This City of Raleigh is looking for a devoted Senior Project Manager to provide paraprofessional engineering support, inspection and professional civil engineering for a variety of public works and environmental functions and projects. Incumbents provide advanced journey level professional engineering and construction management work and are considered subject matter experts with the highest level of knowledge, providing consultation to other engineering staff and to management.

This position is in the Capital Improvements Division for Raleigh Water which provides water and wastewater service to City of Raleigh service area, which includes the Towns of Garner, Rolesville, Wake Forest, Knightdale, Wendell, and Zebulon. The position will manage capital improvement and construction projects through the planning, property and easement acquisition, consultant selection, contract negotiation, project design and development, bidding, contract award, construction, completion and acceptance phases.

  • Provides advanced engineering work, development plan reviews, and coordination and oversight of project design and construction; monitors adherence of projects and processes with policies, procedures, applicable code, specifications, regulations and standards.

  • Oversees and administers construction projects including bid and contract administration, construction oversight, coordination of permitting, document reviews, and facilitation of progress meetings.

  • Construction administration duties can also include: providing guidance to an inspection staff and being available to them for questions arising from the construction project, reviewing and approving shop drawings, review and approve pay requests, responding to requests for information from contractors, reviewing and approving change orders, periodic construction site visits, conduct construction progress meetings, making decisions that pertain to the project.

  • Serves as technical resource and liaison for Raleigh Water Operations departments and contractors, consultants, developers, community groups, commission, agencies, City departments, private entities and other stakeholders; responds to inquiries, requests and complaints; performs research; provides consultation; identifies and resolves issues.

  • Attends, conducts and delivers presentations at various meetings; performs public outreach; prepares agendas, reports, cost estimates, computations, specifications, schedules, engineering drawings and other related documentation and communications materials.

Education and Experience

Bachelor's degree in engineering or directly related field and five years of professional engineering and/or construction/project management experience in area of assignment.

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Licensing/Certifications

  • Valid North Carolina Class C Driver's License with a satisfactory driving record.

  • Professional Engineering (PE) Registration.

ADA and Other Requirements:

Positions in this class typically require: stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, seeing and repetitive motions.

Medium Work:

Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Working Conditions:

Work is performed in both the field and in an indoor office environment with frequent exposure to hazardous physical conditions (such as mechanical parts, electrical currents, vibration, etc.); frequent exposure to atmospheric conditions (such as fumes, odors, dusts, gases, poor ventilation, etc.); moderate exposure to hazardous materials (such as chemicals, blood and other body fluids); frequent exposure to environmental conditions (such as disruptive people, imminent danger, or a threatening environment); frequent exposure to extreme temperatures, inadequate lighting and movement restrictions; and moderate exposure intense noise or travel.
