Position Summary:

Creative seeks a Senior Project Director (SPD) for the Stabilization & Development Practice Area within the Communities in Transition Division. The SPD will be responsible for performing specialized and complex work within the project area and may coach or mentor others while overseeing various team project implementation efforts. SPDs assume responsibilities for management of complex projects typically of $35M+ in funding, depending upon variables such as the complexity, projected timeline of the projects, and geographic location of the work. The SPD has a key role in the technical, financial, compliance and accountability for the performance of assigned projects. The SPD supervises Project Directors and other project management staff to ensure quality programming, and achievement of financial targets and contractual outcomes. The SPD travels internationally to perform many of the responsibilities of the role and serves as a lead in new business initiatives and capture/proposal development within the assigned portfolio or geography.

Reporting & Supervision:

The SPD will report to the Practice Area Director, Stabilization & Development, and will supervise and manage one or more Project Directors and/or other project management staff.

Expected Outcomes:


Projects under SPD oversight receives senior level guidance and management support. Project Directors and other project management staff under SPD oversight manage their projects purposely, cohesively and efficiently. Project aims are clear on the strategic (outcome leveltechnical), tactical (output levelmanagerial and financial) and operational (milestone-level transactions) fronts. Challenges and potential implementation issues are preemptively identified and proactively addressed. The client is being effectively served and is satisfied with Creative's service and offerings. Senior Management is kept abreast of significant threats, implementation deficiencies and opportunities.

Project Management

Projects under SPD oversight performs wellthey meet contractual obligations, and fiscal targets. Projects are well-planned so that inputssuch as human resource deployments, STTA, procurementscan be timely and effectively supported by HQ. Project staffing, project obligations, and reporting meet anticipated levels and high-quality standards.

Financial Management

Projects under SPD oversight meets performance targets and revenue projections. SPDs proactively manage vacancies, non-billables, and foregone revenue. Projects requiring important course corrections or corporate support receive the attention of upper management.

Staff Management

Project Directors and other staff under SPD oversight are tangibly supported and mentored technically, managerially and professionally; their professional objectives and personal needs are well understood, as are those of key staff in the field. Performance reviews of Project Directors and other project management staff are meaningful and constructive and are administered timely. Projects honor all aspects of programmatic and fiscal compliance.

New Business Development

Projects under SPD oversight demonstrates an entrepreneurial spirit; they are able to seize opportunities in the local marketplace, and to position the company and pave the way for the realization of new business opportunities, both in follow on re-competes and in new work, both from the U.S. Government (USG) and other clients. Opportunities for new business generation are created and nurtured. The company is visibly represented before stakeholders. Specific new business pursuits are well planned and timely executed. Activity design is conducted with insight and intellectual curiosity.

Learning & Adaptation

Projects under SPD supervision has a heightened awareness of the value of learning and adaptation. Projects have explicitly defined learning agendas, M&E plans that track progress towards learning, and course corrections that are informed by data. Project interventions and innovations are well documented and cataloged. Pause-and-Reflect events capture salient programmatic aspects with potential for replication or scale up. Salient activities are celebrated and promoted through Creative's Communications Department.

Primary Responsibilities:

  • Manages projects and oversees assigned Project Directors and project management staff;

  • Ensures that Projects under SPD oversight achieve contractual deliverables with technical distinction, meet fiscal targets, are well planned and resourced;

  • Represents Creative before projects; communicates regularly with client representatives, i.e. CORs and AORs;

  • Tracks all aspects of project performance; oversees project implementation of approved activities, monitoring of timelines, tracking budgets, and supporting subcontract performance and financial management;

  • Resolves issues in project start-up and close-down; manages project backstopping, key field personnel support, consultant agreements; processing of project finance transactions, approval and handling of all travel and related logistics, and grant management implementation;

  • Oversees compliance of project-related documentation including work plans, staff records, communications, and transactions ensuring they are properly documented;

  • Leads pertinent new business development endeavors; contributes to proposal preparation in technical/geographic areas closely connected to projects in the portfolio;

  • Communicates with senior management on matters or importance, including risks and opportunities;

  • Oversees the production of project reports, and other material such as success stories, interventions and innovations;

  • Participates in project learning and data driven adaptation;

  • Serves as a liaison with Creative's support units, including HR, Finance & Contracts, Procurement, Field Operations, Communications, etc; and

  • Acts in the position of the Practice Area Director during periods of his/her absence.

Minimum Skills & Qualifications:

NOTE: Your job title is based on the role you perform and you must meet the minimum qualifications for that job title. Greater (higher) education and experience than minimum qualifications do not automatically classify you into a higher-level job title/position.

