Position Summary
This position serves a critical role as the Senior Project Manager (SPM) for the Brooklyn Park Economic Development and Housing division. While this position does not serve as a formal supervisor, this position does play a key role assessing potential development projects, assigning/directing workflow, and providing critical leadership and knowledge during the early phases of some projects. This person also provides division wide project management tracking and intervention when a project is struggling.
This position provides leadership in complex real estate projects including assisting with identifying and securing financing, navigating complex and sometimes conflicting stakeholder input and deployment of the developer support program. This also includes managing projects including financial support for the City's naturally occurring affordable housing (NOAH), managing ARPA funds and economic inclusion initiatives.
The person in this position must have extensive experience and knowledge of complex real estate development projects and public financing tools, ideally in government setting.
Essential Duties and Responsibilities
Evaluating, assigning and making recommendations regarding potential development opportunities.
Leading significant or more complex projects on an ongoing basis or at least during the critical early phases.
Providing guidance and support to division project management staff as well as strategic advice regarding projects to the division director.
When necessary, intervening and developing intervention plans for plans that are struggling.
Providing overall project tracking and progress benchmarking for all projects of the division.
Managing annual or quarterly calendar for Economic Development Authority (EDA.)
Providing leadership for development of EDA agenda and packet materials within prescribed timelines.
Development and deployment of economic inclusion programs, such as the Developer Support Program, housing stability implementation planning, and homeownership initiatives and programs.
Contract review, management, and compliance, including annual reporting, auditing and accountability.
Research and write recommendations and staff reports and present at City Council and the Economic Development Authority meetings with ease and professionalism.
Work closely with small and large developers through their requests for financial assistance and/or land sales.
Work closely with property owners to manage rehab and re-finances for large, apartment complexes.
Manage some of the EDA's housing programs, such as the Naturally Occurring Affordable Housing (NOAH) program and associated financing.
Assist in managing EDA owned land, future acquisitions, and sales.
Special and new projects management, such as future co-operative/land trust initiatives.
Grant writing and management.
Manage small construction projects and connect developers with resources.
Collaborate among many partners and agencies to deploy the work of the EDA.
Other duties and apparent or assigned.
Minimum and Desired Qualifications
Education
Bachelor's degree in urban studies, public health, social work, public administration or other related field, or equivalency.
Experience
Four (4) years of progressively responsible work experience in leading complex real estate development projects, ideally in a government setting.
Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.
Knowledge, Skills and Abilities
Experience leading complex real estate development projects and other similar projects, including identifying and weaving together multiple financing tools.
Demonstrated ability to work with developers on complex projects and navigate through complex, sometimes conflicting points of view.
Proven attention to detail and effective written and oral communication skills, including experience presenting to City Councils and developers.
Experience working with and in racially and ethnically diverse communities. Experience and commitment to authentic community engagement/input into significant development opportunities.
Proven ability and demonstrated commitment to an inclusive workplace related to racial equity, diversity and inclusion.
Ability to provide a level of customer service that meets or exceeds customer expectation and satisfaction.

Desired Qualifications:
Experience managing complex real estate development processes and working with developers.
Knowledge of and experience in housing financing programs such as Low Income Housing Tax Credit, Minnesota Housing programs
Knowledge of and experience in business financing programs such as Minnesota Investment Fund and the Jobs Creation Fund
Knowledge of and experience in innovative financing approaches
Fluency in Spanish, Hmong, Russian, Somali, Laotian or Vietnamese language(s).

Anticipated Work Schedule:Position is an exempt, full-time, benefited, non-union position that will work a flexible schedule that includes a standard eight-hour work day, Monday-Friday. Occasional evening hours may be required, including attendance at monthly Economic Development Authority meetings.
Anticipated Salary: Dependent on qualifications and experience. This job title is a part of a city-wide compensation study and the salary range is under review.
