Description of Duties/Essential Functions Benefits Supplemental Questions

Under the administrative direction of the General Counsel, performs highly responsible legal work involving complex professional decisions on rules, regulations, policies, procedures and programs related to the operation of the Commission. Evaluates and advises on the legal propriety and effect of Commission decisions and activities to the Chairman, including employment and personnel decisions, human rights issues and EEO considerations; researches and drafts and reviews policies for implementation.

Plans, develops, directs, reviews, and coordinates agency operations and administrative and programmatic activities in regard to handling human rights, EEP, Self-Insurers Advisory Board and Governor's Competitive Counsel. Represents the Commission at the Joint Committee on Administrative Rules. Prepares documentation and dradts and implements proposed rules, policies and procedures for presentation to the Joint Committeee on Administrative Rules. Ability to travel in performance of duties.

Minimum Requirements:
Requires completion of an accredited Law School; requires valid license to practice law in the State of Illinois; requires an active Illinois law license; requires thorough knowledge of the Workers' Compensation Commission's policies, procedures, rules and regulations; requires thorough knowledge of the Illinois Workers' Compensation and Occupational Diseases Act; requires four years of progressively responsible administrative and legal experience; requires the ability to read, analyze and interpret legal documents; requires the ability to define problems, collect data, establish facts and draw valid conclusions. Requires the ability to travel.

Serves as Deputy Director responsible for the administrative oversight of Ligas Consent Decree operations, implementation, systems' issues, problem solving and resolution. Serves as Agency's spokesperson on behalf of the Department with delegated authority to commit the Agency to specific courses of actions. Conceptualizes, designs and directs the development of a comprehensive, integrated community system for individuals who are transitioning from an Intermediate Care Facility/Developmental Disabilities (ICF/DD) facility to community living options, including lease-held rental apartments and other residential support resources. Serves as liaison to the overall planning, policy, program development and associated transitioning activities for Ligas individuals and provides administrative oversight and accountability ensuring that directives and deliverables under the Consent Decree are implemented. Directs the development of annual budget projects and monitors program expenditures for program. Serves as full line supervisor to lower level staff. Travels in the performance of duties. Minimum Requirements: Requires knowledge, skill and mental development equivalent to completion of four years of college with course work in a social or human services field. Requires four years progressively responsible administrative experience in a health or human services organization. Requires thorough knowledge of programs for persons with developmental disabilities and service objectives, activities and operational systems. Requires thorough knowledge of the services available to persons with developmental disabilities, the provision of services in the least restrictive environment possible and the implementation requirements and rules. Requires thorough knowledge of modern business office applications (not limited to Microsoft Word, Excel, Access and PowerPoint) and other presentation software applications. Requires ability to develop and manage a major agency program. Requires the ability to travel.
