We are looking for a systems engineering manager interested in experiencing all elements of the design process including system-level trades, requirements development, system architecture and design, performance assessment, integration and test, verification, validation, and support of fielded products. The candidate must have a demonstrated understanding of the systems engineering development process, previous experience leading projects or teams, and experience in communication products. Key responsibilities include: managing and coaching of intermediate to experienced professionals.
Primary Responsibilities:
Manage a team of engineering professionals and cooperatively determine objectives and approaches to completing work. This responsibility requires surface knowledge of systems engineering and project engineering to be successful.
Sets objectives and guides team on execution/approach for achievement of result.
Understands and explains policies, practices, and procedures and may influence others. Also responsible for making moderate to significant improvements of processes, systems or products to enhance performance of work area.
Execute short-term (less than 1 year) operational plans or projects that have measurable contribution towards the achievement of results. Projects can be people or technically focused.
Process, technical, or team problem solving. Problems and issues faced are general and may require understanding of broader set of issues. Problems may be difficult and involve consideration of a few sites, geographies, products or customers. Problems are typically solved through drawing from prior experience and analysis of issues.
Communicate with parties within and outside of own discipline and team.
Provide primary input to hiring, firing, promotion, performance and rewards decisions for direct reports.
Basic Qualifications:
Bachelor's degree and 10 years of prior relevant experience OR
Advanced Degree in a related field and minimum 7 years' experience OR
In absence of a degree, 14 years of relevant experience is required
Engineering/Other Technical Positions: Bachelor's degree (typically in Science, Technology, Engineering or Mathematics (STEM)) and a minimum of 10 years of prior relevant experience unless prohibited by local laws / regulations.
Must be a U.S. Citizen
Must have a US Department of Defense (DoD) security clearance. Candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements
Preferred Qualifications:
Experience with Open Standards including but not limited to SOSA, CMOSS, OMS, FACE, and MORA.
Fluency in program & project management methodologies including Waterfall, SAFE Agile and financial approaches such as Earned Value
Demonstrated experience leading large programs to production, through all stages of life cycle
Knowledge of communications engineering fundamentals including: radio transceiver architectures/designs, radio functional component blocks, performance specifications and test methodologies
Demonstrated experience with system requirements capture, design, and decomposition
Demonstrated ability to effectively manage program technical risks by evaluating requirements and design aspects
Demonstrated program pursuit and capture ability (concept development, technical writing and work estimation)
Demonstrated ability to plan project level work and meet schedule, cost, and performance goals
Understanding of system validation and verification processes for Software Defined Radios
Demonstrated ability to effectively interact directly with engineering management and design teams as well as executive leadership
Communicate effectively with Program Management, Business Development and Sales teams
Excellent oral and written communication skills
Serve as liaison between functional discipline groups and internal and external customers
Ability to travel occasionally to domestic and international locations
Familiarity with military concepts of operations
Acquainted with radio performance standards (military, commercial, FAA)

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
