ManTech International Corporation is looking for a Senior Security Specialist for our client location in Washington DC.

General Responsibilities:

  • Provide advice and counsel to Federal personnel with respect to the protection of National Security Information (NSI). Make recommendations on policies and guidelines in accordance with federal mandates.

  • Support the management of the EPA NSI Program in accordance with current federal requirements to include, but not limited to:

  • Managing EPA's classified material inventory and access to it, to include markings, storage, handling and transportation of classified materials

  • Managing Secure Accredited Facilities (SAFs) and Sensitive Compartmented Information Facilities (SCIFs); performing regular accreditation reviews to ensure all spaces where classified operations may be performed are built and maintained appropriately, to include the review of secure room construction specifications and plans for acceptability

  • Performing audits of derivatively classified material to ensure marking accuracy; facilitating the development of classification and declassification guides, if required

  • Ensuring the agency can process classified information on the Homeland Secure Data Network (HSDN) and the Joint Worldwide Intelligence Communications System (JWICS)

  • Issuing HSDN Tokens and verifying SCI accesses in Scattered Castles

  • Monthly testing of STEs and secure faxes

  • Supporting Federally-mandated nationwide inspections and assessments of Program Offices, Regions and Laboratories that handle NSI and SCI material

  • Conducting preliminary inquiries to resolve classified security breaches and violations;

  • Conducting interviews of clearance holders, annually, to determine the level of understanding and compliance with the program's requirements

  • Conducting all required security trainings, to include: clearance indoctrinations, debriefs, foreign travel briefs and courier briefs

  • Preparing SOPs on all facets of the NSI Program and developing best practices.

This role is responsible for direct interface with agency Information Systems Security Officials (ISSO), Chief Information Officer (CIO), Science Information Officer (SIO), and other officials to support security requirements and initiatives. Job Duties: * Responsible for the review and documentation processes of systems in the context of IT Security. * Perform risk analyses which also include risk assessment leading to a formal Authority to Operate (ATO) status of system compliance. The level of support includes guidance, recommendations, and SA&A support. * Conduct and document Privacy Impact Assessments utilizing agency guidance. * Conduct and review application and system vulnerability scans. Provide scan results to system stewards including remediation guidance. * Review system logs. * Develop and monitor security and privacy controls. * Develop compliance descriptions using master system security plans and when required develop agency-specific control descriptions. * Assess security controls (SCA) to support ISSO certification authority. * Provide Change Management support to stewards to include completing the CM process prior to system and application changes. * Develop and manage Plan of Action and Milestones (POA&M) for systems to identify, assess, prioritize, and monitor the progress of corrective actions for security weaknesses as discovered. * Act as Security Steward and/or alternate for systems as needed. * Develop and support through approved Third-party websites and applications (TPWA) Security Survey/Plan for web-based technologies. * Support product and software approvals including Level 3 and End of Life policy requirements. * Review of draft policy and standards. * Assist in documentation of new and/or existing systems and IT investments at either a detailed (system-by system) or an overall summarized basis. * This includes support of reporting functions as needed for IT Governance, Enterprise Performance Lifecycle (EPLC), and compliance to agency guidance for IT and data management including security authorization. * Provide creative solutions to complex security challenges. * Provide Privacy Impact Assessment guidance and support SORN implementation. * Provide Security Critical Partner support system development activities. * Act as or support Security Stewards. * Develop and recommend control descriptions. * Develop Exceptions and Waivers to support mission-related needs. * Develop draft security and privacy policies and standards. * Develop and support Security Decision papers as needed for new or updated information security and privacy guidance, when a policy update or clarification is necessary. * Develop and deliver supplemental training to support staff. * Provide security architecture support.
