GCI's Senior Staff Program Manager will support achieving GCI's strategic vision through effective enterprise program management with a focus on optimizing the return of program level investment in a way that balances risk and return effectively. Organize multi-disciplined teams and oversee strategic initiatives and programs designed to further the Company's overall business strategy. Enhance the company's competitiveness and grow EBITDA/free cash flow. Manage program for material capital and operating projects within a program hierarchy to ensure the effective and efficient use of GCI's resources. Identify and pursue continuous improvement opportunities across the program.

ESSENTIAL DUTIES AND RESPONSIBILITIES AT ALL LEVELS:

Program Management

  • Support the value realization of programs. Verify programs and projects are aligned and performing to corporate annual/multi-year goals and GCI's strategic vision through a centralized reporting function that monitors and communicates progress against the Long-Range Plan (LRP) and annual budget goals.

  • Support corporate vision into strategic plans through the use of a cross-organizational roadmap that clearly defines program timelines, milestones, releases and predictive cap-ex/op-ex outcomes. Cooperate with the program team and resource managers to establish the program structure in which work will occur, along with the technical infrastructure to facilitate the work.

  • Contribute in roadmap plans that secure growth and profitability for the organization. Analyze program-level trends and economic drivers impacting initiatives/projects as they gate conceive/validate/plan/execute, apply organizational strengths and weaknesses to decision making, and pursue opportunities that position the organization favorably over the long term.

  • Support an effective governance model for projects within the programs hierarchy that (i) establishes clear roles and responsibilities, (ii) sets up approval processes and escalation points, (iii) verifies merits of each proposed program/project, (iv) prioritizes program/projects and the tactical steps needed to achieve their goals, (v) identifies risks and suggests mitigation, and (vi) tracks program/project progress through standard phases.

  • Manage program, projects and assigned resources within a matrix structure to include requirements management, budget, resourcing, schedule, risk management and stakeholder communications.

  • Develop and communicate expectations to ensure groups are maximizing scope, schedule, financial and resource performance.

  • Advocate for personnel resources necessary for departments supporting program success applicable projects assigned.

  • Manage strategic vendor relationships in the program including but not limited to:

  • Procurement efforts

  • Vendor performance evaluation

  • Responsible for providing functional leadership and clarity to internal resources, consultants, and contractors around company/departmental governance, policies, and procedures.

  • Achieve operational excellence objectives by contributing information and recommendations to strategic plans and reviews; implementing productivity, quality, and customer-service standards; resolving problems; completing audits; identifying trends; determining system improvements; and implementing change.

  • Develop program execution methodologies, practices, and standards for improved project delivery.

  • Specific business line Program Managers: Meet with Account Directors on proposals, Requests for Proposals (RFPs), opportunities. Meet with customers and vendors alongside Account Directors.

  • Applicable for business programs:

  • Manage contract compliance, billing, and contract deliverables for a portfolio of customers.

Project Resource Commitment/Oversight

  • As part of the intake/conceive/validate/plan/execution/monitor/assess model, ensure efficient/effective use of capital and operating expenditures by confirming that the business cases/financial models for material complex and routine projects intended to advance GCI's strategic vision are of high quality regarding underlying assumptions, accuracy and internal consistency, and alignment with the Company's payback requirements.

  • Support program-level staffing and resource conflict through project prioritization, enterprise capability/capacity optimization, and project interdependency management. Apply capacity demand forecasting at multiple levels of aggregation for multiple time horizons as part of a demand planning function. Support Project Managers in staffing solutions and resolutions internally and externally.

  • Work with and support project sponsors to manage estimated project budgets to ensure (i) accurate reporting and (ii) identify and address project risks including budget under/overspend (both capital expenses and operating expenses) at a class estimate at 5-3 level.

  • Evaluate the results of approved projects from the perspective of scope/schedule/budget and strategic effectiveness/efficiency to ensure resource management accountability and enable further improvements in project resource management.

