GENERAL DESCRIPTION:
The Wyoming Department of Transportation (WYDOT) is seeking a Senior Project Management Analyst to assist the program manager in leading the implementation of project delivery activities to ensure on-time delivery of the State Transportation Improvement Program (STIP).
This position will be the lead worker on the project delivery team to ensure the on-time delivery of the State Transportation Improvement Program (STIP). This position is responsible for providing in-depth project management oversight to assigned Districts for the Wyoming Department of Transportation (WYDOT) Highway projects. This position will serve as a liaison between WYDOT programs and collect, analyze, and implement best practices for program improvement and project management projects.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
Lead Highway Project Delivery team to oversee the completion of Highway Design projects and implement strategies to deliver statewide STIP totaling approximately $1.5 billion in construction work over six (6) years.
Perform complex data analysis to identify accurately projected activity durations, resource efforts, and critical path activities that are delaying or could pose a risk to delaying projects.
Identify work needed to implement strategy, including policies, procedures, and personnel support; schedule over 300 STIP projects for design completion; and ensure the successful accomplishment of work through monitoring and correction of the work plan throughout the year.
Establish goals and strategies for implementing and maintaining training for statewide users on using selected project management software and supporting tools, such as reporting and communication software.
Guide team in developing and creating appropriate training classes, online training modules, and job aids. Draft and implement program processes and procedural improvement.
Track and manage project interdependencies, including budget and resource usage, and implement appropriate strategic adjustments to ensure the agency meets project delivery goals.
Identify Resource Allocation gaps and make recommendations to Program Managers for staffing/resource changes. Maintain working knowledge of industry standards and best practices for performance measurements, especially relating to project management and resource allocation management.
Conduct training on project management methodology and process.
Provide timely reports and information to program managers for resource management and allocation.
Qualifications
PREFERENCES:
Preference may be given to an applicant with a Bachelor's Degree in Business Administration, Public Administration, or a closely related field with 2-4 years of progressive experience.
Project Management Professional (PMP) Certification or similar.
KNOWLEDGE:
Knowledge of principles and processes involved in organizational planning, coordination, and execution in an engineering setting, including strategic planning, resource allocation, and manpower requirements.
Leadership ability, including skills to direct and oversee professional and technical employees engaged in various work assignments. Ability to motivate and develop individuals and identify the best individual(s) to complete a task.
Knowledge of the State of Wyoming Personnel Rules and the ability to interpret and implement these in daily activities.
Ability to apply theoretical best practices in a real-world setting to achieve strategic outcomes.
Ability to effectively communicate concepts and ideas to and collaborate with outside agencies, public partners, program managers, engineers, technicians, and information technology experts.
Ability to effectively listen to understand ideas and challenges and ask appropriate follow-up questions.
Ability to develop interpersonal relationships and work well with others.
Ability to identify the nature of problems to arrive at a concise resolution; identify critical path activities, and facilitate the resolution of challenges in project delivery.
Excellent written and oral communication skills across a wide range of organizational levels and with internal and external stakeholders.
Skilled use of project scheduling software (Primavera); office automation software (Microsoft Office, Google Docs, Sheets, & Drive); document management systems (Falcon); database principles and report writing tools (Infoview).
Excellent organizational and time management skills. Ability to work and make decisions independently; maintain and manage multiple priorities.
Ability to apply new technologies.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Business/Project Management)
Experience:
1-2 years of progressive work experience (typically in project management) with acquired knowledge at the level of a(n) Project Management Analyst
OR
Education & ExperienceSubstitution:
4-6 years of progressive work experience (typically in project management) with acquired knowledge at the level ofa(n)Project Management Analyst

Qualifying eligibility and criteria for the hiring bonus
Temporary employees accepting a part-time permanent position.
Current employees accepting a promotional opportunity -recruitment must have been opened to the public.
One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive, and funds will be recouped from final pay.
Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
Employees would only be eligible for one (1) hiring bonus in a 12-month period. If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
