THE POSITION: Under general direction and following established medically-approved policies and procedures, the incumbent will implement specialized skilled nursing processes in the Neonatal Intensive Care Unit (NICU), Pediatrics, and Pediatric Intensive Care Unit (PICU) of the Ventura County Medical Center (VCMC).

Distinguishing Characteristics:

The Senior Registered Nurse-Hospital is distinguished from other staff nursing classifications in that incumbents demonstrate advanced competency skills reflecting specialized knowledge specific to the assigned hospital unit; participate in performance improvement processes; and provide technical direction. Incumbents are expected to work at the full scope of their licensure/specialty area with a decreasing amount of supervision commensurate with their experience.

Sr. Registered Nurse-Hospital is represented by the California Nurses' Association (CNA) and is eligible for overtime compensation. Salary placement will be determined according to the current CNA memorandum of agreement.

What We Offer:

The County of Ventura offers an attractive compensation and benefits package, subject to eligibility requirements, that includes:

  • NEW HIRE INCENTIVE -New hires may be eligible for a one-time New Hire Incentive of up to $7,000.00.

  • EDUCATIONAL/BILINGUAL INCENTIVE:Incumbents may be eligible for an educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill. In order to qualify for this incentive, incumbents in eligible positions must take and pass the applicable bilingual fluency examination.

  • Certification Pay:$0.813 per hour based on scheduled work week hours for each qualified certification up to a maximum of five (5) certifications. One of the five certifications may be paid at $2.00 per hour for a National Certification. Additionally, incumbents in the Emergency Room are eligible for a sixth (6) certificate pay, if it includes the MICN certificate.

  • 7.5%
  • Night Shift Differential
  • 15%
  • Weekend Shift Differential -$2.00 per hour

  • Continuous County Service Incentive Pay:1% for 7 years, 1.25% for 12 years and 1.5% for 17 years

  • Standby Premium Pay -¼ of regular hourly wage or Federal minimum wage (whichever is greater)

  • Flexible Credit Allowance:Biweekly contribution towards medical, dental, and/or vision insurance from authorized plans.

  • Pension Plan:Participation in the County's defined benefit plan.

CLOSING DATE:Continuous Examples Of Duties

Duties may include, but are not limited to, the following:

  • Works with the physician and nursing staff to ensure that each patient discharged shall have follow-up by a primary care physician and specialists as determined by patient needs;

  • Makes referrals to the High Risk Infant Follow-Up Program;

  • Coordinates and attends the High Risk Infant Follow-Up Clinic;

  • Develops and coordinates the implementation of a discharge plan to meet the patient's identified needs;

  • Assists in providing culturally and linguistically appropriate discharge education materials;

  • Guides and assists the nursing staff to provide discharge education and training for patients with complex teaching needs, including medical equipment, or other medical treatments;

  • Ensures the Newborn Hearing Screen data is available to the California Newborn Haring Screen Program (DHCS) as completed by contracted vendor;

  • Coordinates and/or assists vendor with outpatient newborn hearing screen program and completes all necessary referrals as needed;

  • Attends and facilitates weekly multi-disciplinary discharge planning rounds in NICU, Pediatric intensive Care Unit (PICU) and Pediatrics;

  • As able, attends daily patient rounds, in the NICU, PICU and Pediatrics departments;

  • Assists with transfers of patients to California Children's Services (CCS) approved NICU/PICUs or hospitals;

  • Serves as a liaison between home health agencies, durable medical equipment (DME) companies and pharmacies for specialized patient care need;

  • Assists with health databases as indicated, such as the California Perinatal Quality Care Collaborative (CPQCC);

  • Participates in committees, teams or other work projects as appropriate to patient population;

  • Performs related duties as required.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE

Graduation from an accredited School of Nursing and requires two (2) years of full-time professional registered nursing experience including two (2) years of full-time experience in a Neonatal Intensive Care Unit (NICU), Pediatrics Unit, OR Pediatric Intensive Care Unit (PICU).

NECESSARY SPECIAL REQUIREMENTS

  • Must possess and maintain a current, valid license as a Registered Nurse issued by the State of California.

  • Must possess and maintain a current, valid Basic Life Support (BLS/CPR) certification.

  • Must possess a current, valid Neonatal Resuscitation Provider (NRP) certification OR Pediatric Advanced Life Support (PALS) certification.

DESIRED

  • Bachelor's or Master's Degree in Nursing

  • Previous professional experience working with Electronic Health Records

  • Possess an active Pediatric Nurse Practitioner license

  • Working knowledge of the California Children's Services (CCS) program

  • Bilingual

  • Spanish abilities (reading/writing/speaking)

Knowledge, Skills, and Abilities:

Comprehensive knowledge of: the principles, practices, and techniques used in advanced nursing care of Neonatal intensive care units, pediatric intensive care units, and pediatric units..

Working knowledge of: performance improvement processes, hospital based/nursing committee practices, and patient and staff education methods.

Working ability to: provide direction to others; self-direct continuing education needs; provide a positive role model and public image; work proficiently in emergency and/or stressful situations; maintain confidentiality of patient/client information; effectively establish and maintain working relationships with medical staff, co-workers, patients and the public; and communicate effectively, both orally and in writing.
