The WTCC Senior Quality Engineer - Functionally reports to the WTCC Quality Engineering & Programs Manager and is responsible for facilitating effective administration and implementation of the WTP Quality Assurance Program & WTP Quality Assurance Manuals requirements during Engineering, Procurement, Construction, and Commissioning activities. The WTCC Senior QE assures that activities are planned, performed, and completed in accordance with WTP/WTCC procedures and the WTP QA Manuals.

This position shall be performed under the day-to-day direction, control, and supervision of WTCC.

MAJOR RESPONSIBILITIES/DUTIES/TASKS

  • Support WTCC implementing document/procedure development to ensure quality program requirements are appropriately addressed.

  • Support development of Commissioning QA program implementing documents and tools for WTCC.

  • Maintain expertise in quality assurance requirements.

  • Personal ownership for completion of training, obtaining and maintaining required qualifications Assist in development of WTCC quality program documents (e.g., QA Plan) for WTCC activities.

  • Provide input into the required training for WTCC quality assurance and quality control personnel.

  • Coordinate and support revisions of the WTP QA Program necessary to support WTCC activities.

  • Develop procedures for quality assurance requirements assigned to WTCC for implementation.

  • Assisting in the identification of quality attributes in planning processes to ensure work/testing/analysis is accomplished in accordance with WTP QA program requirements.

  • Providing technical discipline support for identification and resolution of quality related issues.

  • Providing discipline-specific support to the WTCC QC inspectors.

  • Assuring appropriate implementation of the WTP QA Program within the WTCC organization.

  • Assessing implementation and compliance, identifying and reporting quality assurance program deficiencies to line management and the WTCC Manager of Quality (MOQ).

  • Obtaining and/or maintaining NQA-1 Lead Auditor qualification.

  • Ensuring that significant issues are raised to senior management attention to facilitate prompt resolution.

  • Assist with and ensure the identification, documentation, evaluation, segregation, and disposition of nonconformance's, conditions adverse to quality; and for notification to affected organizations.

  • Working with the Engineering staff to develop and implement alternative requirements for items that do not conform to specified requirements including ensuring that suspect/counterfeit items (S/C-I) are not inadvertently installed or used.

  • Identifying and implementing actions to promote improvement and correct deficiencies in the implementation of the WTP QA Plan within the WTCC organizations.

  • Responsible for quality assurance activities with moderate complexity or impact to the project or site of a medium or large project. Provides technical direction to junior level quality personnel. Possesses broad knowledge of industry and regulatory standards and design criteria pertinent to a particular discipline

  • Responsible for quality assurance activities with some complexity or impact to the project or site in a staff or project function. Participates on audit teams as a prospective lead auditor. Responsible for development of audit checklists, writing audit reports and audit findings. Works with the responsible personnel to ensure accurate development of corrective action plans. Works with project personnel to identify quality trends and assists in the development of quality metrics. Directs the work of quality. engineers and others when assigned.

  • Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment.

REQUIREMENTS/SPECIFICATIONS

Education/Experience: Bachelor's degree in engineering, architecture, science or equivalent education or specific training in area of expertise from an accredited university or college. Minimum of 9 years of experience in operations, engineering, and/or technical auditing/assessment experience or equivalent . In lieu of a degree at least 15 years of applied technical experience.

PREFERRED QUALIFICATIONS:

  • Department of Energy, NRC, Naval Nuclear Propulsion Program or other related industrial technical experience desired.

  • Some experience in accomplishing work at DOE facilities is desired.

PHYSICAL REQUIREMENTS

(EFNM) Exposed Field Non-Manual- Performs desk work, including writing, computer workstation processes, and telephone operation. Arranges for and/or performs presentations, oral reports, planning meetings, and other formal and informal contacts, requiring long periods of sitting. Oversees field activities through inspections, testing and equipment operations, which requires walking, standing, bending, and turning along with wearing of personal protective equipment. Occasional loading, transport, and unloading of tools and/or supplies specific to an activity.

COMPENSATION & BENEFITS

HIRING SALARY RANGE: $112,835.92 - $178,251.96 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m.
