Position Overview
The Bureau of Water is seeking a qualified individual to serve as the Public Water Supplies Permit Section Manager, Bureau of Water located in Springfield, IL. The selected candidate will possess strong leadership and communication skills, be willing to use innovative ways to guide the Permit Section and its staff consisting of approximately 3 individuals to meet the present and future demands on the permit section. As a leader for the Section, the individual in this position will frequently represent the Illinois Environmental Protection Agency (IEPA) and Bureau of Water/Public Water Supply at various levels explaining policies to state, federal and local governments, industry, public interest groups, and stakeholders. This individual should also possess the knowledge and experience to initiate and establish policies, standards and procedural guidelines for Public Water Supply permit operations.

Essential Functions
30% 1. Serves as the Section Manager of the statewide Bureau of Water, Public Water Supplies Permit Program:
Plans, organizes, controls, manages, directs and commits resources to assure compliance with State and federal statutes/regulations for approximately 1,750 community water supplies.
Develops program policies, procedures and controls.
Sets priorities and evaluates progress of the program objectives.
Evaluates program effectiveness and implements changes to cover new State and federal programs and revisions to regulations to assure the protection of drinking water to consumers in Illinois.
Participates in the interpretation and evaluation of complex engineering and design processes.
Serves as the primary signatory for all approved/denied State of Illinois Community Water Supply Construction and Operating permits
Oversees the statewide review and approval/denial of community water supply construction and operating permit applications, federally Mandated Optimal Corrosion Control Treatment.
Reviews and provides technical support for the Compliance Assurance, Field Operations and Infrastructure/ Financial Assistance Programs.
25% 2. Provides interface between other divisions and state agencies on programs, policies and regulatory development. In conjunction with the DPWS Manager;
Develops grant proposal/fee proposals for administration of the drinking water program budget.
Directs staff in performance of highly complex and specialized studies, interpretation and administration of all phases of State and Federal drinking water programs for public water supply design, maintenance and operation including, but not limited to 35 Il Adm. Code, Subtitle F, Illinois Environmental Protection Act (415 ILCS 5/et seq) and Safe Drinking Water Act (40 CFR Part 141).
Assimilates and analyzes technical engineering research data to assure consistency with quality control standards.
Utilizes a personal computer in performance of duties.
25% 3. Serves as full-line supervisor:
Assigns and reviews work
Provides guidance and training to assigned staff
Counsels staff regarding work performance
Reassigns staff to meet day-to-day operating needs
Establishes annual goals and objectives
Approves time off
Adjusts first level grievances
Effectively recommends and imposes discipline up to and including discharge
Prepares and signs performance evaluations
Determines and recommends staffing needs
10% 4. Responds to or directs staff in interacting with consulting engineers and community water supply officials, other environmental agencies and governmental bodies, and environmental groups concerning the statewide permit program.
Receives citizen inquiries and complaints relative to public water supplies and responds to same.
Travels in performance of duties.
5% 5. Serves as Agency liaison and spokesperson for the Public Water Supplies Permit Program with Governor's Office, other governmental agencies/departments and non-governmental organizations on natters associated with the
program:
Interprets State, federal and divisional policy for subordinates, other Agency personnel and the public.
Serves as member of appointed decision groups in DPWS and/or the Agency.
Acts as representative of the Agency with regulated entities, professional organizations and agencies of other states and the federal government.
Testifies at regulatory and legal hearings/proceedings/meetings (e.g., serves as a technical expert witness for the safety of drinking water quality/quantity in Illinois).
5% 6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
1.Requires knowledge, skill and mental development equivalent to completion of four years of college
2.Requires prior experience equivalent to four years of progressively responsible administrative experience in environmental water and/or public water pollution control.
3.Requires an Illinois License as a Registered Professional Engineer (P.E.).
Preferred Qualifications
1.Prefers at least (4) four years' experience in applying state and federal environmental laws and regulations.
2.Prefers at least (4) four years' experience in applying state and federal laws and regulations specific to design and operation of public water supply facilities.
3.Prefers at least (4) four years' experience in water supply control technology for treatment of differing waters quality.
4.Prefers at least four years' experience in inspection of public water supplies.
5.Prefers at least four years' experience in compliance programs for public water supplies.
6.Prefers at least four years' experience in supervising staff in a professional setting.
7.Prefers at least (4) four years' experience in permit program for public water supplies.
8.Prefers ability to utilize a personal computer with knowledge of Microsoft Word, Excel and Access software and Database programs.
Conditions of Employment

4.Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
