Job Description:

To be fully engaged in providing Quality/No Harm, Customer Experience, and Stewardship by providing information services that consistently exceed our customers' expectations and support the corporate objectives of Health First, Inc. This position will provide quality technical support in the design, testing, implementation and maintenance of IS and development of other applications to improve end-user productivity and streamline organizational processing. This position will also support a multi-tier architecture, including servers, databases, client and network configuration. As a top technical expert, this associate develops broad unprecedented information systems and/or conducts critical evaluations (studies) that are crucial to the success of HF. This position is a resource person in area of expertise for all of HIT leadership and staff. The Sr. Software Engineer may be called upon to assist in mentoring staff in application development, maintenance and troubleshooting

Primary Accountabilities

  • Adheres to Information Technology Change Management Policies and Procedures such as preparing Problem Management reports on time, submitting appropriate change requests or submitting change requests timely. This requirement will be documented through monthly reports from Remedy

  • Keeps management informed of status of activities and issues on a regular assigned schedule and in the appropriate format. Escalates system issues appropriately according to the HIT Systems Downtime Notifications and Status Calls Policy

  • Develops and supports complex application code, scripts and queries using the most efficient, scalable and supportable programming language or methodology as appropriate to the project.

  • Participates in testing schedules and assists with testing scenarios. Monitors and analyzes performance during testing, and communicates results to the appropriate project team members following through with issues to resolution. Makes recommendations for system improvements based on testing results.

  • Able to demonstrate cost savings strategies within your area of responsibilities.

  • Provides knowledge in developing applications.

  • Mentor by assisting associates with more complex issues or projects. Utilizes resources wisely when troubleshooting issues. Performs complex duties independently; discusses or seeks approval on very complex matters with management

Qualifications

  • BS in Computer Science or a field related to the primary area of responsibility, and at least seven years of relevant Information Technology experience, technical implementation or database support

  • Thorough knowledge of complex stored procedures, user defined functions (UDF), database design and ETL

  • Experience in SSIS, SSRS, T-SQL, PL/SQL and other development platforms as required for job responsibilities.

  • Six years active programming experience and thorough knowledge of one or more current

industry-standard programming languages such as NET, PHP, AJAX, Visual Basic, java, HTML and XML

  • Thorough knowledge of Oracle, SQL server, other database management system standards for normalized architecture and security practices.

  • Strong communication and organizational skills

Ability to work in a team environment and interact favorably with people

This position will be responsible for leading and managing multiple Integrated Delivery Network (IDN) projects within the constraints of scope, quality, time and cost, to deliver specified business requirements and achieve customer satisfaction for all assigned projects. This position participates in prioritization, resource allocation and strategic alignment for strategic planning for the corporation and ensures that project plans are in alignment with Health First goals and objectives. * Utilize emotional intelligence to manage diverse resources at all organizational levels * Utilize critical thinking skills to create action plans and make project related decisions * Demonstrate leadership by taking initiative in team building, influencing, conflict management, and problem resolution to facilitate project success * Effectively accomplish project goals through clear task prioritization, organized work activities, efficient time management, and mindful resource usage * Actively participate in development of project, program and portfolio management standards. Provide expertise by regularly volunteering to lead PMO Improvement initiatives and participate in team discussions. * Perform effective project risk and issue management and reporting, escalating as needed to ensure timely resolution and mitigation. * Follow appropriate project documentation as defined by the PMO Methodology for each phase of the project beginning with Initiation and through Closing. * Manage competing demands for assigned project teams, adapting to changes in the HF environment as necessary. * Effectively communicate project status and operational issues to management, team members and Health First associates through verbal and written communication. * Conduct effective and thorough project meetings that include confirmation of scope, roles and responsibilities, success criteria, and high-level timelines. * Provide excellent project communication to include routine project status meetings, project sponsor touchpoints, and stakeholder management * Document sponsorship and project team acceptance of project gates by completing project acceptance documents as required. * Exhibit clear, sound and accurate judgment in driving decision-making related to the project. Display flexibility and persistence to ensure decisions are made in a timely manner. Also, ensure consistent documentation surrounding decisions made in the project. * Provide outstanding customer service to the Health First organization by displaying courtesy and sensitivity, managing difficult or emotional customer situations, meeting commitments, responding promptly to customer needs and soliciting customer feedback to improve service. * Appropriately influence project stakeholders to maintain project scope, schedule and costs. * Engage project resources to maintain project momentum and achieve project goals. * Regularly and actively engage project sponsors to assist in accomplishing project tasks and milestones. * Responsible for identifying and establishing the requirements for capital and operational budgets for assigned projects. * Monitor and track budgets throughout the project lifecycle, adjusting expenditures as necessary, and work within approved budget. * Responsible for securing the CIP (Construction In Progress) number from Finance for capital budgets associated with the project. * Responsible for identifying all operational costs and appropriate cost codes associated with the project and ensuring the owner of these costs is aware and can manage their operational budget to support these costs. * Process all project related invoices to ensure the charges are accurate and are coded appropriately to the CIP number, or operational cost code identified. § * PMP (Project Management Professional) certification, as offered by PMI (Project Management Institute) is required. * Bachelor of Science Degree or the equivalent in a computer-related, business, health care, or other relevant field is required. * Five (5) or more years of Project Management experience. Experience in a health care environment preferred. * Proven management skills through years in a management position or similar work experience. * Proven leadership and management skills, including budgets, matrixed resources and schedules. * Excellent organizational skills * Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse healthcare environment.
