The University of Texas at Austin is seeking to hire a Senior Project Director with medical project management experience for the Planning, Design and Construction Department. Project Director will provide professional program management and leadership for all phases of the UT Joint Medical Center in Austin, serving as the lead Owner representative for the Dell Medical School and all of UT Austin's interests in this multi-billion dollar build.

You will be working for a university that is internationally recognized for our academic programs and research and will be a key contributor to the creation of a complex to provide world-class patient care. This is a temporary position expected to end 8/31/2029. This position may be extended beyond 8/31/2029, depending on the needs of the Joint Medical Center project.

Purpose of Position

Represent Planning Design and Construction while providing program and project management expertise for one or more assigned projects. Oversee complex major capital facility projects through the entire lifecycle from planning/programming through substantial completion and final closeout, independently and as a supervisor for 2-5 project managers. Ensure the requirements of Dell Medical School and other UT Austin stakeholders are met or exceeded in the creation of the UT Joint Medical Center.

Responsibilities

  • Lead assigned projects by providing daily oversight and supervision of assigned Project Management Staff for all phases. Manage the key project aspects of scope, budget, schedule, project contract compliance, procurement of design and construction services and resolution of pending issues. Effectively communicate all aspects of the project to immediate and senior leadership through written and verbal executive briefs, ad hoc presentations and recurring reports.

  • Guide and manage the project team (customers; Designer; General Contractor; consultants; Planning, Design, & Construction internal resources and all supporting UT groups) through conflict management and effective written and verbal communication to ensure successful project completion. Facilitate timely decisions by campus representatives and report progress and issues impacting the project goals to stakeholders. Effectively utilize UT database and PM software tools.

  • Advocate with integrity during contract negotiations. Review and approve design and construction contracts, changes, technical service contracts, submittals, bid documents, pay applications, etc. Facilitate approval procedures with the BOR, THECB, UT Austin and UT System and associated state agencies. Work collaboratively with internal procurement and contract management experts in the preparation of necessary documentation for contract award.

  • During construction, direct and/or provide support to Project Team, Construction Administrators, and institution staff in management of construction activities and processes. Assist Project Managers in applying UT Austin project control processes to track progress, achieve consistency, mitigate risks and assure compliance with BOR Rules and Regulations and applicable State and Federal statutes and regulations.

  • Mentor and train your Project Managers, ensuring their compliance with UT rules and ethics and their continued professional growth and promotion potential. Monitor their performance and provide meaningful appraisal reviews and feedback on performance. Develop, monitor, and adjust staffing for each project phase to ensure timely, cost-effective completion. Coordinate workload balancing and internal resource sharing in conjunction with the Director and Associate Directors.

  • Stay current in Codes and Regulations applicable to design and construction, including International Building Codes, NFPA 101, TDLR, OSHA, ADA, ASHRAE 90.1, SWPPP, and any special requirements of the building type, especially medical and research facility codes and regulations and local jurisdictions.

  • Participate in or lead process improvement initiatives as assigned by the Director.

  • Other related functions as assigned. Collaborate with other UT Austin colleagues to initiate and develop process improvements.

Required Qualifications

  • Bachelor's degree in Architecture, Engineering, Construction Management, Construction Science, or related discipline.

  • 10 or more years of experience providing project management of design and construction activities for renovations and new construction, including institutional or commercial facilities with a Total Project Cost of $10M or more.

  • 5 or more years of experience directly supervising a team of 3 or more project managers or project support staff members on capital design and construction projects.

  • Experience managing design and construction for projects in the medical/healthcare industry as the owner's representative.

  • Working knowledge of contract documents (plans, specifications).

  • Experience negotiating construction contracts.

  • Working knowledge of life safety and building codes including, NFPA 101, IBC, ASHRAE, Texas Accessibility Standards, and the Americans with Disabilities Act, among others.

  • Experience using Excel, Microsoft Word, and scheduling software such as MS Project.

  • Excellent communication, collaboration and organizational skills, with an ability to manage multiple simultaneous activities in a diverse and complex environment.

Preferred Qualifications

  • Licensed Architect or Engineer in the State of Texas, or licensure in another state and eligible for reciprocity with the State of Texas, or ability to obtain professional licensure in the State of Texas within two years.

  • LEED-AP credentials.

  • Experience managing design and construction for projects in a higher education or medical services provider setting as the owner's representative.

  • 10 or more years of experience providing program management of major capital projects with a combined Total Project Cost value of $500M or more.

  • Project Management Professional (PMP) certification, or other similar demonstration of formal project management training.

Driving Required

This job requires a class "C" operator's driver's license. The applicant selected must provide a current three year driving record from the current state of residence. If not currently a Texas resident, a Texas driver's license must be obtained within 30 days of becoming a Texas resident.

Salary Range

$160,000 + with qualifications

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length. This position has the option to elect the Optional Retirement Program (ORP) instead of TRS, subject to the position being 40 hours per week and at least 135 days in length.
