Job Summary:This position is responsible for providing technical and program management expertise to support the development and implementation of a technology roadmap for enhanced technical capabilities, including a pilot application, critical to a 24-hour continuity of operations environment. Responsibilities:
- Develop a detailed technology roadmap for enhancing system capabilities that align with business goals and objectives, highlighting technical infrastructure, programmatic dependencies, interdepartmental relationships, risks, and resources.
- Provide technology consulting, engineering, and design expertise in the development of a pilot application that improves and modernizes the capability of the current mission-critical system.
- Advise and consult with the Technology and Innovation Office on the telecommunications and information systems requirements relating to pilot scope, budget, and architecture
- Lead the process of gathering, documenting, and analyzing business requirements through interviews, meeting sessions and data analysis. Ensure application of best-practice business process engineering and analysis techniques and tools to the project.
- Using Agile methodologies and tools, lead the development of information systems architecture, networking design, and pilot application development, testing, and implementation in a production environment.
- Collaborate and coordinate with DoS policy and information systems security offices to properly manage documentation of corporate guidance, approvals, and concerns related to implementation of the pilot.
- Develop and deliver all required project management deliverables, including progress reports, change requests, approvals, meeting notes, etc.
- Supervise Business Analyst, monitor assignments, ensure work quality, and manage performance.
- Master’s degree in technical or business field, plus 4 years of directly related experience; or Bachelor’s degree, plus 6 years of directly related experience
- 10 years technical program management experience
- Active Top Secret clearance and SCI eligible
- Proficient in ASP.NET, C#, .NET SQL integration
- Demonstrated experience leading SAFe/Agile and DevOps projects within federal government sector
- Experience applying Agile/Scrum methodology
- Proficiency in business analysis tools and techniques
- Leadership and supervisory experience
- Strong oral and written communication skills
