We are seeking a full-time Resource Analyst IV to support the Network Integration Management Office (NIMO) Project Division at NASA Goddard Space Flight Center in Greenbelt, MD. This position requires advanced Excel skills and an understanding of GSFC projects.
Provide full-time senior-level Resources/Financial support in the areas of budget planning and execution, monitoring contracts and task orders for cost trending analysis, and working with project team members to review planned vs. actual funding status, and providing monthly status reports for the Network Integration Management Office (NIMO) Project management and NASA Center management.
Budget planning and execution responsibilities include participation in Program Planning and Budget Execution (PPBE) and Phasing exercises. Fund program contracts, task orders, and missions using the approved PPBE and Phasing plans. Develop and update phasing plan for reimbursable missions as needed.
Monitor contracts and task orders such as cost pools to analyze program costs. This includes working in the Center's Contractor Cost Reporting (CCR) tool to input monthly 533 cost data, comparing planned versus actual cost and track variances to ensure costs do not exceed planned funding levels and providing management with trending analysis reports.
Fund program contracts, tasks, and missions via the Funds Control System (FCS) and Reimbursable Budget Execution Tool (RBET), moving program funds to assigned Work Breakdown Structure (WBS) and then funding contracts or purchases using Systems, Applications and Products in Data Processing (SAP) to create Purchase Requisitions (PRs) or using Contractor Resources Tracking System (CORTS) to add or modify a cost pool contract.
Develop, manage, and report program financial data using the new Business Objects (BOBJ) Analysis for Office or Online Analytical Processing (OLAP) tool including but not limited to monthly NIMO standard reports, reports for developing Center Monthly Status Report (MSR), and ad hoc reports requested by management and NIMO team members.
Review, verify, and analyze program contracts and task orders cost data for consistency with financial and program objectives, monitor and track the progress of the financial activities.
Work with the Agreement Manager to set up the Estimating Pricing Report (EPR) in RBET and Partnership Agreement Maker (PAM) system; track and report all reimbursable ELV funds: set up sales order, collect funds, track commitments and obligations in SAP, cost using the 533/CCR, manage customer billing, reconcile discrepancies with SAP and the customer, and facilitate proper closeout.
Support Agreement Manager to insure all agreements are current and notify when agreements are approaching expiration and/or of any funding changes
Monitor expenditures ensuring utilization of correct accounting information and funds availability and initiating corrective action when errors occur.
Review and analyze 533s and provide financial analysis and guidance to technical managers.
Develop financial plans/baselines and budget review packages
Prepare cost estimations for future missions. Verify, audit, and evaluate estimates against actuals.
Summarize factual narrative information and quantitative data for monthly commitment, obligation, and process cost status reports as well as a variety of complex payment reports.
Assist in the planning, organization, and execution of the project's workforce exercise. This includes meeting with technical leads to understand the project technical effort and associated staffing needs, presenting workforce plans and data to project management, inputting workforce data into the Center's workforce system (iWAPP), and working with representatives from other Center organizations to reconcile discrepancies between staffing availability and project requirements. The individual will track planned vs. actual staffing with explanations on variances, and prepare monthly reports to project and center management.
Assist with the planning, organization, and execution of the project's travel budget. This includes preparing grassroots travel plans by WBS, reviewing/funds certifying travel in the Center's travel system (CONCUR).
Compliance with NASA and Goddard regulations and procedural requirements is mandatory.
Proficient with Microsoft Office suite (Word, PowerPoint, Excel and Outlook); advanced Microsoft Excel skills, including pivot tables, macros, and linking spreadsheets.
Individual must have strong interpersonal and communication skills.
Ability to manage time and meet the many reporting deadlines.
Good understanding of how to apply Appropriation law.
Ability to work independently, as well as with a team in a fast-paced environment and interface successfully with business personnel and technical leads as well as personnel at varying levels of management.
Experience with GSFC Financial Systems, including SAP, BOBJ, Contractor Cost Reporting System, Funds Control System, iWAPP, CONCUR, SAAM, R-BET, PAM, CORTS, Microsoft Word and PowerPoint is desired.
Knowledge of the Reimbursable Budget Execution Tool (R-BET) tool in order to process reimbursable funding from Federal and non-Federal customers is a plus.
Variance analysis experience is highly desired.
Strong organizational skills and attention to detail.
Individual must meet government NAC and citizenship/permanent residency requirements for access to NASA GSFC. Extensive background investigation will be performed as a requirement of the job.
