Overview:

The Project Management Office (PMO) is seeking a skilled Senior Project Management & Controls Specialist for the High Flux Isotope Reactor (HFIR) reactor Pressure Vessel Replacement (PVR), a $700M+ DOE project that will enable long-term operations of the reactor and enable significant scientific opportunities to the nation. The PVR project is composed of equipment design, construction, procurement, assembly, installation, and commissioning as a DOE Hazard Category 1 Nuclear Facility.

HFIR provides one of the highest steady-state neutron fluxes of any research reactor in the world. The thermal and cold neutrons produced by HFIR are used for research into the fundamental properties of materials, including biological and engineered materials, enabling researchers to make scientific discoveries and address some of the biggest challenges facing society today. Completed in 1965 and currently operating at 85 MW, HFIR is the strongest reactor-based neutron source in the United States and is home to neutron scattering research facilities used for fundamental and applied research on the structure and dynamics of matter.

ORNL is preparing to replace HFIR's pressure vessel, along with other key reactor core components, to sustain and enhance HFIR's operational performance. This exciting project will enable ORNL to continue providing the Office of Science with essential isotopes production and research and development to meet the ever-growing demands of the United States' research, medical and national defense needs. Ensuring long-term operations of this critical asset is thus essential to continued U.S. competitiveness.

Purpose:

The Senior Project Management & Controls Specialist works with the PVR Project Controls Manager and the project team to provide project controls oversight to the PVR project and to ensure that appropriate DOE and regulatory guidance is being implemented.

Major Duties/Responsibilities:

Project Management Leadership

  • Responsible for creating and maintaining project management procedures to support the successful planning, execution, monitoring, controlling, and closeout of the PVR project.

  • Actively participate in a diverse, integrated project controls team to ensure delivery of projects on budget, on schedule, and within scope.

  • Understand and incorporate critical project management policy issues related to DOE and regulatory guidance.

  • Maintain a strong commitment to the implementation and perpetuation of ORNL values and ethics.

  • Deliver ORNL's mission by aligning behaviors, priorities, and interactions with our core values of Impact, Integrity, Teamwork, Safety, and Service. Project Controls

  • Develop/maintain the project work breakdown structure (WBS) and dictionary.

  • Create summary and detailed, logic driven, resource loaded schedules.

  • Produce summary and detailed cost estimates; maintain an estimate cost basis.

  • Collect month actual costs and conduct accrual integration.

  • Provide risk identification and management, to include Monte Carlo simulations.

  • Incorporate change control processes as needed.

  • Prepare and issue various status and Earned Value Management (EVM) based reports.

  • Ensure all project management systems, project planning and project executions are compliant with applicable ORNL and DOE governance, specifically DOE Order 413.3b and ORNL EVM system requirements that are based upon EIA 748-C and NDIA EVMS EIA-748 Intent Guide

  • Develop, present, and reinforce project management process and systems training for all applicable project staff, specifically the technical control account managers (CAMs).

  • Prepare and support various project reviews, including internal and external project status reviews, DOE Order 413.3 Critical Decision (CD) reviews, independent cost estimate reviews (ICR), and earned value system surveillance/compliance reviews.

  • Ensure all project management systems, project planning, and project executions are compliant with applicable Federal Regulations governing DOE projects, specifically DOE Order 413.3 and DOE STD 1189, Integration of Safety into the Design Process.

  • Develop/maintain Project Management Systems that facilitate the successful planning and execution of projects. These systems will include scope management, project planning/scheduling, estimating, risk management, procurement planning, and EVM performance measurement.

Training & Mentoring

  • Assist in developing and presenting training on project management systems, procedures, policies and standards, and assessment practices.

  • Mentor and advise all levels of laboratory projects in developing and implementing tailored project management approaches to various scopes of work.

Minimum Qualifications Required:

  • BS/BA in project or construction management, business, engineering or equivalent combination of education, experience, and specialized training will be considered.

  • Have at least 5 years of experience in successfully performing project controls duties for a research-based project to include: developing work breakdown structures, creating detailed project schedules, resource estimating and loading, risk identification and management and status reporting.

  • Have at least 5 years of project experience working with EVMS environment; to include establishing baselines, incorporating baseline changes, producing monthly reports and variance analysis.

  • Project experience working in a 'DOE compliant' environment; Possess a thorough understanding of the applicable DOE Orders and best-practices governing DOE Office of Science projects, to include EIA-748 compliant EVM.

Preferred Qualifications:

  • MS in Project Management or similar applicable field.

  • Project Management Professional (PMP) certification.

  • 5 years of experience with Primavera and possess a solid understanding of best practices and ability to create project schedules, resource loading, incorporating monthly status and creating and maintaining the project baseline.

  • Experience with outage scheduling.

  • Experience with the DOE PARS II reporting system.

  • Experience with preparing and participating in DOE Office of Science Independent Project Reviews (IPRs) and EVMS surveillance reviews.

  • Experience in developing and presenting training on project management principles or tools.

  • Very strong communications skills, with the ability to successfully interact with DOE, project reviewers, senior laboratory management and senior project staff members.

  • Excellent written and interpersonal skills are essential, with the strong ability to clearly articulate ideas and concepts.

  • Able to adapt quickly and easily to new and challenging situations.
