Overview

VHB is seeking a Senior Project Manager with 15 to 20 years of public sector experience to join its growing Site/Civil practice in our New York City office. This is an outstanding opportunity to join a dynamic organization and become a member of a growing team while working on assignments throughout New York from initial scoping through construction documents for a wide range of civil engineering projects.

Responsibilities include:

  • Manage small, moderate and large design projects, working within a team of professionals to develop site/civil engineering plans and specifications for a multitude of projects

  • Support preparation of design and permitting documents

  • Responsible for project financial performance and client relations

  • Prepare and review drawings and specifications documenting the systems designed

  • Attend meetings with clients, regulatory agencies, and stakeholders to establish their needs and discuss design/permitting issues with them

  • Supervise design team activities during Construction Administration

  • Manage work and development of other staff

  • Manage small, medium or large projects

  • Develop new project opportunities and manage proposal submissions

Qualifications:

  • 15 - 20 years of professional site/civil engineering experience, specifically with public sector projects

  • Experience in New York is preferred

  • BS in Civil Engineering or related degree required

  • Licensed Professional Engineer in New York required New Jersey PE license is desirable.

  • Proficient in roadway design, site layout, grading, utility design, and stormwater management

  • Experience with Site Connection Applications and Builders Pavement Plans desired

  • Understanding of the NYCDEP, NYCDOT, NYSDEC, NYSDOT, and NYCDOB review processes desired

  • CAD experience required (Microstation/AutoCAD), GIS experience desired

Medicare - Project Management Function Leader This individual will be responsible for leading the project management function for Anthem GBD (Government Business Divisions) Medicare including overseeing and directing multiple, complex programs, meeting program milestones, deliverables, budget, and objectives. The scope of programs can be multi-year, multi-function, and across multiple brands and states. Primary duties may include: * Developing and documenting program definition. * Providing leadership and direction to multiple program/project managers. * Communicating program status to executive-level staff. * Defining the digital strategic vision and roadmap and priorities and ensures team and vendors are aligned with vision and strategy. * Acting as the GBD Marketing function owner; understanding product, business, and competitive landscape. * Creating and managing detailed project plans, budgets & timelines to deliver Medicare's communications to the market. * Collaborating with Senior Marketing Directors and account management team and project vendors. * Prioritizing/managing Agile Release Train (ART) backlogs. * Identifying and escalating risks. * Ensuring all requirements are met. * Managing a team of Medicare document-experts knowledgeable of CMS Medicare Communications and Marketing Guidelines (MCMGs). * QC/Proofing coordination. * Translation management. * Managing entry of requests in MRM Tool (Aprimo/Work front). * Communicating function strategy and roadmap to business partners and coordinating with other functional areas across the business. * Coordinating across Marketing with other consumer journey phases to ensure continuity of experience. * Establishing/documenting clear and specific priorities (Blue Chips) and marketing's measures of success. * Identifying and resolving strategic issues that may impair the ability of their direct reports to meet goals. Qualifications Requires: * Medicare and/or Medicaid experience preferred. * Demonstrated ability in operational/organizational leadership, working across the matrix, and effectively leading a team. * Experience delivering effective solutions and delivering business value. * Ability to develop strong cross-functional and P&L relationships using a collaborative approach. * Developing and implementing metrics to report and monitor progress against goals and implements changes to effect improvement, and/or reacts to a change in the organization or industry. * Ability to research and evaluate trends related to best in class function leadership. * Development of department operating budgets; review and updating of financial reports, and preparation of departmental statistics. * Excellent analytical, negotiation, and presentation abilities required. * Excellent managerial and change-management leadership skills required. * Hiring, training, coaching, counseling, and evaluation of direct reports. * BS/BA in a related field; 9 + years of project/program management experience. * 3-5 years of management experience; or any combination of education and experience, which would provide an equivalent background. * MBA preferred.
