LOCHNER, a leader in transportation engineering, is currently seeking a Sr. Project Manager for its Salt Lake City, UT location.


  • Coordinate all disciplines involved in the project.

  • Coordinate with all sub-consultants and clients.

  • Keeps project on schedule, within budget, and performs or assures that quality control is accomplished for each project.

  • Performs complicated design work on larger projects.

  • Will be responsible for client development activities and project pursuits.

  • Contract Review and Preparation Prepare contracts for private and public agencies as required. Review all contracts and provide review comments. Coordinate contract review with Risk Management and provide comments back to client, work with project manager and Risk Management to negotiate and resolve contract issues. Review all public agency contracts for accuracy of budgets, schedules, and pertinent data.

  • Invoices Review Lochner invoices for accuracy and proper format. Work with Office Administrator and project manager to ensure invoices are submitted on time. Review sub-consultant invoices on projects for accuracy and proper formatting.

  • Sub-consultant coordination

  • Coordinate with sub-consultants on contract, budget and work related issues and resolve them in a satisfactory manner for both the sub and Lochner.
  • Marketing and Contract assistance Prepare project obligations required for UDOT proposals. Prepare forms for UDOT for proposals, contracts, and supplements. Ensure all forms are the latest and are required, and all forms are complete, accurate and organized. Assist with other marketing items as requested.

  • Business Development Make on going contact with current clients, build new relationships with potential new clients, and involve and train younger staff with business development techniques.

  • PIFs Work with Project Managers and Accounting to develop Project Input Forms for initial project budget and addendums.

  • Project Insurance Coordinate contract insurance requirements, order insurance certificates for the limits identified in the contract, and coordinate with the sub-consultants for contract insurance requirements.

  • QA/QC Perform QA and/or QC reviews of projects.

  • Operational Activities

  • Managing/Mentoring staff and providing technical leadership.


  • 15-20 years of experience.

  • Must have excellent detail orientation skills.

  • Must have excellent verbal and written communication skills.

  • Must be familiar with contracts and be able to prepare and review engineering contracts.

  • Must know the basics of Deltek Vision and be able to generate multiple types of different reports as well as perform tasks using Vision and follow the rules of Deltek Vision.

  • Must know client requirements for UDOT proposals and contract document submittals.

  • Must have experience in engineering projects to be able to perform QA or QC reviews, analyze project progress to be in conformance with project budgets and assist project managers in engineering, client, and sub-consultant issues.

  • Must be diligent in the administrative tasks of invoice preparation and preparation of Project Input Forms.

The selected individual will be part of the Natural Resources and Planning team supporting various projects in Utah and throughout the West. SWCA's Salt Lake City Natural Resources and Planning team includes over 50+ individual members and is comprised of project managers, NEPA specialists, biologists, botanists, planners, water resource professionals, and environmental compliance specialists. What you will accomplish This position is a permanent, full-time position and will be responsible for leading interactions with both regulatory agencies and clients, leading interdisciplinary teams, mentoring staff, leading and performing environmental impact analyses, facilitating public and agency outreach, and providing quality assurance and leadership during the development of EAs and EISs. Specific responsibilities include: * Write and manage the preparation of EAs and EISs addressing the development and revision of federal land use plans, issuance of rights-of-way, approvals, and/or leases for oil and gas developments, pipelines, electrical transmission, renewable energy, mining facilities, roadways, and other similar projects. * Assist teams by providing technical oversight and guidance for the preparation of key aspects of NEPA documents and the NEPA process including Pre-NOI activities and project planning; development of the description of the proposed action and purpose and need; NEPA document structuring and content planning; public scoping; public comment review and response; and Records of Decisions and Findings of No Significant Impact. * Support or lead the preparation of technical documents that support NEPA processes including Plans of Operation, Plans of Development, project descriptions, and technical resource inventories and analyses. * Mentor early and mid-career staff in the development of the skills in NEPA analysis and document preparation, client and agency interactions, and business development. * Lead and perform business development activities including developing capture plans, strategic positioning, maintaining agency and client perceptions of SWCA through regular interactions and marketing outreach, and proposal and cost estimate preparation. * Demonstrate excellent leadership behavior and professionalism while providing leadership at the project, team, and office level. Experience and qualifications for success We seek a team member who brings with him/her demonstrated experience in NEPA project management, environmental analysis, and agency consultation. We seek the following specific qualities: * A minimum of 5 years of NEPA document preparation and project management experience in environmental consulting. Experience should include complex, multi-disciplinary projects; leading meetings with clients and agencies; directing project teams including subcontractors; preparing or directing staff in the preparation of technical studies and NEPA documents; and setting and adhering to project budgets and delivery schedules. * A minimum of a bachelor's degree in environmental planning, environmental science, biology, environmental science, natural resource management, planning, geology or other science-related field. * A working knowledge of federal and state environmental regulations including NEPA, the Federal Land Policy and Management Act (FLPMA), the Clean Water Act (CWA), the Endangered Species Act (ESA), the National Historic Preservation Act (NHPA), Secretarial Order 3355, and the ability to develop project execution plans to satisfy regulatory compliance. * A working understanding of agency internal processes and procedures and positive existing relationships with federal land management and regulatory agencies including the Bureau of Land Management (highest priority), U.S. Forest Service, National Park Service, Bureau of Reclamation, Federal Energy Regulatory Commission, Natural Resource Conservation Service, and/or U.S. Fish and Wildlife Service. * Experience with public lands and natural resource issues in Utah and surrounding states. * Excellent verbal and written communication skills; interpersonal skills and emotional intelligence; attention to detail; and organization, schedule, and budget management skills. * Ability to be recognized by clients and agencies as a NEPA project manager that is capable of leading an EIS from NOI to ROD.
