Senior project management, civil engineering design and engineering oversight of specific Capital Improvement Plan roadway, bridge, building, storm water, parks, and utility projects.   Responsible for supervising subordinate Project Engineers, Project Managers, Construction Project Inspectors, CADD Technicians, consultants, contractors, and staff in the planning, design, and construction of capital improvement and infrastructure preservation projects.  Complex technical and professional work requires considerable contact with permitting agencies, utilities, and other County departments as well as public and private individuals and organizations.

In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.

Supervises subordinate Project Engineers, consultants, contractors, and staff in the planning, design, and construction of capital improvement and infrastructure preservation projects.

Reviews site plans, construction plans, storm water reports, geotechnical engineering reports, environmental impact reports, traffic studies, and cost estimates.

Coordinates permit application process and requirements with other divisions, agencies and departments.

Conducts planning and design meetings, pre-bid meetings, pre- construction meetings, construction progress meetings.

Monitors construction schedules for expenditures and timeliness and compliance with capital projects budget.

Directs the activities of the project from start to finish; develops progress reports and analysis to ensure that the project is on schedule and within budget.

Negotiates various proposals, contracts, agreements and change orders necessary for the successful completion of the project.

Experienced in the area of project management and administration from the development phase through implementation phase.

Perform licensed certification, as required by regulatory agencies.

Makes adjustments to the project as needed in order to respond to unseen forces or unanticipated activities that may affect a project.

Reviews and executes project close out documents and coordination of turnover to maintaining agency.

Develops technical reports and presentations and attends Commission meetings or other meetings to present information.

Reviews and performs acceptance inspections for projects constructed by others.

Performs duties of lower level Project Engineers.

Performs work related to this job description as required.

Senior Project Engineer Assigned to Construction/Field Area:

Responsible professional administrative and managerial construction engineering inspection (CEI) work in assisting the Capital Projects Administrator and supervising Construction engineering and inspection of CIP projects, Contract administration & management, project close out, and office staff.

Coordinates the activities of the Construction Team within the Capital Projects Division, including the construction engineering design and preparation of construction drawings and bid documents for road construction.

Assists the Capital Projects Administrator in the facilitation of Project Management, and Engineering Inspections with an emphasis on Construction Engineering and the implementation of the County's Capital Improvement Plan (CIP), Administration, planning, supervision, management of all assigned construction inspections including roadway, bridge, stormwater, park, building, coastal, and utility projects in the CIP.

Senior Project Engineer Assigned to Administration/CADD Area:

Responsible for a range of activities including but not limited to: Support of Capital Improvement Plan (CIP) planning, engineering design services, project management of Project Development and Environmental (PD&E), design studies, contract and specification preparation and procurement assistance.

Directs project managers on complex projects, including defining scope, selecting consultants, negotiating contracts, amendments and change orders, preparing and monitoring project schedules.

Oversees the preparation of preliminary and final engineering designs and construction plans, cost estimates, bid specifications, and engineering reports for projects.

Assists with the preparation of the Roads 5-year Capital Improvement Plan (CIP) program for the Public Works Department.

KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of civil engineering and specifically roadway and drainage design; principles and practices of construction administration; local building codes/design standards, state and federal permitting requirements, and the preparation of related financial grant applications.

Thorough knowledge of construction processes and procedures, materials, methods, and equipment as they relate to civil engineering projects.

Thorough knowledge of regulatory permitting, reporting and operating requirements for Public Works projects.

Thorough knowledge of construction inspection methods, change orders, review and processing of pay requests.

Thorough knowledge of the capabilities and results of AutoCADD plans and Profile Drawings, and Geographic Information Systems (GIS).

Skill in directing the work of professional engineers, technicians, contractors, and inspectors in a manner conducive to effective performance.

Ability to identify or make changes to projects as needed in response to unanticipated events that may affect the success of the project.  

Ability to understand planning studies and to analyze information and formulate substantive recommendations based upon such studies.

Ability to present ideas and design proposals graphically, verbally, and in writing to Elected Officials, Administration, County staff, other governmental agencies, and the public.

Graduation from an ABET accredited college or university with a Bachelor's Degree in Civil Engineering or related field, and six (6) years of experience in review, design, and/or construction of roads, drainage, subdivisions, and/or commercial developments.

Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.

CERTIFICATES, LICENSES, REGISTRATIONS:

Must possess a valid Florida Driver's License

Licensed as a Professional Engineer in the State of Florida.