Program Discovery and Optimization

  • Support GCI's efforts to grow revenue/EBITDA/FCF by (i) evaluating the Company's addressable market, existing personnel, organizational structures, processes/policies/ procedures, data resources, and infrastructure/systems/platforms in a cross-functional way to identify opportunities for transformational change to enhance overall efficiency and effectiveness and otherwise further the Company's strategic vision.

  • Support an adaptive program/project management approach that enables organizational process change/evolution as necessary to enhance overall efficiency/effectiveness, enabling scale, and successful strategic program execution.

Program Planning and Analysis

  • Work with business units/vertical departments to create/maintain data sets/quantitative models needed to support planning/analytical efforts across programs. Review historical usage trends, research demand drivers, prepare forecast data, develop statistical forecast models, analyze auto-generated forecast output, and evaluate forecast results.

  • Assist business units/vertical department in evaluating new business opportunities and change initiatives by providing appropriate assessment models and other analytical support.

Collaboration

  • Pro-actively build collaborative relationships with key business unit/vertical department leaders and strategic vendors to build companywide partnerships in support of GCI's strategic vision.

Level Definition

Position Title: Senior Staff Program Manager

Grade: E10

Senior Staff Program Manager role is dependent upon having a funded position and on having a legitimate business need in the department. This is not a natural progression path within the job family and must be approved by the Department Head, VP of Corporate Finance, COO and must meet qualifications. Requires the ability to perform highly complex and diverse duties under deadlines and operating constraints.

Additional Job Requirements:

This is a senior staff level position requiring the ability to perform highly complex and diverse duties under deadlines and operating constraints. Accountable for results of one or more programs. Creates new and works on new and existing highly complex programs in intake/ conceive/ validate/ plan/ execution/ monitor/assess necessitating the coordination of activities of other business units within the company. Requires ability to develop and execute program plans with greater organizational impact. Resolves conflicts within assigned Programs. Coordinates with other programs and projects to identify additional efficiencies that may not be present within a single program. Reports Program status to Senior Leaders in the company. Must have advanced working knowledge and technical expertise, responsibility, and company policies/procedures. Must be able to provide functional leadership to senior level staff. Works directly with the Program Engineer to support critical technical decision making required for the Program.

Minimum Qualifications:

Required: *A combination of relevant work experience and/or education sufficient to perform the duties of the job may substitute to meet the total years required on a year-for-year basis

  • High School diploma or equivalent.

  • Bachelor's degree in computer science, project management, business, IT/IS, or a related field. *

  • Minimum of fifteen (15) years in any combination of Program Management/PMO, Engineering, Organization Change Management, Project Management, Financial Management, Information Security, or Information Technology.

  • Supervisory experience.

Preferred:

  • PMP or Project Management Certification.

  • Financial analysis or compliance and audit experience.

  • Telecommunications experience.

  • Relevant telecom industry or job specific certifications.

Required at ALL Levels

DRIVING REQUIREMENTS:

  • This position requires driving a company-owned vehicle, company provided vehicle, or a personal vehicle on behalf of the company. Must possess and maintain a valid driver's license, proof of insurance, a satisfactory driving record, and successfully complete Defensive Driving course.

PHYSICAL REQUIREMENTS and WORKING CONDITIONS:

  • Majority of work is performed in Anchorage with projects both in and out of town.

  • Position may require some travel throughout the state.

  • Occasional work conducted at the customer's premise.

  • Work is primarily sedentary, requiring daily routine computer usage.

  • Ability to work shifts as assigned, work in standard office/home office setting, and operate standard office equipment.

  • Ability to accurately communicate information and ideas to others effectively.

  • Physical agility and effort sufficient to perform job duties safely and effectively.

  • Ability to make valid judgments and decisions.

  • Must be able to perform in high stress situations and deal with all levels of customer management.

  • Must be able to deal with conflict in a professional and courteous manner.

  • Available to work additional time on weekends, holidays, before or after normal work hours when necessary.

  • Must work well in a team environment and be able to work with a diverse group of people and customers.