  • Bachelor's degree in relevant field and fifteen years of relevant experience or Master's degree in relevant field and twelve years of relevant experience;

  • Field experience implementing projects at an operational level, in conflict settings;

  • Minimum of five years of supervisory experience;

  • Demonstrated ability to assume responsibilities for projects typically totaling $35M+ in funding, depending upon the complexity, projected timeline of the projects, and geographic location of the work;

  • Extensive knowledge within their project area and experience in coaching or mentoring others in project implementation;

  • Experience in working with field staff, providing technical and financial oversight on projects to include budget realignments;

  • Demonstrated experience in reviewing & approving project procurements, grants and purchase order agreements;

  • Strategic thinker and decisive evidence-based decision-making skills;

  • Experience in a relevant technical area such as, economic development and enterprise and investment led growth and competitiveness, countering violent extremism;

  • Experience in quickly producing results on a range of assignments in diverse country and programmatic contexts; in developing/monitoring proposal and project budgets;

  • Experience in leading project start-ups and close-downs;

  • Skill in managing teams, handling tight deadlines; ability to travel internationally on short notice;

  • Extensive skill and experience in USG donor relations and client management;

  • Considerable knowledge of USAID Programs and Regulations;

  • Excellent oral and written communication skills to include, experience in making formal presentations to clients, peers and other groups; and

  • Business Development experience (prior experience with Proposal Management, Championing or Writing USAID proposals).

EXPECTATIONS AND TASKS BASIC RESPONSIBILITY: The individual SAP seeks must have an in depth understanding of the U.S. legislative and regulatory process including extensive knowledge and substantive public policy expertise on procurement, acquisition, supply chain, defense and national security issues. He/She must have an appreciation and sensitivity to working within the context of an innovative, fast-paced, sales-oriented company. This position will lead U.S. Government Relations policy efforts on procurement, acquisition reform, supply chain and defense issues before Congress and U.S. defense/national security agencies while supporting our public sector business strategy. C. presence by assisting in the development and growth of the company's Government Relations practice. * Brings credibility to the practice as a recognized expert in the government contracting space with contacts among the stakeholders in the Federal government contracting community. *Designs plans for government outreach and thought leadership by providing analysis of emerging or existing legislative public policy issues impacting the company. * Gathers intelligence and assists in the preparation of position papers, policy briefings, presentations, and other materials related to government actions. * Develops and implements legislative and regulatory agendas on matters relating to defense agency issues of interest and concern to SAP. *Increases SAP's visibility and presence on Capitol Hill and with the Administration. *Advise SAP America's clients on the impact of public policy, procedures, issues and matters under consideration. * Provide SAP America clients with information, advice, and perspective concerning federal government leadership, policies, and activities. * Assists SAP America's Legal and Compliance organizations in matters pertaining to government contracting and the compliance obligations of SAP America U.S. Government Relations. *Evaluates pending legislation and regulations that may impact SAP in close consultation with the Vice President, U.S. Government Relations to develop recommendations and prepare communications for senior management and the CEO. *Acts as a proactive strategic agent advocating on behalf of the SAP America clients' government relations interests in multiple fora, helping inform and shape industry consensus on legislative messaging and public policy agendas. * Represents SAP America's interests in ongoing face-to-face meetings with the political and career leadership in Washington, advising them directly on specific legislative proposals and decisions that may affect them. * QUALIFICATIONS / SKILLS AND COMPETENCIES Bachelor's degree required, law degree preferred. U.S. public policy expertise/experience required. WORK EXPERIENCE: The successful candidate will have a minimum of ten years' experience as a government relations or trade association executive, a Congressional staff member, or as a public servant in a relevant government agency or department. Previous experience and qualifications should include: * A minimum of 10 years' experience in the Federal public sector space that includes Congressional staff work, a public policy-related position within the Administration, or a combination thereof, with substantive experience in the field of Federal procurement. * A thorough understanding of U.S. legislative process, including the roles and decision-making processes of the Executive Agencies, U.S. Senate, and U.S. House of Representatives. * ·Strong working knowledge of the budget and appropriations process from both a Congressional and Federal Government perspective. * Refined legal skills, with particular emphasis on government procurement law and contracting/transaction experience in the Federal contracting space, as well as a working knowledge of compliance issues, including Lobbying Disclosure and Ethics and Gifts Rules. * Expertise in the policy areas of procurement, government contracting, acquisition reform, defense, national security, supply chain and IT modernization. * Experience advocating before Congress and/or the Executive Branch on behalf of corporations, trades associations, or other interest group preferred. * First-hand experience with government agencies and the Congressional oversight process. * Established relationships on Capitol Hill as well as with key Executive Branch agencies. * Ability to work across functions with both internal and external stakeholders and partners. * Strong people skills, in particular, the ability to work in and be a part of an action-oriented working environment, to understand and maintain a keen sense of protocol, and to work comfortably and effectively with top level government officials and with the leadership of SAP.
