This is complex lead-level work that involves a combination of advanced technical training and skills in the maintenance and operation of traffic signals and ITS devices. The Sr. Signal Technician may lead the daily activities of a crew or construction contractors under the general direction of the Traffic Signal Supervisor. This position is in the Traffic Signal Systems division, which is under the Public Works Department.

The anticipated hiring range is generally around the midpoint of the pay range for well-experienced candidates.

Generally, the hiring range is $62,256-$77,820 annually. Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive.)

  • Full competency at operation and maintenance of traffic signal controllers and field equipment, PTZ cameras, uninterruptable power sources, and vehicle detection (loops, video, radar, wireless sensors).

  • Full competency at the Lead worker level to direct assigned crews.

  • Responds to urgent traffic signal malfunctions, ensures repairs are completed correctly and in a timely manner.

  • Serves as part of the on-call staff for emergencies involving traffic control devices, carrying a pager/phone for a week at a time.

  • Oversees/Inspects contractors during traffic signal construction to ensure that Douglas County specifications are met.

  • Conducts annual conflict monitor testing including test documentation.

  • Operates aerial bucket truck for emergency and corrective maintenance activities.

  • Monitors and participates in the installation of new signal and ITS equipment, upgrades to existing traffic signal equipment. Installs/maintains flashing beacons. Troubleshoots circuits utilizing a multi-meter and related test equipment.

  • Performs set-up and testing of all traffic signal cabinets prior to installation at the intersection.

  • Able to read/draw and understand blueprints and complex electronic schematics.

  • In depth knowledge of the specialized software necessary to operate/maintain traffic signals and all related components.

  • Maintains inventory using computer to track and monitor supplies.

  • Understands traffic signal controller timing and operational parameters.

  • Builds necessary traffic signal equipment as needed.

  • Understands and knows MUTCD signing standards for the colors and shapes of the signs, i.e., regulatory, warning, and guide signs.

  • Work Zone Traffic Control - Understands and knows barricade classifications and when to use each type. Able to read and set up work zones per Part VI of the MUTCD.

  • Other duties as assigned.

SUPERVISION RECEIVED: Sr. Signal Technician may lead the daily activities of a crew or construction contractors under the general direction of the Traffic Signal Supervisor.

SUPERVISORY RESPONSIBILITIES: This position does not supervise other employees. This position acts as lead worker for traffic signal crew directing the crew activities while in the field.

INDEPENDENT JUDGMENT: Ability to work independently with minimal on-site supervision demonstrating sound judgement and decision-making skills to ensure quality of work meets expected standards. Improperly operating or placed traffic control devices could result in potential serious safety liability for the county. Citizens rely upon our expertise to ensure their safety and properly direct them. Without this direction, damage to property, bodily injury or death could occur. Employee judgement, awareness and education are vital to the employees' daily responsibilities to ensure citizen, personnel, and property safety.

MINIMUM QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:

  • A high school diploma or GED is required.

  • Must have three years of field experience and/or education involving knowledge and application of Manual on Uniform Traffic Control Devices (MUTCD). This includes the design, construction and maintenance of traffic signals, the design and installation of signing, and the layout and installation of striping as it pertains to traffic signals.

  • A combination of knowledge and experience may be considered.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge:

  • Knowledge of Federal, State, and County codes and regulations on sign and traffic signal materials, design, fabrication, installation, and maintenance as well as striping layout, materials, installation, and maintenance as it pertains to traffic signals or traffic communications.

  • Knowledge of the MUTCD is required.

  • In depth knowledge of the specialized software necessary to operate/maintain traffic signals, video surveillance cameras, and detection equipment.

  • Understanding of traffic signal controller timing and operational parameters.

  • Knowledge of barricade classifications and work zone set-up per Part VI of the MUTCD.

  • In depth knowledge of the equipment and materials used in the traffic signal trade

  • Knowledge of MUTCD standards pertaining to the colors and shapes of signs, i.e., regulatory, warning, and guide signs.

Skills:

  • Requires intermediate computer skills, including experience with Microsoft Office or similar office systems.

  • Working knowledge and experience with specialized traffic signal software.

  • Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.

Abilities:

  • Ability to read and interpret documents such as safety rules, manuals, operating and maintenance instructions, electronic schematics, and blueprints.

  • Ability to lead a team and assign work.

  • Ability to effectively communicate in both oral and written form.

  • Ability to apply past knowledge and experience to formulate decisions.

  • Ability to establish and maintain effective working relationships. This position has daily contact with county employees, supervisors, the public, other agencies, and contractors.

CERTIFICATIONS, LICENSES, & REGISTRATIONS:

  • Must possess a State of Colorado Class (B) Commercial Driver License with tanker endorsement and complying insurance upon hire (Class A License is preferred). Review of motor vehicle record is required at time of hire and periodically throughout employment. Incumbents in this position must meet the Department of Transportation physical exam and drug and alcohol testing requirements.

  • Requires ATTSA Traffic Control Technician (TCT) certification or IMSA Work Zone Temporary Traffic Control Technician certification.

  • Requires IMSA Level II Traffic Signal (Field) Technician certification.

  • IMSA Level II Traffic Signal Electrician (Bench) Technician certification preferred upon hire or ability to obtain within one year of hire.

  • IMSA Level I Signs and IMSA Level I Markings certifications desirable upon hire or ability to obtain within one year of hire.

  • This position requires successful completion of a criminal background check including fingerprinting through a national database.

WORK ENVIRONMENT:

Physical Work Environment:

  • Works mostly in field and employee may be exposed to high speed/high volume traffic and adverse weather conditions.

  • This position requires the incumbent to remain available via mobile cellular device/email access during and after normally scheduled business hours. The incumbent will be subject to On-Call Duty on a Department rotating basis and will be required to respond to emergencies in accordance with the County's On-Call Duty policy. The County's On-Call Duty policy requires the incumbent to reside within a 50-mile radius of the daily reporting office/location.

Physical Demands:

  • Must be able to perform heavy work requiring frequent repetitive lifting of 70 pounds to waist height and occasional lifting of 65 pounds to shoulder height and above.

  • This position also includes frequent climbing with work at heights of 50', frequent balancing, bending, squatting, reaching overhead and kneeling. Occasional crawling.
