  • Quality champion for a project or multiple projects. Responsible for the quality management duties including quality of the work, material management, documentation and close-out to ensure safe, quality, efficient, effective and profitable project execution.

  • Coaches, mentors and trains entire project staff in quality management principles, procedures and project specific requirements. Services as a mentor and coach to Quality staff to advance their careers at Walsh and improve retention.

  • Routinely audits project quality programs seeking continuous improvement utilizing Project QC Evaluation and other auditing tools. Provides feedback to Operations and Quality Management of major QIRs, project team relationships, owner/client perception and overall quality management recurring non-conformances.

  • Responsible for leading and managing quality processes such as work planning, pre-activity meetings, material management, TQAs, QIRs, Lesson Sharing and follow up inspections.

  • Establishes, monitors and reports on Key Performance Indicators (KPIs), as well as QIRs for project teams to ensure continuous improvement. Analyzes project KPIs evaluating trends and provided improvement strategies.

  • Directs inspection, testing and documentation of the work. Schedules inspection and testing with coordination between operations, consultants, material laboratories and Client.

  • Creates and implements project specific inspection and test plans, quality control plans and other procedures as necessary. Suggests improvements to Company QMS and procedures to continuously improve Walsh's Quality Management.

  • Supports new project start up, new project specification review, proposal write up and quality preconstruction planning.

  • Responsible for risk management strategy that helps projects improve profitability by reducing risk and improving efficiency via process management and risk mitigation.

  • Monitors project quality costs including resources while working to better as-bid budgets. Provides feedback to optimize project billing returns, risk reporting and testing accuracy, while protecting Walsh from claim exposure. Monitors and reports rework costs via QIR system.

  • Maintains relationships with owners, clients, subcontractors, design partners and stakeholders to support project partnering and issue resolution.

  • Coordinates with Safety Manager to ensure that projects are completed in accordance with established safety procedures, requirements and goals.


  • Bachelor's degree in AEC program or equivalent related field experience with International Code Counsel, NICT, etc. Current certification required.

  • USACE/NAVFAC/NRA Construction Quality Management certification preferred

  • Minimum 10 years AEC experience with a minimum of 7 years QA/QC leadership

  • 5+ years managing light rail transit project

  • Experience overseeing systems integration and testing preferred

  • Travel required within area or region served

  • Excellent communication skills, critical thinking and problem-solving abilities, and ability to prioritize, organize and manage time

CAMRIS is seeking an Assistant Secretary for Preparedness and Response (ASPR) Senior Program Manager to support the U.S. Department of Health and Human Services (HHS). * This is a forecasted position and it is contingent upon contract award. Responsibilities Description: S/he follows the established guidance of HHS Assistant Secretary for Preparedness and Response (ASPR). S/he facilitates information flow at HHS ASPR offices between contract members (at HQ and sites), department/office staff lead (at HQ), government leadership and staff. S/he will oversee and execute the HQ and site contract personnel actions, manpower utilization, workflow and operational procedures as outlined in contract requirements. Broad, in-depth, experience in business process development, process improvement, change management, project management, systems integration and general leadership and management. Broad skills and significant depth of experience in a variety of disciplines ensure rapid diagnosis of organizational performance and business systems gaps. Significant experience across all line and staff disciplines enhances ability to accurately prescribe and communicate organizational remedies. Demonstrated expertise in providing guidance and direction to small and complex projects and programs; proven abilities in process development for organizationally critical processes, process improvement, change management; demonstrated capability in managing multi-task projects and programs of high complexity; broad responsibility in process design, implementation and integration. Primary functions include specific and comprehensive analysis of organizational processes, systems and personnel in relation to core goals and strategic direction. Essential Functions: * Serves as lead contractor and single point of accountability for all ASPR support on this contract and provides oversight to contractors within all ASPR regions and sections. * Provides oversight and direction to Task Order Program Managers. * Facilitates information flow between network site contract members, ASPR leadership, Task Order Program Managers, government staff and contract company POC. * Provides oversight regarding the site and HQ contract expenditures to include task orders as required. * Ensures appropriate resources are assigned to accomplish tasks. * Oversees internal auditing of contractor performance, internal program assessments, quality of work and quality of deliverables. * Prepares program summaries and reports for ASPR leadership and others as required and/or requested. * Provides advice on manpower utilization, work flow and operational procedures to increase efficiency, productivity and make overall improvements for the program. * Provides ad hoc reports as requested. * Ensures full compliance with all contract requirements, schedules and provisions. Qualifications Education: Preferred - Masters or better in Management or related field. Experience: Required - 5 years: Bachelors Degree required, Masters in Management or health related field preferred. * Minimum of 5 years of senior leadership and program/portfolio manager experience. * Knowledge of large federal program management and federal budget process required. * Ability to use sound judgment in problem solving and excellent interpersonal and communications skills required. * Ability to coordinate multiple sites and complex issues at any given time required. * Must adhere to legal, professional and ethical codes with respect to confidentiality and privacy.
