Role Summary

MetaPhase is seeking a Senior Program Manager with 10+ years of experience leading multiple enterprise-level programs for the federal government. This includes oversight, hands-on leadership, and client engagement of various projects and initiatives. The Senior Program Manager will be a member of the senior leadership team within the Federal Civilian Market of MetaPhase and is expected to lead by example, exemplify our core values, and continue to evaluate and optimize program performance.

What You Will Be Doing

As a Senior Program Manager, you will be responsible for collaborating with government clients and corporate leadership in shaping the strategic direction of the program and managing customer relationships. At the discretion of MetaPhase leadership, you may serve as the primary decision maker for the program. A Senior Program Manager is a people manager, leader, and mentor that effectively manages team members in support of delivery success. You will have an advanced ability to employ structured project management/process methodologies in order to meet scope, schedule, and budget requirements. You will successfully lead direct reports, and effectively communicate and execute against program and organizational objectives. A Program Manager must exhibit strong communication skills, with the ability to lead and resolve conflict in order to meet revenue goals, while ensuring contractual compliance. Primary expectations include:

  • Experienced in the ability to manage all aspects of program performance (i.e. technical, contractual, administrative, financial) and coordinating program activities across multiple projects.

  • Manages planned contract revenue, billable utilization, and gross margin achievement.

  • Exhibits stakeholder management skills, with the ability to develop and maintain strong customer relationships, while serving as a trusted partner and advising customers on strategic vision and direction.

  • Manages contractual obligations and oversees and manages output of sub-contracting partners.

  • Manages project activities to ensure they are compliant, completed on time, and within budget within a highly complex environment.

  • Recognizes issues and conflicts and problem solves solutions, strategically turning barriers into opportunities.

  • Advanced ability to develop strategic program plans that benefit the organization over the long term. Identifies program risks, implements mitigation techniques in a timely manner, and partners with capability area and growth leaders to identify and drive organic and new growth opportunities.

  • Oversees talent/HR responsibilities including hiring, performance management, timecard reviews, PTO management, and career development.

  • Develops and maintains regular status reporting to include weekly status reports, program management reviews, monthly financial reports, staffing plans, and any additional reports requested by the customer.

What We Need From You (Required)

  • Minimum of 10-15 years of experience in program management leadership of an enterprise-level contract or multiple simultaneous contracts for the federal government.

  • Previous experience managing enterprise mission-critical programs with a broad spectrum of stakeholders.

  • Previous experience managing a multi-vendor team of 20+ FTEs across various workstreams and initiatives, with oversight for multiple clients.

  • An active Project Management Professional (PMP) from the Project Management Institute (PMI).

  • Experience working with and cultivating external partnerships and relationships across the federal government and industry.

  • Possess excellent strong analytical skills and written/verbal communication skills including expert-level PowerPoint and briefing skills.

  • Experience managing multiple projects and teams across different functions or clients.

  • Experience supervising and providing coaching to other supervisors/managers.

  • Solid experience in proposal writing and/or other aspects of Business Development.

  • Flexibility and comfort with ambiguity in taking on additional side projects and/or standing up new projects as the need arises.

  • Experience in executive level briefings and/or oral presentations.

Bonus Points (Desired)

  • Federal consulting experience at USDA, Treasury and/or Commerce, preferably in working with senior-level executives.

  • Experience supporting a BPA (Blanket Purchase Agreement)

  • Strategic Communications and Organizational Change Management (OCM) experience

  • Experience with HR related systems to include, but not limited to, PeopleSoft and WorkDay

Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is 110k-176k
