waiver-able if applicant has extensive like type experience)

  • Demonstrated strong writing and document editing skills.

  • Moderate or greater familiarity DOD's Planning, Programming, Budgeting and Execution System (PPBES) with emphasis on the how Army Planning informs Army Programming.

  • Above average quantitative analytical skills (Operations Research Systems Analyst (ORSA)) would be ideal.

  • Good with a job that will only permit ~ 15% telework and requires candidate to live in the general area.

Preferred Qualifications

  • 2 years' experience on either: HQs DA Staff; Army Secretariat Staff; or OSD

  • School of Advanced Military Studies (SAMS) Graduate

  • Military Operations Specialty 49A Or 59A

  • U.S. Military Senior Service College Graduate
