Job Summary
The Senior Project Manager (SPM) is responsible for the effective management of the project scope, budget, and schedules for Capital Improvement Projects (CIP) such as city building facilities, utilities, and transportation infrastructure projects.. Under limited supervision, the (SPM) will lead diverse projects with multiple City departments and personnel while overseeing consultants/ vendors and contractors.
Essential Job Functions and Other Important Duties
- Managing projects directly from design to construction.
- Reviewing engineering plans, studies, specifications, and project manuals and providing feedback and recommendations.
- Serving as main point of contact and task assigner to coordinate the work of consultants (e.g., surveyors, design engineers, general engineering consultants, geotechnical, pavement, drainage, real estate) to ensure seamless project delivery.
- Maintaining a detailed log of action items for projects to monitor and track progress towards key milestones and critical dates.
- Reviewing plans, specifications, and cost estimates and preparing review comments.
- Pro-actively coordinating and maintaining productive relationships with public agencies impacted by projects (e.g., TxDOT, Central Texas Turnpike System, Travis and Williamson counties, City of Austin, City of Round Rock).
- Initiating and maintaining momentum for utility evaluation and relocation by private, non-profit, and public utility providers impacted by projects (e.g., Oncor, Atmos, Manville WSC).
- Selecting consultants and contractors through RFP, RFQ, IDIQ, competitive bid, low bid, and other procurement processes and reviewing contracts and agreements.
- Working directly with impacted landowners and coordinating ROW and easement acquisition with city staff and real estate consultants.
- Mentoring and providing guidance to other project managers.
- Engaging with the public on CIP projects in multiple ways including organizing and attending open houses, responding to emails and phone calls, and distributing notices of meetings and project information to residents, businesses, schools, and other institutions impacted by the projects.
- Working closely with the public information office (PIO) to disseminate project information to the public via established city social media, billing, email, and text channels.
- Coordinating with the Planning & Development Services staff, land development engineers, and developers on land development projects impacted by and impacting CIP projects.
- Identifying critical paths, potential issues, and options for resolution and recommending design strategies and policy changes and interpretations.
- Reviewing and signing invoices and pay apps, monitoring spending and budgets, reviewing professional service agreements, and monitoring and managing project costs.
- Continually seeking opportunities to increase customer satisfaction, deepen collaborative department and consultant relationships, and streamline the CIP project delivery process.
- Leading or assisting with grant and other funding opportunity applications.
Job Qualifications
Formal Education:Bachelor's degree in Engineering, Architecture, Construction Management, or a related field from an accredited University.
Relatable Work Experience: Five (5) years of related experience. Excellent communication skills in written, oral, and presentations.
Training (Licenses(s) and/or Certification(s): Engineer-in-Training, Professional Engineer, or Project Management Professional certification. Valid State of Texas driver's license with acceptable driving record.
Preferred Qualifications: Municipal engineering experience, Project management experience, Supervisory experience. Professional Engineer, or Project Management Professional (PMP) certification is preferred. Knowledge of transportation, utility and building facility construction, and electrical and mechanical systems. Knowledge of construction plans, CADD and/or GIS experience. Experience in Microsoft Project and/or equivalent software programs

One year of full-time experience is define as 30 or more hours worked per week for 12 months. - Soliciting information, cooperation and negotiating solutions to meet the concerns of citizens, neighborhoods, developers, and public officials.
- Reviewing and detecting deviations in specifications from approved engineering practices, codes and ordinances.
- Ability to establish and maintain professionally effective relationships with external publics/vendors, internal management and non-management employees, and City and other government officials.
- Effective communication (verbal and written) and analytical skills.
- Working knowledge of AutoCAD other graphing computer software.
- Working knowledge of word processing, spreadsheet, database; ability to operate computer and other standard office equipment.
- Working knowledge of traffic software or traffic impact analysis reports.
- Skill in utilizing a personal computer, associated software programs, including Windows and Microsoft Office applications.
- Ability to establish and maintain professionally effective relationships with external public/vendors, internal management and non-management employees, and City and other government officials.
- Ability to develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for the City.
- Ability to communicate clearly and effectively, both verbally and in writing, as well as strong time and task management skills.
Environmental Factors and Other Physical Requirements:
- Subject to sitting and standing to perform essential functions in an office environment; must be able to lift 35 lbs.
- Outdoor environment in all weather conditions requiring moderate walking on job sites with uneven terrain in all weather conditions.
- Effectively and safely operate City vehicle.
- Effectively and safely operate computer and other standard office equipment.
- Visual acuity, speech, and hearing; hand and eye coordination and manual dexterity necessary to operate office equipment; can effectively and safely operate City vehicles.
- Regularly scheduled for 5-day, 40-hour workweek, Monday through Friday; overtime occasionally required.
