Advertised Job Summary

The Rule of Law Collaborative at The University of South Carolina (ROLC) is seeking a Senior Rule of Law Expert who will play a leading role in the development and delivery of international rule of law programs under several grants and cooperative agreements. The Expert will develop training materials and manage program activities, act as a point of contact with local partners and stakeholders, and help carry out technical Rule of Law interventions.

The Expert will assist in preparation of grant proposals and other program tasks. This is an opportunity to work on interesting international development programs, with a diverse staff in an interdisciplinary university setting.

Founded in 2010, ROLC is a leading center focused on rule of law issues around the world. ROLC designs and implements rule of law programs and events in a variety of technical areas and regions, including Ukraine, Moldova, Mongolia, Sri Lanka, Bangladesh, Liberia, Sierra Leone, Armenia, and elsewhere.

ROLC offers an exciting opportunity for professionals to work on cutting edge international development programs, funded by the U.S. Government, as well as private and foreign donors. Technical areas include anticorruption, access to justice, human rights, legal reform, institutional capacity building, law enforcement reform, people-centered justice, legal education, and civil society advocacy.

Required Education and Experience

JD or other Graduate Degree (in a relevant discipline such as Peacebuilding/Conflict resolution, International Affairs, Human Rights, Political Science, or an internation geographic concentration) plus ten year's experience directly related to program development and/or delivery of government/rule of law programs; must be willing to travel domestically and internationally and successfully interact with a diverse group of individuals. Experience in successfully using adult learning techniques for professional audiences.

Preferred Qualifications Knowledge/Skills/Abilities

Understands international rule of law field and has working knowledge of related fields such as anticorruption, civil society, security, human rights, governance, development, etc. Experience with donors, governments, and NGO efforts in Rule of Law and/or implementing policy; experience managing professional relationships with a variety of different stakeholders and across sectors. Experience in applying for and administering grants.

Job Duties

Job Duty

Develop and implement trainings, reform efforts, and other events under multiple grants, cooperative agreements, and contracts. The Senior Rule of Law Expert will also assist with grant management, including supervision of personnel and funds.
