The City of Seattle Finance and Administrative Services Department (FAS) has the most diverse set of responsibilities of any City department. Our 630 employees are responsible for a broad array of operations, including but not limited to: building and renovating fire stations; negotiating contracts for City-funded construction projects; operating and maintaining more than 100 City facilities; managing the City's investments; overseeing its central accounting system; servicing police and fire vehicles; issuing business licenses; collecting taxes; and advocating for animal welfare. FAS Shared Accounting Services also provides the accounting support services for fifteen Small Departments and Executive Offices (SDEOs).
We are seeking a Senior Reporting Analyst to maintain existing reporting files and create new reporting options in support of FAS business units. The Senior Reporting Analyst will be responsible for generating and maintaining standardized financial reports enabling informed spending decisions and financial management for all FAS divisions and SDEOs. The position will also be responsible for preparing complex financial ad hoc reports based on business needs and upon requests.
Serve as resident budget system expert and lead for budget system implementation, upgrade and/or enhancement; prepare and provide system related training, and research system issues; serve as system administrator.
Responsible for leveraging available data sources to create financial reports; designing, running and maintaining ad hoc queries; maintaining data integrity through consistent monitoring, testing and auditing of financial data.
Responsible for development, validation, delivery, and maintenance of standard financial reports. Develop, maintain, and execute ad hoc reports and standardized queries against financial systems.
Ensure data integrity of reports by consistent monitoring, testing and auditing the financial data. Create reports and financial analysis documents that are clear, complete and user friendly. Utilize multiple reporting platforms to create and publish financial reports on an ongoing basis.
Liaison with financial staff, project managers, and FAS divisions to identify reporting needs and identify solutions. Support customers by providing timely and accurate financial reports. Represent FAS in relevant citywide data and reporting meetings.
Perform high level financial analysis and prepare related budget and accounting reports. Assist the budget team in the development of all phases of the annual FAS operating budget. Assist the team in monitoring and reporting on budget, expenditures, and revenues for FAS operating budget and adjunct funds, including variance analysis, resource utilization, and position management.
This position will perform other related duties commensurate with classification level.
NOTE: Equivalent combinations of education and experience will be considered for the required qualifications.
Education: Bachelor's degree in accounting, finance, economics, business or public administration, information systems or related field.
Experience: Three years' professional experience in budget and finance management reporting including experience working with enterprise resource planning (ERP) / financial management systems (PeopleSoft, Oracle, etc.) with a focus on report preparation, and experience writing queries using tools such as SQL.
Excellent interpersonal, written, and oral communication skills, with the ability to present complex material to various audiences. Experience in creating visualizations and dashboards using tools such as Tableau or Power BI.
Ability to manage multiple projects simultaneously and meet rapidly changing deadlines in a fast-paced technical environment.
Ability to manage and manipulate large datasets in Excel. Strong data analysis and data modeling skills using Excel PowerPivot and knowledge in using advanced functions.
Strong analytical and organizational skills, creative problem-solving and negotiation skills and proven ability to work collaboratively, as well as independently. Ability to interface with diverse work force within City government and other entities.
Strong understanding of project activity based costing and internal cost recovery allocation processes. Working knowledge in government budget/accounting standards and principles.
