The City of Santa Maria is a full-service City with a City Council/City Manager form of government with over 700 employees, an annual budget of approximately $222 million for FY 2019-20 and serves approximately 108,000 constituents. As assigned, the Project Manager directs and manages large, complex, and technical projects. The Project Manager will oversee projects that involve multiple and dissimilar functions and seek to accomplish goals that address the combined interests and missions of City government entities or various communities of interest.

EXAMPLES OF DUTIES

Supervise, coordinate, and participate in the management of assigned projects; assign, supervise, train, and review the work of project management staff, contractors, and consultants assigned to projects; supervise project area formation; initiate enterprise-level projects including obtaining authorization and stakeholder commitments, demonstration of business need and project feasibility; develop and manage master project plans that coordinate individual work tasks, schedules, preliminary project funding plans, and project budgets. Organize project teams according to project requirements gaining and maintaining commitment from all involved agencies.

Assemble and lead groups to define project scope. Lead multi-agency interdisciplinary project teams to identify time frame, funding limitations, methods for accomplishing project deliverables, and allotments of available resources to project phases. Identify specific tools or equipment needed by the project team, and plan to obtain needed resources at the proper project phase or step; prepare project budgets that coordinate cost estimates, and summarize total expected costs and participating agency monetary commitments; accommodate changes and updates to schedules and budgets; develop methods to track project budget expenditures.

Monitor the progress of work assignments; develop consensus on project schedules and inform team members of project progress and potential schedule departures; administer vendor contracts; monitor and approve contractor performance. Lead public information meetings to convey project details and gather information. Write project status reports. Manage risks and respond to changes in risk over the course of the project.

Create documentation procedures to capture and deal with changes in original project plan. Lead creation of contractor Request for Proposals and Statements of Work in conjunction with stakeholders and contract and procurement staff; and integrate into contract documents.

Lead project teams to produce a work breakdown structure that outlines the project plan; and assign duties, responsibilities and scope of authority to project team members. Develop and implement plans to communicate with and involve project stakeholders. Identify project risks; identify which risks are likely to affect the project; and design strategies to manage and mitigate those risks.

MINIMUM QUALIFICATIONS

Education:

Four years of college education from an accredited college.

Experience:

Four years of significant project management experience. Additional applicable experience may substitute for educational requirement on a year?for?year basis.

OR any combination of education, training and/or work experience to demonstrate knowledge, skills, and abilities to meet the above minimum requirements.

Knowledge of:

Project management principles, processes, and techniques; team management principles and techniques; communication techniques to bring about agreement between divergent points of view; project Management professional standards; methods, techniques and procedures of program representation and coordination; general management principles and practices; techniques used to involve community members in development of projects affecting their community; methods and techniques of contract administration and procurement procedures; and principles and techniques used in budget management; principles and practices of exemplary customer service.

Ability to:

Apply current project management principles and professional standards; assemble and lead multi-disciplinary project teams; recognize technical issues that impact the projects and mitigate project risks; decide on logical actions to meet project requirements and deadlines; gather, consolidate and analyze facts in relation to administrative and operational requirements; and use a personal computer and software typical to project management, spreadsheets and word processing; manage multiple and large complex projects; communicate effectively with the regulatory bodies, and individuals and groups from different socio-economic backgrounds having divergent needs and points of view; speak effectively in public to groups or individuals to communicate technical information; communicate effectively in both oral and written form; take a proactive approach to problem solving; learn the organization, procedures, and operating details of the City department to which assigned; collaborate with a variety of diverse interest groups in reaching a consensus for the betterment of the community; attend work, as scheduled, on a regular basis, to effectively perform the position's required duties and responsibilities; Demonstrate an awareness and appreciation of the cultural diversity of the community; practice and exemplify the City of Santa Maria's Mission Statement; identify the scope of an assigned project and impact on local government and the community; establish and maintain harmonious working relationships with the public, co-workers, other government jurisdictional employees, professionals, and representatives of special interest groups; gain consensus among conflicting individuals and groups; write clear, concise and direct narrative and statistical reports; and apply general rules, regulations, standards and guidelines to specific technical problems.

License:

Possession of a valid and appropriate California Driver License. Must have and maintain a satisfactory driving record and be insurable to operate City vehicles.

Certificate:

Project Management Professional certified.
