Purpose of Classification

The purpose of this classification is to perform professional engineering work involving the design, review, and oversight of various construction and development projects to ensure compliance with all applicable laws and standards.

Essential Functions

Collier County, (Naples), located in beautiful Southwest Florida on the Gulf of Mexico enjoys a year-round perfect climate, blue skies, spectacular sunsets, hundreds of miles of soft white sand beaches, and unlimited recreational opportunities. It is seeking a Senior Project Manager to perform highway/roadway engineering design and project management work involving construction projects for the Growth Management Department, Transportation Engineering Division.

This position performs project management functions on capital improvement projects as part of a team of project managers delivering the five-year work program on time and within budget for roadway, stormwater and bridge projects. A background primarily in roadway design and permitting of capital projects is required, as well as a working knowledge of FDOT specifications, the FDOT Plan Preparation Manual and MUTCD. The candidate must also be an expert in the use of highway engineering software.

Minimum Qualifications

Bachelor's degree in Civil Engineering or closely related field; supplemented by seven (7) years previous experience and/or training that includes civil engineering, engineering design, engineering plan review, computer-aided design (CAD) operations, surveying, and experience in area of assignment, such as transportation engineering, engineering review, land development, stormwater management, or other area of assignment; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain valid State of Florida Professional Engineer (P.E.) license or obtain one within six (6) months of hire.

May possess PE from another state but must obtain a Florida Professional Engineer license within 12 months from date of hire.

Must possess and maintain a valid Florida Driver's License with any applicable endorsements and maintain eligibility requirements and endorsement(s) to drive a County vehicle as provided in CMA 5805. Fingerprinting required.

Essential Functions Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; conducts interviews and makes hiring recommendations; coordinates or conducts staff training activities. Provides direction, guidance and assistance to employees, staff, contractors, and work crews; coordinates daily work activities; Plans, assigns, prioritizes, and supervises work; monitors status of work in progress and inspects completed work; confers with staff as needed; assists with complex/problem situations and provides technical expertise; reviews invoices and payment requests submitted by consultants/contractors. Performs professional and technical work in supporting business applications including planning, design, analysis, implementation, integration, and management of technical systems for a department/division. Ensures compliance with all applicable codes, laws, rules, regulations, standards, technologies, policies and procedures; ensures adherence to established safety and security procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; interprets plans and specifications. Must possess and maintain a Project Management Professional Certification (PMP). Aquatics experience a plus.
