Summary:

(Three Vacancies)

1.Road and Bridge Department: Responsible for estimating, planning and scheduling County maintenance projects to and including steel, asphalt, and concrete jobs; planning, compiling, estimating and coordinating maintenance projects and repairs; perform preliminary designs and develop Engineer's cost estimates; help coordinate and review the work of lower-level engineers, senior bridge inspectors, road and bridge maintenance supervisors/superintendent and sign shop supervisors; supervise, plan, develop and coordinate bridge, culvert and CSO system inspection field activities. Team Leader with FHWA approved comprehensive bridge inspection training course; or be certified as a Level III or IV Bridge Safety Inspector under the National Society of Professional Engineer's program for National Certification in Engineering Technologies (NICET) and have successfully completed an FHWA approved comprehensive bridge inspection training course or a bachelor's degree in Engineering from a College or University accredited by or determined as substantially equivalent by the Accreditation Board for Engineering and Technology, successfully passed the National Council of Examiners for Engineering and Surveying Fundamentals of Engineering examination (EIT), two years of bridge inspection experience; and successfully completed an FHWA approved comprehensive bridge inspection training course

2.Planning/Environment: Responsible for overseeing projects under a framework of policies, procedures, regulations and guidelines.

The incumbents exercise discretion in applying procedures to resolve project management issues. The employees in this classification ensure that projects are completed on time, on budget and with adherence to contract requirements. Environmental focused NEPA coordination on road and bridge projects.

Consultant hiring/management of environmental contracts. Facilitates approvals of permits, environmental documents and other requirements. Experience with ODOT EnviroNet is preferred. Grant writing experience preferred.

3.Facilities Design and Construction Division: Responsible for overseeing project associated with building design, vertical construction, maintenance, and/or property acquisition under a framework of policies, procedures, codes, regulations and guidelines.

The incumbents exercise discretion in applying procedures to resolve project management issues during design, bidding, and construction of Capital Improvement Projects for the Department of Public Works. The employees in this classification ensure that projects are completed on time, on budget and with adherence to contract requirements.

Essential Job Functions:

Prepares all agreements needed for projects and those that might be required in the planning process; serves as project manager; prepares and maintains project work schedules; prepares complete packages for submittal to regulatory agencies; prepares and updates information for project status reports and meetings; responds to complaints. Administers consultant contracts; directs submittals to appropriate departments and provides instruction on how to review submittals; serves as a member of the consultant committee; approves consultant contract modifications; arranges and coordinates project review meetings.

Maintains regular project coordination with department directors; coordinates projects with municipal officials, mayors, Council and engineers; attends public meetings, hearings, hearings of objections and Council meetings to provide and gain information and to coordinate projects; arranges, directs and documents project review meetings; responds to general comments from the public. May oversee, provide guidance to, and review the work of consultants and lower level project management staff. Manages special projects for the Public Works Office that are not placed with other sections.

Minimum Requirements:

Bachelor's degree in Civil Engineering, Survey, Architecture, Business Administration or a related field with six (6) years of related experience; or any combination of education and experience that provides equivalent knowledge, skills and abilities.

Equivalencies:

  • Bachelor's degree in civil engineering, architecture, business administration, or a related field and six (6) years of related experience; or any equivalent combination of training and experience as defined in the table below.

  • Valid driver's license, proof of automobile insurance, and a vehicle.

Related degree fields: civil engineering, architecture, business administration, surveying, STEM programs, humanities program.

Related work experience: broad-spectrum project management, program management, contract management, service management, military public works engineering, ODOT inspection, surveying.

This is a competitive, classified position. The Personnel Review Commission (PRC) will check your application to make sure you meet the minimum qualifications.

If you do, the PRC will invite you to take a civil service examination. The exam is specific to this position. Everyone who passes the exam goes on an eligibility list. To fill this opening, the PRC sends the hiring department and Human Resources (HR) a certified eligibility list with the top 25% candidates (or at least the ten highest scoring candidates, whichever is greater). HR helps the hiring department decide who from the certified list to follow up with for interviews and then a job offer.
