The Sr. Regulatory Counsel serves as a key leader in developing and maturing the regulatory compliance program within the Software Enterprise business unit ("SE") of Motorola Solutions, Inc. ("MSI"). While the Sr. Regulatory Counsel will report to the Sr. Director, Regulatory & Compliance, Software Enterprise, he/she will also work closely and collaboratively with the MSI Legal Department and MSI Government Affairs to ensure consistency in approach to MSI policies and MSI's practice before the Federal Communications Commission and other regulatory bodies governing Vesta Solutions, Inc.'s status as a Certified Local Exchange Carrier. The Sr. Regulatory Counsel will also partner closely with all teams engaged in the operations of the regulated business in order to create and/or maintain effective policies and procedures to ensure compliance with applicable laws.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Preparation of required filings with the FCC, including comments to proposed rule makings

  • Legal review and assistance with tariffs/price guides, applications with State Public Utility Commissions for certification as a telecommunications service provider and filings in associated proceedings

  • Regulatory review and approval of the following regulated contracts: Interconnection agreements, Circuit ordering agreements, Data Center Agreements, Next Generation Core Services ("NGCS") supply agreements (oversight of regulatory aspects), NGCS bids and proposals

  • Manage evaluation of new regulated offerings

  • Identify potential areas of telecom regulatory compliance vulnerability and risk and develop/implement corrective action plans for resolution of problematic issues

  • Support preparation of policies and procedures related to regulatory compliance within CLEC business operations

  • Develop and provide training to company personnel regarding regulatory matters and other compliance best practices and obligations

  • Develop internal controls and conduct periodic self-assessments to ensure compliance with applicable regulations

  • Engage with regulators as may be required

  • Provide reports as directed or requested to keep senior management, MSI Legal, Government Affairs and other groups informed of the operation and progress of regulatory compliance efforts.
