Job Location: Client site, Crystal City, Virginia

Job Description

OVERVIEW:

LMI seeks senior resource analysts to support a federal program management office in Northern Virginia. Join our team of collaborative self-starters focused on delivering practical and efficient solutions to help our client keep U.S. borders safe and facilitate travel and trade. As part of our high-performing team, you will augment our vital work to provide "eyes and ears" technology to protect our nation.

Responsibilities

RESPONSIBILITIES:

You will help our team maximize efficient resource utilization in a matrixed environment. This entails providing advice on the allocation of tasks to organizational elements, defining key processes, and developing strategies for workforce and organizational development. You will use your understanding of the DHS acquisition life cycle framework (ALF) and systems engineering life cycle (SELC) processes and the activities needed to carry out acquisition, deployment, and sustainment activities. Representative responsibilities:

  • Analyze roles and responsibilities to leverage subject matter experts for greater process efficiency

  • Create and implement standard operating procedures and best practices

  • Maintain a master schedule of staff that includes the portfolios and projects that each is supporting, and the skill areas of each person

  • Develop recommendations for improving organizational effectiveness or efficiency based on data review findings

Qualifications

QUALIFICATIONS:

  • Ability to pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance abuse, and employment verifications; active U.S. Customs and Border Protection background investigation preferred. Please note that only U.S. citizens are eligible for a suitability determination.

  • Previous work with CBP's Integrated Fixed Tower (IFT), Remove Video Surveillance Systems (RVSS), Mobile and Agent-Centric Systems (MACS), and/or Field Surveillance Services (FSS) portfolios is a plus.

  • Senior Resource Analyst: 10+ years of experience and a Master's degree in business, management, or a related discipline; or 12+ years and a Bachelor's degree

  • Experience with DHS MD 102 and acquisition support for complex system acquisitions is desirable.

  • Experience leading or working with a cross-functional team to identify appropriate business solutions to client challenges.

  • Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint.

  • Ability to communicate clearly with a variety of stakeholders.

  • Ability to effectively solve problems.

  • Strong communication skills, both oral and written.

  • A true team player who maintains a positive attitude in a dynamic environment.

Responsibilities You will providing provide budget management and analytical support for the client's programs as they acquire and maintain technology, including communications, sensor, and surveillance systems and the infrastructure that supports them. You will assist the client in formulating and executing the program and project budgets in accordance with their planning, programming, budgeting, and accountability (PPBA) process. You will also assist in cost and schedule management, funds execution and accounting, and financial management. Specific responsibilities may include: * Support budget formulation for the client's programs by compiling estimated costs in the required categories and creating alternative versions to fit specified scenarios * Collaborate with program staff members to develop resource allocation plans (RAPs) and congressional justifications (CJs) * Provide analysis and data to ensure that program budgets align with strategic and programmatic goals and adhere to fiscal guidance and DHS and CBP budget policy * Create purchase requisitions in SAP * Maintain program and contractor cost baselines * Develop, review, and implement project-level spend plans, and conduct recurring reviews of program resource utilization to identify issues that might affect the program's overall objectives * Prepare periodic reports on the allocation, status, tracking, commitment, obligation, and expenditure of funds * Prepare and process funding documents, identify program funding variances, recommend appropriate reprogramming actions or corrective actions, and report reconciled status of funds Qualifications * Ability to pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance abuse, and employment verifications; active U.S. Customs and Border Protection background investigation preferred.
