  • Bachelors Degree in legal, finance, business administration or related field and/or equivalent professional experience, including experience with legal or law firm preferred.

  • Seven or more years in a banking environment

  • Level of understanding third party risk management and Enterprise wide relationships.

  • Basic understanding of change management, process management, and risk management

  • Knowledge of contract development, strong project management and/or change management skills and superior customer service focus.

  • Exceptional negotiations skills and the ability to maintain strong internal and external relationships at all levels of the organization.

  • Works well independently and under pressure

  • Strong attention to detail in work output

  • Excellent communication skills in both verbal and in written form and the ability to effectively communicate and summarize to all levels (including Senior Executive) within the organization

This position is responsible for managing first line of defense vendor activities for BBVANY. Central to its purpose is making sure that third party risk across the enterprise is appropriately identified, assessed, understood, documented and incorporated into management routines as appropriate. Assists Third Party Risk Management programs compliance with regulatory requirements, including SR 13-19 and OCC 2013-29.

This position will manage the implementation of the programs and policies and supporting the ongoing compliance with the requirements of regulatory guidance, internal policies and procedures.


  • Ensure third party relationships are managed per BBVA US Third Party Risk policy and procedures which includes:

  • Maintaining third party inventory and contract listing

  • Ensuring third party relationships are documented and tracked

  • Ensuring vendor relationship reviews are conducted and compliant with policy and regulations

  • Maintain and coordinate the third party review schedule and timeline.

  • Manage first line of defense responsibilities for the BBVANY third party relationship portfolio

  • Identify and carry out expense and cost control measures as related to third party engagements

  • Support third party strategy setting through identifying cost savings opportunities and new product opportunity or product consolidation

  • Assist Line of Business or Service Requestor in Third Party on-boarding process including:

  • Purchase request origination

  • Vendor registration and approval process

  • Service Risk Assessment

  • Documentation compilation & submission SOW, MNDA, MS

  • Coordination of procurement process contract negotiations, budget, historical spend

  • Due diligence compilation & submission InfoSec, Compliance, BCP documents (as needed)

  • Approval coordination & ACC Terms set up

  • Conduct and lead on-going monitoring of third party engagements:

  • Coordination of monitoring meetings based on tier risk rating

  • Facilitation of meetings when escalation of issues are requested

  • Strengthen partnerships with business units across the organizations to provide consultation while ensuring key business partners understand the strategic and tactical direction for third party transformation efforts.

  • Coordinate closeout activities of third party terminations & natural expirations from notification of terminations, coordination for movement from one vendor to another, or bringing services in-house

  • Respond to regulatory and audit requests

  • Lead projects to enhance the BBVANY third party risk management, process improvement and change management initiatives.

The Markets Group has responsibility for implementing monetary and foreign exchange policy; providing correspondent banking and custody services to foreign central banks, monetary authorities and certain international organizations; conducting auctions of Treasury debt as fiscal agent of the U.S. Treasury; and operating the Bank's discount window lending facility for depository institutions and providing collateral services for the Federal Reserve System. The Markets Risk and Control (MRC) Directorate establishes and administers the Markets Group's integrated risk management program in support of, and compliance with, the Bank's risk management framework. The MRC engages with Markets Group business line and critical support function management to develop an aggregated and objective view of 'first line' risk exposures, advises them on control issues and mitigation decisions, provides a first line review and quality assurance function, and promotes effective information dissemination and transparency of existing and emerging material risks and control issues. The MRC Directorate seeks an experienced individual to serve as Staff Coordinator of the Risk and Compliance Unit with responsibility for management oversight and administration of the Markets Group's Sarbanes-Oxley (SOX) program as well as supporting other aspects of the Group's risk management program for the Business Technology and Group Shared Services functions. This position reports to the Markets Group's MRC Director and Deputy Risk Officer, who reports to the Markets Group's Chief Risk Officer. As the Risk and Compliance Staff Coordinator, the selected individual will collaborate closely with colleagues in Markets Controllers to lead interactions with the Markets Group's business areas and management team, the Bank's Corporate Controllers Function, Risk Group, Information Security Function, the Bank's internal and external auditors, and the Federal Reserve Systems COSO Coordinators in a variety of matters related to executing the Markets Group's SOX program and other activities to support the Group's risk management program. Your role as a Risk and Compliance Officer: * Lead the Risk and Compliance Unit (i.e., team of five staff) that has responsibility for the planning, direction, execution, and management of the Markets Group's annual SOX program and COSO assertion process, including oversight and completion of documentation and testing of key controls (e.g., process narratives, flow charts, risk and control matrices, work papers, deficiency evaluations, remediation plans, etc.). * Serve as a trusted central point of contact and advisor for the Markets Group's first line business areas on the annual SOX program and COSO assertion process; and through close collaboration with Markets Controllers, advise business area management on control issues and the Bank's related financial reporting risk management framework, policies, and processes. * Represent and contribute to the MRC's leadership, including participation in Group, Bank, or System meetings, forums, workgroups, councils, or committees pertaining to SOX and COSO, or other matters related to the Bank's risk control framework. * Stay informed of industry best practices related to SOX and COSO, internal controls, and other risk and control related areas; and proactively share information with colleagues and business areas. * In collaboration with the MRC's Business Risk and Control Officers (BRCO) and other Staff Coordinators, support execution of the Markets Group's risk management program (e.g., risk and control self-assessments, risk event reporting and analysis, internal/external audit liaison activities, IT program/project risk management, and risk management reports) by leading the staff that supports the Markets Group Shared Services and Markets Business Technology functions. * Lead the production of high quality analysis and reports, and facilitate or support briefings with senior management, the Bank's second and third lines of defense, and other stakeholders. * Initiate and cultivate strong relationships with partners across the Group, Bank, and Federal Reserve System on projects and issues related to risk and controls; collaborate with second lines of defense as they implement, monitor, and modify the Bank's risk management frameworks; and advise business areas and senior management on the identification and implementation of operational improvements to enhance performance, manage risk, and bring resolution to control weaknesses or issues. * Provide expertise and leadership to the team, including coaching and mentoring staff in the execution of risk management processes and development of deliverables. * Develop and implement training and tools to improve the Group's risk management program.
