The Workforce of the Future initiative of this program at Brookings is seeking a Senior Project Manager (SPM) to support or conduct new research and inform policy at the intersection of industrial development, worker mobility, and urban growth in times of technological disruption. The SPM will bring a mix of creativity, data analytics, and systematic project management skills. A flexible and entrepreneurial mindset will be essential, always with an eye toward opportunities for innovation and amplifying impact. This project researches the growth and decline of industries and worker transitions at a local level to provide regional policymakers with practical tools and explore well-trodden paths to economic mobility.

The SPM will primarily coordinate engagement with external stakeholders and coordinate with the research team to prioritize and align strategic outputs. The position will add to a team conducting research and building data-driven solutions that help policymakers catalyze worker mobility and inclusive growth, drawing from a variety of fields: network science, industrial organization, labor, and urban economics. The ideal candidate will have management experience and a track record of policy impact. Preference will be given to candidates who have demonstrated expertise in at least one of the following areas: experience in data analytics, econometric techniques, applied research, or policymaking.The successful candidate also has demonstrated expertise in at least one of the following areas:

  • Regional economic development - industrial specialization and diversification, industrial policy, urban growth, and regional development strategies.

  • Labor Economics- particularly as it relates to urban policy; experience with wage, skill, occupation or employment datasets in the U.S. or abroad such as O*NET, OES, CPS, NLSY, LEFD, or other public databases.

  • Workforce development- Adult education, reskilling, public education systems, and job placement services.

Project Management and Strategic Engagement (50%)

  • Draft and edit core project documents and communications products, including online visualizations, research briefs, blogs, presentations, and funding proposals.Coordinate with internal and external partners to develop a communications strategy for key public-facing products.

  • Collaborate with the team and coordinate with the Senior Fellow and external partners (e.g., contractors, universities, local governments, multi-stakeholder alliances) to produce and deliver a multi-part online visualization tool.

  • Develop and maintain digital data management structures to capture relevant project information in support of ongoing programmatic insights and operational learning.

  • In collaboration with the Senior Fellow and Finance team, lead on estimating project spending and budget compliance, develop terms of reference, and oversee deliverables for all project contracts.

  • Respond to requests from media, external stakeholders and regional partners for data analysis and research implications.

  • Identify and coordinate with local leaders to translate research findings into actionable policy recommendations and innovative workforce development interventions.

  • Identify opportunities for operational and programmatic synergies with other SDG-related activities in Global.

  • Assist Senior Fellow with presentations, event preparation, and other research-related tasks as needed.

  • Provide strategic planning support, including drafting sections of project proposals, as needed.

Research and Policy Development (50%)

  • Engage in advanced study and research on the future of the workforce to understand and map the industrial development paths of U.S. cities, identify opportunities for worker mobility, and inform and asses various policies for inclusive regional development.

  • Understand levers available to regional stakeholders including policymakers, firms, and workforce development organizations in order to adapt research toward actionability and local relevance.

  • Iterate with regional stakeholders through focus groups and demonstrations of WoF tools to understand stakeholder needs and their user experience to improve the tools and to guide research outcomes to support that improvement.

  • Disseminate research findings through the publication of co-authored pieces in various publication outlets such as academic journals, policy reports and briefs, newspapers, and blogs.

  • Track and monitor current events, policy analysis papers, and government activities as they pertain to the research topic.

  • Develop research and presentation materials for relevant conferences, seminars, and meetings.

Education/Experience Requirements:

Master's degree in Economics, Statistics, Computer Science, Public Policy, Sociology, or related field required. PhDs encouraged to apply. Minimum five years combined experience of policy analysis, research management, project management, and/or program development. Experience conducting empirical and/or qualitative research analysis is a plus. Familiarity with key sources of economic data and core scholarship on urban, labor, or social policy. Proven competence to undertake managerial assignments with little or no supervision. Proven impact record. Demonstrated experience engaging policymakers.

Experience working in multicultural, diverse, professional environments and high level of comfort interfacing on policy issues with senior figures from public institutions, civil society, academia, philanthropy and the private sector are required.

Knowledge/Skills Requirements:

Strong knowledge, work experience, and established interest in network science, industrial organization, labor and urban economics, or global economic development. Demonstrated interest in public policy and strong potential for policy impact. Strong written, research, and oral communications skills required; high functionality in Microsoft Office software package. Proven expertise in economic/statistical software such as R, Stata, SAS, preferred. Must be able to present research work in a cogent style consistent with standards for Brookings and the field. Ability to meet rapid, multiple deadlines in a fast-paced work environment. Ability to work well under pressure with discretion and mature judgment.
